Answer: Certification and Operation Plan removed from Section M.
Question: RFP page 67, Headers / Footers – Important information is included in offeror headers and footers, including disclaimer verbiage. Will the Government allow for single spaced text in headers and footers?
Answer: Single spaced text is allowable in headers and footers. Information in headers and footers will not be evaluated.
Question: RFP page 67, Front Matter – Will the Government confirm that the cover, table of contents and other front matter is not included in page count?
Answer: The cover page and table of contents will not count toward the page limit. These pages will not be evaluated.
Question: RFP page 67 – Graphics depicting organizational diagrams, processes and solutions enhance our submissions and help us be concise, clear and compliant.
Will the Government please allow graphics to be single spaced?
Answer: Type size and spacing for graphics, charts, diagrams, tables, etc. shall be of an appropriate font and size for the application and must be clearly readable without magnification assistance to the normal eye. Graphics, charts, diagrams, tables, etc. shall not be used as a substitute for narrative text.
Question: RFP page 67 – Tables are used to summarize data in an efficient and easily readable way. Will the Government please allow tables to be single spaced to make them efficient and easily readable?
Answer: Type size and spacing for graphics, charts, diagrams, tables, etc. shall be of an appropriate font and size for the application and must be clearly readable without
Question: RFP page 67 – A 50 page limitation with double-spaced text, in our opinion makes it difficult for an offeror to clearly articulate our solutions for all the requirements listed in the Technical proposal. If outlined, as per section L, we may have 2-4 sentences to apply to each performance area. In the 2013 solicitation the performance requirements were very similar and proposals allowed for significantly more page count to provide a response. In order to allow the Government to be able to easily evaluate fully defined solutions from the different offerors, will the Government please consider increasing the limit to 100 pages?
Answer: Page limitation has been increased to 75 pages.
Question: RFP page 69, List of BioBased Products – In the RFP offerors are required to identify BioBased products to be purchased under this contract and list BioBased products specified, purchased, used and installed historically on similar projects.
These lists will greatly depend upon the size, scope and complexity of each individual project being cited by each offeror and take up valuable page count or vice versa for an offeror with less experience or smaller projects. We recommend that the lists be excluded from page count so that the Technical narrative space is equitable and equally defined for each offeror ensuring no offeror is penalized valuable page count for their technical solution simply because they had a more robust list of BioBased products.
Answer: Use of BioBased products is one of the technical evaluation sub-factors; therefore, this product list is included in the page limitation.
Question: RFP page 69, Graphic Cover – We mark all of our covers with the legend found in FAR 52.215-1(e), Restriction on disclosure and use of data. The legend is more than 100 words long. It is common to allow this marking to be done in smaller font and in single spaced so that it does not take up most of the cover.
Will the Government allow for a 10 point Arial Narrow and single space just for this purpose?
Answer: The cover page will not count toward the page limit; therefore, there is no need to reduce the font size or allow single spacing for this restriction.
Question: RFP page 66, Page Limit – Past Performance – With the Past Performance experience being the only way for offerors to impress upon the Government their strengths in performing contracts of similar size, scope and complexity, a 10 page limitation with double-spaced text for up to five contracts, in our opinion, does not give enough room to qualitatively and quantitatively provide the information needed. We strongly recommend an increase to 20 pages total, or a maximum page limit per reference, such as four pages per reference plus a two page introduction.
Answer: Page limitation for Past Performance remains ten (10) pages.
Question: RFP page 67, Bullets – Bullets are used to list items to make the narrative clearer to understand. If double-spaced, it will not be as easy to read. Will the Government please allow bullets to be single-spaced?
Answer: Type size and spacing for graphics, charts, diagrams, tables, etc. shall be of an appropriate font and size for the application and must be clearly readable without
Question: To properly respond to these factors it will likely require more than 50 pages. Due to the page limit we request the double-spaced requirement be changed to single-spaced and the font size be reduced from 12-point to 10-point.
Answer: Page limitation has been increased to seventy-five (75) pages. There are no changes to spacing or font size.
