About this file

This is a draft Integrated Resource Service Contract (IRSC) solicitation issued by the Nez Perce-Clearwater National Forest's Salmon River Ranger District for the End of the World G-Z Long-Term project. The solicitation (12363N25R4014) is currently in draft form for informational purposes only and is not open for proposals.

The contract encompasses timber harvesting, road reconstruction, fuels reduction, and reforestation work across five contract areas (Jungle Bird, Wooly Bully, Ski Bird, Cold Fir, and Free Bird) and optional Contract Area B. Mandatory work activities in the base area include cutting and skidding timber using tractor and skyline/tether systems across specified harvest units (approximately 764 acres), loading and hauling approximately 95,660 tons of sawlog and non-saw timber to multiple facilities, reconstructing approximately 12 miles of forest roads with associated drainage and culvert work, machine piling approximately 585 acres, landing cleanup on 39.6 acres, and erosion control on 88.3 acres. Optional contract areas include additional timber harvest, road work, and fuels management activities totaling significantly more acreage. The contract extends through September 15, 2036, with a normal operating season from June 15 to October 15 annually. Compensation will be made in Stewardship Credits (non-monetary timber value offsets) and appropriated funds. The contractor must establish and maintain Performance and Payment Bonds equal to 100 percent of contract value, provide a timber payment guarantee, maintain worker certifications under MSPA and H-2B requirements, and submit a comprehensive Quality Control Plan. Technical proposals are evaluated based on Technical Approach (most important), Relevant Past Performance, and Benefit to Local Community, which are weighted approximately equal to price. Offerors are encouraged to conduct site visits and should submit proposals in two separate documents addressing technical and pricing components.

The G-Z contracting tool will help increase the pace and scale of restoration beyond the forest’s current capacities. This contract is planned to implement the following work activities:

1. Timber Sale Preparation

a. Contractor will complete layout of harvest units. Units must be within project approved NEPA boundaries and avoid exclusion areas such as riparian areas, protected areas, private property, etc. Boundaries may be identified by paint, flagging, or be virtual unless they are adjacent to private property or pre-identified archaeological sites. Contractor will determine cutting specifications that may include marking, DxP, DxD, or a combination of methods to accomplish the Silvicultural prescriptions provided by the Forest Service.

b. During layout, the Contractor will identify and GPS pre commercial thinning (PCT) units. PCT survey templates provided by the Forest Service.

Temporary roads will be limited in miles for the project area and require recontouring post-harvest. Existing non-system road prisms may be used in addition to temporary road quantities and will be recontoured after use. Temporary water crossings are not permitted.

d. Harvest units will be GPS’d to Forest Service specifications individually with delineations for logging systems and volumes per acre (Tons) to be delivered to the Forest Service for activity tracking. Contract Area maps will be developed by the Contractor utilizing templates provided by the Forest Service for individual Contract Areas.

e. In Optional Contract Areas, volume determination will be completed on a contract area basis that meets or exceeds Forest Service R1 cruise standards. Cruise plans shall be accepted by the Forest Service prior to completing volume determinations. Collected data such as plot locations, plot data, and processed data shall be provided to the Forest Service in the format specified. Forest Service may elect to do a check cruise. Forest Service will appraise contract areas separately utilizing the R1 Residual Value Appraisal.

2. Road Survey

a. Contractor will survey haul routes to identify work necessary to facilitate log haul, complete road maintenance plans, and develop worklists for Forest Service review. Templates will be provided by the Forest Service.

3. Timber Removal and Haul

a. Timber removal will be limited to two contract areas operating at time to ensure clean-up type activities are kept current and for control of operations. Operating in more than two may be done by agreement.

b. Timber cutting, skidding, and decking for sawlog and nonsaw will be broken into three separate categories for tractor and skyline/tether harvest systems based on volume per acre as follows:

c. Helicopter logging will not be considered in this contract unless the Contractor provides a cost advantage to the Government.

d. Loading and hauling will be broken into sawlog and nonsaw for multiple delivery points.

e. Road maintenance will be performed by the Contractor and will be commensurate with use.

4. Haul Roads

a. Road work may consist of maintenance, reconstruction, decommissioning, and obliteration.

b. Roadwork for the contract will be limited to the minimum necessary to facilitate safe haul.

c. Forest Service Road (FSR) 221 has a limited operating period from 12/1-4/1 annually for winter recreation, Use of FSR 221 during this period is subject to agreement and will require snow plowing. Break-up limits will be implemented depending on seasonal conditions to protect pavement on FSR 221. Alternate haul routes may be utilized within the project, if agreed to between the Contractor and Forest Service.

5. Fuels Work, Reforestation and Erosion Control

a. Reduce natural and activity generated fuel loading within the project area.

b. Plant regeneration harvest units with early-seral species to increase insect and disease resiliency.

c. Implement a variety of control measures to prevent erosion within the project area.

d. Thin small diameter trees to specified stocking levels.

6. Catastrophic Event

a. Respond quickly to changed conditions that may affect the End of the World project area by the inclusion of salvage operations and suppression repair activities.

(b) Resulting Contract – Any resultant contract will be a firm fixed price commercial services contract with requirements for timber removal.

(c) Project Location- Approximately 8 air miles south of Grangeville, Idaho.

(d) Under this contract, “Contractor’s Operations” shall include activities of or use of equipment of Contractor, Contractor’s employees, agents, Subcontractors, or their employees or agents, acting in the course of their employment in operations hereunder on National Forest lands or within Forest Service protection boundary (unless acting under the immediate supervision of Forest Service).
