About this file

This is Amendment 1 to Solicitation 1232SA26Q0914 issued by USDA ARS Acquisition and Property Division on July 27, 2026. The amendment updates requirements for elevator and dumbwaiter maintenance and inspection services. The solicitation requires quotations for maintenance and inspection of five elevators and two Matot dumbwaiters at a facility in Beltsville, Maryland. All equipment identified in the Performance Work Statement is included in the scope, and contractors must repair or replace all elevator parts with no exclusions listed. Contractors must provide a rate schedule for emergency callback and overtime costs to be addressed by modification. The Government requires post-award submission of proof of insurance and verification that the company is licensed by the Louisiana State Licensing Board for Contractors and the Louisiana Office of the State Fire Marshall, with technicians certified by the Life Safety & Property Protection Education Board for Louisiana.

Evaluation will follow the lowest price technically acceptable criteria under FAR 12.203. Offerors must provide detailed pricing showing cost components, labor, equipment, supplies, and programming for the base period and all option periods, with pricing extending to include a potential six-month extension period. Technical acceptability requires submission of a detailed explanation of capability to perform services, demonstration of technical knowledge and elevator maintenance experience, and two recent verifiable projects with identifiable information. The Contracting Officer is not required to request additional clarifying information. Clause FAR 52.219-14 and Attachment 3 (Limitations on Subcontracting Certification) are applicable. Site showings are not mandatory. The amendment must be acknowledged prior to the solicitation deadline, and failure to include required attachments may render quotes technically unacceptable.

Amendment 1 Amendment must be acknowledged and requirements herein must be included in proposal.

Updated Clause:

52.219-14 is applicable to this solicitation and resultant contract

Updated Attachments:

The following attachment has been added by this amendment and must be included in the quote. Failure to include may render the quote technically unacceptable Attachment 3 ¿ Limitations on Subcontracting Certification

RFIs:

1. The SF-1449 pricing schedule refers to the maintenance and inspection of five (5) elevators.

However, the attached Performance Work Statement identifies the requirement as including five

(5) elevators and two (2) Matot dumbwaiters. Could you please clarify whether the maintenance of the two (2) Matot dumbwaiters is included within the scope of this solicitation and should be included in the quoted pricing? Answer: The SF 1449 gives general information on requirement and directs the offerors to refer to and provide pricing for all requirements in the Performance Work Statement. All equipment in the Performance Work Statement are included in this requirement.

2. Please confirm whether attendance at the Site Showing is mandatory for an offeror to be considered technically acceptable, and whether there will be any additional site showing opportunity before the solicitation closing date. Answer: That language was inadvertently left in.

The language has been updated and is below. Site showing is not mandatory, however one can be set up by contacting Hans Wientjes at hans.wientjes@usda.gov.

3. Repair and Parts Scope: PWS Section D states the Contractor shall repair or replace all elevator parts "not specifically excluded by this agreement". As no exclusion list was provided, please clarify if this is a "Full Maintenance" contract covering all major components or if there is a specific dollar threshold for major repairs. Answer: No exclusions are listed.

4. Emergency Callback Pricing: The PWS indicates that emergency calls for extractions may be "billed outside of the inspection and maintenance contract". Please clarify if the Government requires a separate hourly rate schedule for emergency callbacks and overtime as part of the price proposal. Answer: Please provide a rate schedule for these costs to be addressed by modification.

5. Direct Damage Liability: PWS Section D states the Contractor shall be responsible for "any resultant damage" to the building or equipment during safety tests, noting these tests impose "greater stress". Will the Government consider a liability waiver for pre-existing equipment fatigue that occurs during these mandatory A.N.S.I. code tests? Answer: No, elevators have passed the required safety tests in the past and it is assumed that will continue to do so.

6. Due Date Extension Request: In light of the mandatory site showing requirement for which a date has not yet been specified, and the need to resolve the discrepancy in asset quantities, would the Government consider a two-week extension to the current July 30, 2026, due date? This extension would allow all offerors sufficient time to attend the site visit and develop the "detailed explanation" and "site-specific approach" required for Technical Acceptability. Answer: Site showing is not mandatory, language has been updated, and due date is not extended

7. If there is an incumbent, could you please share the Purchase Order number and the total value associated with their contract? Answer: Previous contract is 12405B21P0263 and any public information can be found on SAM.gov.

8. Are there any changes in the previous scope to new one? Answer: Yes. Your quote should be based on the current PWS.

9. Are there any post-award submittals that we should be aware of? If so, could you please provide the relevant information? Answer: Company must provide a Proof of Insurance and must be licensed by the Louisiana State Licensing Board for Contractors and the Louisiana Office of the State Fire Marshall. Technicians must be certified as required by the Life Safety & Property Protection Education Board for the State of Louisiana.

Updated Evaluation language:

Evaluation-Commercial Items The provision at Federal Acquisition Regulation (FAR) 52.212-2 Evaluation of Commercial Items is not applicable to this solicitation. In lieu of this provision, quotes will be evaluated in accordance with FAR

12.203 based on the criteria listed below. Award will be made to the offeror representing the best value to the Government.

Price:

Any quantity price discounts and discounts for prompt payment should be included in this section. The offeror shall provide detailed pricing which shows the components of the cost. This should include any equipment and supplies required, labor, programming, etc. Any quantity price discounts and discounts for prompt payment should be included in this section. Total price evaluation will be for the base period, all option periods and in accordance with FAR 52.217-8, up to a six-month extension period. Failure to propose pricing for the base period and all option periods on individual line items may result in a quotation being excluded from further consideration. The offeror¿s quotation will be evaluated in accordance with FAR 12.204, to determine if it is fair and reasonable.

For purposes of evaluation, the potential need to exercise the option under FAR 52.217-8 to extend a period of performance for a maximum period of six (6) months beyond any period of performance will be considered the same for all offerors. The Government will consider that if the extension of service clause (FAR 52.217-8) is exercised, it will be on the exact same rates and terms, other than length of performance, as the period of performance being extended. For purposes of evaluation only, the Government will use the rates specified in the last option period and add the cost of six months to the prices proposed for the base period and all option periods to determine total evaluated price of the contract. The Government will determine whether the price, including the options available under FAR 52.217-8, is fair and reasonable.

Technical Acceptability:

Technical Acceptability will be evaluated to receive an overall rating of "acceptable" or "unacceptable."

This will be based on the offeror's ability to provide a sound and compliant approach that meets all requirements and shows a thorough understanding of them. It is the contractor's responsibility to ensure their quotation clearly demonstrates their capability to meet these requirements. All offerors must provide the following minimum information and documentation with their quotations to be considered responsive and have their offers evaluated:

· Detailed explanation of the offeror¿s ability to perform the required services. A simple statement of capabilities will not suffice. The offeror must address how they will accomplish the requirements of the

PWS.

· Explanation must show technical knowledge and past experience with trade specific work. Elevator maintenance and inspection experience is required. General or machine generated explanations will be found unacceptable. If using subcontractors for the work in this solicitation, then the subcontractor information, including name and experience, must be included in the response.

· Contractor shall provide two recent and relevant projects demonstrating ability to complete work under this contract. Projects must be identifiable and verifiable (i.e. location, company or agency name, price, scope description, dates, reference/point of contact). Statement of project without identifying information or specifics may be found nonresponsive. Scope of past work must be relevant to solicitation scope. The Contracting Officer is not required to request additional or clarifying information.

Past Performance:

The Government may utilize any references provided by the Contractor, along with information available from past contracts/orders with the USDA and any information found using sources such as Federal Government sources or the Contractor Performance Assessment Reporting System (CPARS) to determine if the Contractor has acceptable or neutral Past Performance.

Past Performance will be evaluated using the following rating system:

* Acceptable: The contractor shows a demonstrated ability to meet contract requirements in prior or current contracts, including quality of work, timeliness, cost control, business relations, and adherence to contract terms.

* Neutral: Offeror does not have a past performance record.

* Unacceptable: The contractor has a documented history of failing to meet contract requirements, including poor quality, missed deadlines, cost overruns, lack of responsiveness, or unethical behavior.

Evaluation Method The Government will evaluate quotations based on the lowest price technically acceptable criteria. Only the lowest priced offer will be evaluated for Technical Acceptability. Should the lowest priced offer not receive an acceptable technical or past performance rating, the process will continue in order of lowest priced offer until the lowest price, technically acceptable offer with acceptable or neutral past performance is identified.
