About this file
This is a Questions and Answers document for federal contract solicitation 1442, addressing clarifications on lighting system upgrade and integration requirements.
The acquisition requires complete removal and upgrading of existing lighting and lighting control systems, with integration into the Johnson Controls Inc. Metasys Building Automation System (BAS), and commissioning of the newly installed system. Programming and interconnection with the BAS are the contractor's responsibility. The lighting control system integrates into the BAS for alarming purposes only, with alarms transmitted to notify building engineers and a floorplan graphic included to indicate which lighting zone is in alarm. The contractor must ensure new luminaires have similar dimensions to existing fixtures and install them in the same manner, with top access wiring knockouts required. If raceway extensions are necessary, they must be painted to match the mounting surface, with paint specifications to be provided by USDA after contract award. Existing as-built lighting plans and control wiring documentation will be provided by USDA to the Contracting Officer after bid award. The local ETC technical representative is Jill Anderson of Central Lighting Sales Alliance (CSLA), available at jilla@cslaia.com or (515) 650-8122. An upcoming addendum will detail requirements for removal of existing luminaires, ceiling sealant preparation, and installation procedures for new fixtures and sealant.

Questions
1. Is the programming and interconnection with the Metasys BAS the responsibility of this contract or will it be handled by Others?
PROGRAMMING AND INTERCONNECTION OF THE BAS SHOULD BE INCLUDED
WITHIN THIS CONTRACT.
2. The solicitation 1442 has this Statement of Requirement:
This acquisition requires complete removal and upgrading of the existing lighting, lighting control system, integrating the system into the Johnson Controls Inc.(JCI) Metasys Building Automation System(BAS), and commissioning the newly installed system. The integration into the JCI system shall include User Views to align with the existing system layout/format and programming into a floor plan graphic using the existing system backgrounds.
The only mention in the bid documents are Spec section LIGHTING CONTROL
SYSTEMS 26 09 34 – 13, 2.10.K
BACnet or Facility Management Control System (FMCS) Protocol Interface: Provide BACnet-over- IP interface to building controls system or a Direct Digital Controls native protocol interface to read, control and monitor status of all lighting zones and groups in real time.
Can further detail be specified regarding the items listed in the 1442 (eg integration into JCI include User Views to align…).
THE LIGHTING CONTROL SYSTEM IS INTEGRATED INTO THE BAS FOR ALARMING
PURPOSES ONLY. ALARMS REGISTERED AT THE LIGHTING CONTROL SYSTEM
SHALL BE TRANSMITTED TO THE BAS TO NOTIFY THE BUILDING ENGINEERS.
THE BAS SHOULD INCLUDE A FLOORPLAN GRAPHIC TO INDICATE WHICH
LIGHTING ZONE IS IN ALARM.
3. What are the exact dimensions of the existing light fixtures? There is concern the specified replacement fixtures are nominally 4 feet, but if actual dimensions vary more than a half inch the existing raceways feeding the light fixtures will need to be either cut back or extended to mate with the new fixture hubs. THE EXACT
DIMENSION OF THE EXISTING LUMINAIRES ARE VERY SIMILAR TO THE BASIS OF
DESIGN AND SHOULD BE INSTALLED IN THE SAME WAY. THE FORTHCOMING
ADDENDUM WILL DETAIL THE REMOVAL OF EXISTING LUMINAIRES AND ANY
SEALANT THAT IS PRESENT ON THE CEILING AROUND THEM IN PREPARATION
FOR THE NEW LUMINAIRES AND SEALANT AT THEIR PERIMETER AS IT TOUCHES
THE CEILING/DECK ABOVE. THE NEW LUMINAIRES WILL REQUIRE TOP ACCESS
WIRING KNOCKOUTS.
4. If the new fixtures require extending existing raceways will they extensions need to be painted to match surface it is mounted to as are existing raceways? YES USDA TO PROVIDE SPECS FOR “PAINT TO MATCH” REQUIREMENTS after award.
5. Can the lighting plan as-builts be provided showing existing lighting and control wiring? ONCE BID HAS BEEN AWARDED USDA WILL PROVIDE ANY EXISTING
DOCUMENTATION. C.O.R.TO CONFIRM.
6. Can contact information be given for the ETC technical representative that is familiar with this project? CENTRAL LIGHTING SALES ALLIANCE (CSLA) IS THE
LOCAL ETC REPRESENTATIVE. JILL ANDERSON, CSLA’S DIRECTOR OF
CONTROLS, IS FAMILIAR WITH THE PROJECT. JILLA@CSLAIA.COM OR (515) 650-
8122 OFFICE.
