About this file
This is a Questions and Answers (Q&A) document for a federal contract opportunity involving generator and automatic transfer switch preventive maintenance services.
The requirement calls for one complete preventive-maintenance service cycle per year for seven generators and associated automatic transfer switches. The transfer switches include Kohler Decision Maker MPAC 1200's for Kohler generators, Cummins brand ATS for Cummins units, and Generac RTS for the Generac unit. Load-bank testing must meet a minimum of 50% load at 30 minutes and 75% load at 1 hour. Replacement parts and labor required as part of the manufacturer's recommended preventive-maintenance cycle should be included in the annual firm-fixed price; however, any additional replacements beyond the manufacturer's cycle must be quoted separately as additional services. Sampling of fuel, oil, and antifreeze should follow the manufacturer's recommended maintenance cycle, with laboratory analysis and test results provided to the government at the contractor's discretion regarding lab selection. Hazardous-material assessments are only required if the contractor suspects a hazard exists. No portable restrooms need to be provided, as existing facility restrooms are unavailable. The question deadline was September 14, with a scheduled site visit on September 15; the Procurement Office did not extend the question deadline to accommodate questions arising from the site visit.

Answer: Time for questions will not be extended.
2. Annual Frequency: Please confirm that the requirement is one complete preventive-maintenance service cycle per each of the seven generators and associated transfer switches during each annual contract period.
Answer: Correct
3. Replacement Scope: Please clarify whether coolant removal/replacement, radiator hose and fitting replacement, thermostat replacement, battery replacement as needed, and belt/hose replacement as required are to be included in the annual firm-fixed price, and whether radiator hoses and thermostats are required to be replaced annually on every unit or only when condition warrants.
Answer: Replacement should be quoted if required as part of the manufacturer PM cycle. Additional replacements as needed will need to be quoted as a separate service.
4. Transfer Switches: Please provide the number, manufacturer/model, rating, and bypass/non-bypass configuration of the automatic transfer switches included in the requirement.
Answer: Kohler Decision Maker MPAC 1200’s for the Kohler Generators. Cummins brand ATS for the Cummins Units and Generac RTS for the Generac Unit
5. Load-Bank Testing: Please provide the required load-bank test duration, percentage/load profile, connection requirements, and required test report or acceptance criteria for each generator.
Answer: 50% @ 30min 75% @ 1hr minimum test.
6. Sampling: For fuel, oil, and antifreeze sampling, please confirm whether laboratory analysis and written reports are required or whether the requirement is limited to sample collection, and identify any specified test panels or laboratories.
Answer: Sampling should be conducted as part of the manufacturer’s recommended PM cycle. Lab specified for testing is at the discretion of the contractor. Test results shall be provided to the government.
7. Hazardous-Material Assessment / Restroom: Please clarify the specific hazardous-material assessment required under Section 6, including the required method and deliverable, and confirm whether Section 2.2 requires the contractor to provide a portable restroom for these generator-maintenance service visits or whether existing facility restrooms may be used.
Answer: No assessment is required unless the contractor suspects that a hazard exists. Restrooms are not available
8. The Statement of Work includes items such as battery replacement, coolant removal and replacement, belt and hose replacement, radiator hose and fitting replacement, and thermostat replacement as needed or required. Should the cost of these replacement parts and related labor be included in the annual firm-fixed price, or will such replacements be separately authorized if needed?
Answer: Replacement should be quoted if required as part of the manufacturer PM cycle. Additional replacements as needed will need to be quoted as a separate service.
