WWTP Improvement RFIs and Responses

1. Could you please clarify whether the control panels will be mounted inside or outside the MCC room? If they are inside, they do not need to be NEMA 4X SS enclosures, but they will require them if mounted outside.

The control panels shall be installed inside the electrical building, the NEMA 4X was an oversight on my part. These shall be NEMA rated for installation inside an electrical room.

2. Can you please confirm if one main disconnect switch is required for the influent control panel?

There are two disconnect switches (one for each pump) located outside near the wet well and mounted on the wall of the building. If the condition of these boxes is bad and doesn’t support the new pumps and control panel installation, they shall be replaced as noted in the Options portion of the SOW. Clear explanation of the condition of the boxes shall be submitted to substantiate their condition if needs to be replaced.

3. Do you require commissioning to integrate the new panels with the existing MCC? I understand that the connections to the existing MCC are to be intercepted and connected to the new control panels.

The new pumps shall be independently controlled from the new control panels. Connection to the existing MCC shall be for the electrical and whatever is required to operate the pumps through these new control panels.

4. Can you please confirm if a manufacturer field service engineer is required for the control panels?

Manufacturer services are required for the installation, testing and commissioning of the pumps and their control systems. As noted in the SOW, the unit responsibility is critical for the success of this work so the controls shall be provided by the pump manufacture as they will be controlling their pumps,

5. NEMA Rating — The new control panels will be installed inside the electrical building, so we understand the NEMA 4X stainless steel enclosure spec was an oversight. Please confirm and provide the correct NEMA rating for indoor installation (NEMA 1 or NEMA 12).

The enclosure shall be NEMA 12K rated,

6. MCC Integration — Please confirm whether commissioning is required to integrate the new control panels with the existing MCC. Our understanding is that the new panels will independently control the pumps, and the MCC connection is only for power and whatever else is needed to operate the pumps through the new panels — please confirm.

Your understanding is correct, the new pumps are to be fully operated and controlled through the new panels and only connected to the existing MCC for power and whatever else is required for proper operations of the panels to control the pumps as specified,

7. Field Service Engineer — Please confirm a manufacturer's field service engineer is required for the control panels, not just the pumps. Pump manufactures may not manufacture the control panels. Please clarify if the field service personnel is for pump start up, or control panel commissioning or one for each.

We are requesting unit responsibility for the combination of pumps and their controls/panels proper manufacturing, installation, commissioning, testing, and operations as specified. As such, if the pump manufacturer field services teams can not commission the controls, then the controls manufacturer shall provide their own representative to ensure the proper installation, commissioning and operations. We prefer the pumps manufacturer be responsible for the controls of their pumps, but we leave that to the contractor to coordinate.

8. Can one person "triple hat" as Superintendent, SSHO and QC Manager?

The Superintendent and SSHO can be a dual-hatted position, “if” this person has the credentials for both positions. The QC Manager needs to be a stand-alone position who answers directly to the Company. This eliminates the possibility of a conflict of interest between the Superintendent and the QC Manager.

9. Can the period of performance be extended after award once the material/equipment lead times are confirmed due to current market conditions for the equipment for this project?

That can be accomplished with close coordination with the contracting officer and the COR.

10. Please provide the site visit attendee sign in sheet.

Will be attached with RFI Response amendment.

11. Are there any phasing requirements?

The only phasing requirement is that for the Eastside WWTP blowers, two blowers must be operating at any given time, one feeding each sludge holding tank.

For the Westside WWTP Equalization Basin pump and controls, if the control panel is installed before the third pump, that will be fine and it can operate the existing pumps.

12. Please confirm whether asbestos or lead is present on this project, and if so, provide the relevant documentation.

The contractor shall submit this question for the specific location where any of these is suspected. In general, all these existing facilities were installed in the early to mid-90s.

13. Are third party inspections required?

No.

14. Is permitting required?

There is no new facilities being constructed, these are rather repair and/or replacement for existing facilities. As such, no permit from MDE is required in terms of process.

15. Please provide the manufacturer, model, impeller designation, and part numbers of the two pumps installed in 2025 that the new pump is required to match.
