About this file
This solicitation is for a stewardship integrated resource service contract to provide emergency fuels treatments in the Giant Sequoia Nelder Grove on the Sierra National Forest in California. Work includes cutting and piling green and dead surface and ladder fuels less than 20 inches in diameter from Giant Sequoia groves to reduce wildfire risk, piling all activity-created and existing fuels, mastication of brush, and road reconstruction and maintenance activities. The estimated price is between $250,000 to $500,000 and the period of performance is through December 2024. An estimated 2,200 tons of timber and biomass may be generated and is subject to agreement. The solicitation will be awarded using best value with a firm fixed price commercial services contract. A site visit will be held on May 26, 2023 for prospective contractors to discuss contractual requirements and operational limitations.

Amendment 003
GIANT SEQUOIA EMERGENCY RESPONSE (GSER) NELDER GROVE
PACIFIC SOUTHWEST (PSW) STEWARDSHIP BPA
SIERRA NATIONAL FOREST
BASS LAKE RANGER DISTRICT
14. DESCRIPTION OF AMENDMENT/MODIFICATION (Organized by UCF section headings, including solicitation/contract subject matter where feasible.
This amendment:
1. Extends the response due date to Monday, June 26, 2023, at 1100 Pacific Time.
2. Corrects attachment 9. NG-GSER Unit Acre Summary.
3. Amends requirement in Work Item 7: Mechanical Pile 1a: Minimum piece size for piling changed from 24 inches in length and 3 inches in diameter to 48 inches in length and 3 inches in diameter for preexisting and activity generated slash.
4. Adds additional questions and answered received since amendment 002.
SMZ piling: is the hand piling spec only for unit 66, or is the 1"dbh x 24”-piece size the expectation for the entire SMZ? Piece size for piling in SMZs is described under item 2. Activity created fuels less than 20 inches at the large end and less than 5 feet in length shall be hand piled. 1” DBH and 24” piece size is applicable to unit 66 and hand piling associated with Item 4.
Will the forest be burning SMZ piles or are they intended to be wildlife piles? The Forest will burn most of the SMZ piles. A small number will be left for wildlife.
Will road maintenance be required if no TSA hauling is occurring? If so, where is the description of 303-reconditioning roadbed compaction method a listed? If no TSA is removed than requirements for road maintenance associated with product removal are waived. Work Item 13 Road Maintenance is a required work activity and a pay item and is described in Appendix D, FP-14 standards apply to this work item.
On unit 66: are we allowed to place rubber shoes on our steel tracked machines? No.
Does the 15% untreated apply to Item 9 and 10 Units? Yes, 15 percent untreated applies within Item 9 and 10 units.
Note that Item 1b requires treatment near Giant Sequoia trees and this overlaps the Items 9 and 10 work, so the 15 % untreated could not be within the area where treatment is required for Item 1b.
Does the helicopter have to fly/reposition the material already located in the off-road disposal sites, or can material just be dropped/stacked on top of what’s already in the designated disposal site? Believe there is only one disposal site for aerial removal with no road access which is the big one in unit 11. It is not required to move existing down material and one can pile on top of it. The expectation is that there will be piles that will have firelines around them when complete, as stated in the Item 10 specifications in Appendix A. The specifications also specify a minimum distance from residual trees. If you can meet the specs without moving existing down material that is fine. The other three identified disposal sites have equipment access from the 5S19B road.
Can the FS break out or tier the heli potion of the job so we can invoice every ten days? Progress payments can be made as work is completed to mitigate for this, ex. 20 acres of hand falling and 10 acres of removal completed and accepted every two weeks could be invoiced for.
Can the period of performance be extended past 2024? An extension may be granted in extremely rare circumstances if delays result from factors and conditions that are outside of the control of the agency and not a result of poor contractor performance.
