AMENDMENT 002

Revised 01.06.2022

Optional Item 7: Cut and Remove Included Timber Cut and remove from Contract Area all trees and forest products which meet the minimum tree specifications as identified in Appendix B. All specifications of Appendix B apply to product removal. Appendix C Road Maintenance requirements are commensurate with use.

Optional Item 8: Mastication

1. Project Description: Mechanical Mastication of brush, standing sub-merchantable live and dead seedlings, saplings, small trees, and down material/course woody debris.

2. End Results: Reduce potential fire behavior within the understory of forested areas by creating effective fuelbreaks, reduced ladder fuels and course woody debris, increased torching index, and increased canopy height of the residual overstory.

3. Treatment Requirements: Selection of material to be treated for fuels reduction:

a. In commercial harvest areas (Optional Item 7), and harvest of material 6-9.9” DBH (Optional Item 8) mastication shall occur after the completion of these treatments. In sub-merchantable thinning (Optional Item 10) and non-commercial thinning areas (Optional Item 11) mastication shall occur before or in conjunction with these two optional items if awarded.

b. Retain clumps of Aspen in areas treated under Optional Items 7-8, and 10-11. Clumps are defined as at least 10 live aspen trees that are at least 15 feet tall. Clumps are defined as groups of trees with no more than 30 feet between each adjoining tree.

c. Masticate all standing understory brush species (live or dead) equal to or greater than 1 foot in height and having a brush stem diameter of 0.25” to 5.9” at the collar. Collar is measured at 12” above the ground.

d. Masticate conifer tree species (live or dead) equal to or greater than 2 feet in height and less than or equal to 5.9” DBH, except for open grown clumps of 3 or more trees with healthy crowns. Crowns within the clump shall be at least 30 feet from the crown of any other residual tree.

e. Select Douglas-fir rather than ponderosa pine in the understory with a DBH of 5.9” or less.

f. Leave all tree species which exceed a maximum DBH cut limit of 5.9”, unless identified by the COR.

g. Masticate all slash associated with other treatments within the mastication clearing limits.

h. Masticate all dead and down material 1” to 6” in diameter. Masticate limbs greater than 1-foot in length from existing dead and downed trees greater than 6” in diameter.

i. Size of woody debris/chips, upon completion of the project, shall not exceed 3” in diameter and 3-feet in length. Average depth of the debris across the project area shall not exceed 6”. In isolated locations where dense vegetation exists, the maximum depth shall not exceed 12”.

j. Stems and stumps shall be less than 6” in height or as close to the ground as partible without causing ground disturbance.

k. Size of woody debris or “chips” upon completion of the mastication shall not exceed 3 inches in diameter and 3 feet in length. Average depth of the debris across the project area shall not exceed 6 inches with a maximum depth of 12 inches in isolated locations where dense vegetation exists.

4. Equipment Specifications

a. All equipment shall be in good mechanical condition and operated in a safe and proper manner. Both operator and equipment shall meet Occupational Safety & Health Administrations (OSHA) safety regulations and labor industry requirements for operating equipment in a forested environment.

b. The desired equipment for use is a skidsteer with specifications and capabilities similar to a Caterpillar 299 or Fecon 150 with a mulching attachment that performs closely to Fecon or Denis Cimaf horizontal drum design, a vertical shaft or rotary masticator head such as an AFE, or similar. However, all equipment meeting the following requirements will be considered for this work:

i. Maximum operating weight without attachments of 25,000 pounds. Ground based mastication is restricted to slopes of 45% or less. On slopes greater than 45% a tethered traction assist is required.

ii. Minimum of 100 net horsepower

Revised 5.2023

C6.42# - SKIDDING AND YARDING (SPECIAL OBJECTIVES) (11/2006)

Unless otherwise agreed in writing, silvicultural prescriptions and land management objectives shall be conducted and accomplished by the following requirements, methods, and procedures:

Skidding and Yarding Table

Cutting Unit Special Objective

ALL

Trees shall be skidded prior to limbing or topping (whole tree yard), unless excessive damage, as determined by Forest Service, results to residual stand or improvements.

Landings, skid roads and/or skid trails will be flagged by the Contractor, approved by the Forest Service, and constructed in advance of felling.

All skidding and yarding machinery will be required to stay on approved skid roads/trails unless agreed upon by the Forest Service.

The minimum distance between skid trails shall be 150 feet.

Tractor yarding is restricted to slopes of 35% or less. On slopes greater than 35%, an off-road jammer is required. Tractor yarding and skidding is restricted to slopes of 45% or less. On slopes greater than 45%, an off-road jammer, tethered traction assist, or cable yarding systems are required.

Off-road jammer shall have a minimum of 300 feet yarding capability.

Trees designated for cutting and/or logs will be left as rub trees along skid trails, as needed, to protect young growth and leave trees.

While tractor yarding, trees and logs shall be skidded with the leading ends free of the ground.

The grade of constructed skid trails/roads shall not exceed 30%.

Trails 002 and 04A

Skidding on or across NFS trails, shall be approved in advance by the Forest Service.

If approved, slash/logging debris shall be cleared from the trail surface at the end of each operating day.

C6.45# - PROTECTION FROM IPS BUILDUP (11/2006)

Unless permitted in writing by the Forest Service, there shall be no felling or bucking of Ponderosa Pine within Units All on Contract Area Map during the period December 1 to June 30. If written permission is granted, it may be conditioned upon a requirement that the Contractor provide a continuous food chain of green Ponderosa Pine material, logs, and slash during the period July 1 to September 15, following the cutting. Forest Service may allow periodic removal of logs from this chain of green material. Such green material shall be provided from periodic cutting or tree felling operations from Included Timber within the cutting units, or where such material is inadequate or not available, green material may be provided by the thinning of non-included trees within contract area upon approval by the Forest Service. If the Forest Service determines it necessary, it may direct the order and location of cutting to provide the necessary green material.
