About this file
This document contains questions from a potential contractor regarding specifications for various renovation and construction projects at the USDA Agricultural Research Service Field Research Implementation and Information Delivery in Baton Rouge, Louisiana. The contractor requests more details on statements of work, clarification on responsibilities and desired outcomes, confirmation of the presence of asbestos, locations for building bee stands, requirements for a sewer treatment plant upgrade, and existence of drawings for HVAC systems. The agency provides responses to the questions, confirming the method for laying flooring in Lab 105, the ADA compliance needs for the restroom entrance, the location and required base for new bee stands, lack of existing drawings for the sewer system or HVAC, and permission to use drywall for the conference room renovation. Relevant project details include renovations to Lab 105, a unisex restroom, conference room, and installation of HVAC in Building 22, as well as construction of bee stands and an upgrade to the sewer treatment plant.

Request For Information:
I’m requesting a comprehensive statement of work (SOW) that goes into greater detail. The Previously provided SOW lacks specifications and fails to provide the precise responsibilities of the contractor and the desired outcomes of the client. Inadequate clarification often leads to unsatisfactory outcomes for either party involved. Additionally, I have compiled a list of inquiries below.
He will use the SoW and prepare a proposal and bid based on it as will any other interested potential Contractor.
Generally:
Renovate Lab 105 (Bldg.11):
During the site walk through, I was apprised of the presence of asbestos beneath the flooring, and it was suggested that I over lay the current flooring. However, upon careful examination of the existing flooring, it became evident that this approach would be unfeasible due to the inadequate bonding capabilities of VCP glue to the preexisting surface. While this may not pose a significant challenge in terms of construction, I kindly request authorization to either remove the current flooring or figure a different flooring plan. I have reached out to multiple vendors and received the same answers, please advise.
We routinely glue new flooring over existing tiles in this situation and see no legitimate reason why this approach won’t work here as in other labs. However, if the Lab is agreeable then I have no problem with a different flooring type being proposed however it cannot be used as a protest point if that type is not deemed acceptable or cost effective.
Renovate Unisex Restroom (Bldg.22) During the site walk through, it was pointed out that the entrance does not meet ADA compliance requirements. Although this was not explicitly mentioned in the statement of work (SOW), I have come up with some suggestions to address this issue. I’m stating this suggestion because it was said in the site walk through.
First, I propose moving the entrance a few feet over from its previous location to ensure ADA Compliance. By doing so, we can create a new entrance that meets the necessary accessibility standards. Additionally, we can repurpose the old entrance door to create a closet. This will not only address the ADA compliance concern but also will provide a functional storage space. Furthermore, if the shower area also needs to be ADA compliant, we can consider using some of the space from thew old entrance to widen the shower. This will ensure that the shower area meets the necessary accessibility requirements as well. It may be that we can only do one of these suggestions due to limited space.
This is an acceptable solution.
Build Bee Stands:
Please clarify where the Bee Stands are to be built location wise.
| Do I need to include aggregate base for bee stands? The previous bee stands at the Ben Hur location have a base. |
| Please clarify if I am to provide tarps, there was confusion at site walk through on who was responsible. |
The site will direct the placement of the bee stands during the pre-con. The exact location is not needed for preparing a cost for the actual stands to be supplied and all the land is flat so there would be no difference in placement on the lab grounds regardless of location.
Yes, the stands must have a base just like the existing ones.
The site will provide tarps.
The stands will be constructed at Southern University’s campus.
We would like a thin layer of #57 limestone for the base.
No tarp but the railing for the tarp needs to be included.
Sewer Treatment Plant Upgrade Do you have the existing plant drawings? It is critical for us to know the power supply in order to accurately determine the size of the new plant. Additionally, we require more information to ensure that the equipment chosen aligns with the state regulations. Could you kindly provide us with details regarding the current permit for the existing plant? Lastly, we would like to inquire if a fence will be necessary?
To my knowledge there are no existing drawings, but the Lab may know if some exist. The Lab can be contacted for any information regarding this system and companies have been identified during market research that make units already available for this installation.
No drawings available I do not have the permit, check with Admin.
No fence needed “ To my knowledge.”
Install LED Lights This facility has already changed some of the lights to LED. I need an updated list in writing to what is needed.
Exclude the following from the current SOW: 201,202,203,206, & all restrooms.
Renovate Conference Room Is it permissible to utilize the method of attaching 3/8 sheetrock to enhance the visual appeal and attain a desired flawlessly even wall? This approach offers a more efficient and labor cost effective solution, ensuring superior quality compared to the method outlines in the statement of work. YES There is a York Control Box in the room that’s being opened for the conference room, will I be responsible for relocating the control box? Site will provide answers to that question.
I have concern in two specific locations for asbestos: beneath the flooring and within the upper ceiling during wall demolition. In order to prioritize the well being of USDA employees and ensure their health, is it feasible to relocate individuals from the front office (specifically the office area to the right upon entering) to an alternate space? Site will provide answers to that question.
Install HVAC B22 Do you have any drawings on the HVAC? No More specifications could be useful. All that’s available are provided unless Lab has more information in their files.
No drawings No additional specifications.
