About this file

This document is Amendment 2 to a solicitation (1232SA26Q0450) issued by USDA ARS Acquisition and Property Division in Beltsville, Maryland. The amendment updates the deadline for offer submissions to 1:00 p.m. Central Time on June 2, 2026. Offerors must acknowledge receipt of this amendment prior to the submission deadline using one of three methods: completing copies of the amendment, acknowledging receipt on each copy of the offer submitted, or providing separate written or electronic communication that references the solicitation and amendment numbers.

The amendment addresses clarifications to six previously submitted questions regarding facility design and construction specifications. Key responses include: Keyed Note #10 on drawing AD102 is excluded from Bid Option 02 and included in the base bid, applying only to 10 southernmost Type A2 holding rooms; contractors are not required to account for tool replacement costs due to decontamination processes; isolation valves must comply with specification 22 00 00 section 2.3 requiring full-port, two-piece stainless steel ball valves with NPT threads rated to 2000 psig; SST washdown clamping hanger assemblies shown in detail 2/A-506 are to be fabricated per drawings rather than specified by manufacturer model number; new horizontal piping for hose stations must be routed to utilize existing piping as bracing anchor points without adding ceiling penetrations; and all piping connections must be welded with no press fittings permitted, with temporary removal of existing bracing allowed if necessary to execute welds without damaging existing infrastructure.

Amendment 2 RFIs

Offerors must acknowledge this amendment. See instructions in Box 11 of the SF 30.

Due time and date has been updated to 1:00 p.m. Central Time on June 2, 2026.

1. Response to Question 44 (page 8) in the government provided RFI response list attempts to clarify the contradiction between demo notes on AD102 & AD112. We are told that keyed note 16 on AD102, AD103, and AD104 and Keyed Note 18 on AD111, AD112 and so on… is to be revised to ‘Bid Option 02’. Keyed note 18 on AD111 would then also apply to the 10 rooms (AG.131.1 – AG141.1) that correspond with keyed note 10 on AD102. This is still contradictory: keyed note 10 on AD102 is NOT specified to be part of Bid Option 02, but the revised keyed note 18 on AD111 is to be a part of Bid Option 02.

Answer: Keyed Note #10 on AD102 is NOT part of Bid Option 02. This scope of work is included in the base bid as indicated in the drawings on sheet AD102. Similarly, the scope of work associated with Keyed Note #10 on A-102 is NOT part of Bid Option 02 and is to be included in the base bid as indicated in the drawings. As noted in the RFI, this scope of work is only associated with the 10 southernmost Type A2 and Type A2 10x12 holding rooms – AG.131.1, AG.132.1, AG.133.1, AG.134.1, AG.135.1, AG.137.1, AG.138.1, AG.139.1, AG.140.1, and AG.141.1. Only those waterers tagged with Keyed Note #16 on AD102 are part of Bid Option 02.

2. Response to question 39 states to see response to question 16, however, the response does not state if the contractor must figure in replacement tools if they are “porous”.

Please confirm items such as drills, tool batteries, welders, etc. will need to be replaced due to the contamination process. The contractor is concerned about replacement costs of tools if the decontamination process begins on this contract as a welder, drill, etc. cannot be dipped into a liquid decontamination fluid and still be operational after.

Answer: Currently contractors do not need to account for tool replacement costs due to decontamination processes.

3. Specification 22 00 00 2.1 d. calls for shutoff valves to be 2-piece bronze body (ASTM

B584) ball valves. The existing isolation valves serving drops to waterers appear to be 3-piece stainless steel construction with welded ends. We assume all new isolation valves should match existing. If so, please provide a specification / model # for these isolation valves.

Answer: Please see specification 22 00 00 section 2.3 for valve requirements.

4. Please provide a manufacturer / model # for the SST Washdown Clamping Hanger assemblies shown in detail 2/A-506.

Answer: There is no manufacturer/model number. These are to be fabricated of stainless-steel materials as indicated in the drawings.

5. Detail 3/P-201 states the “contractor must provide stainless steel pipe bracing/supports for new piping using existing piping as an anchor point’. Does this note apply only to the new vertical piping?

a. If it also applies to the new horizontal piping running from the wall to the hose stations, I do not recall seeing any adjacent pipes at the ceiling elevation to attach to. Is it allowable to install a new anchor in the ceiling to support the horizontal pipe serving each of the (8) new hose stations? If not, please specify how the new horizontal piping is to be supported.

Answer: At no point throughout construction may any penetrations be added. The new horizontal piping must be routed in a way to allow for the bracing of the vertical piping to support the added horizontal piping.

6. For the replacement of the TMV ball valves, the contractor plans to cut the existing pipe just above each valve and unthread the union below. A new plain end by threaded nipple would then be needed to reconnect to the piping above. With the limited space between the wall and the existing piping, we are concerned with being able to make the weld up against the wall to connect the new nipple to the existing piping. Would it be allowable to connect the new nipple to the existing pipe with a Viega MegaPress SS 316 Coupling (model # 5115 / 5115.5)?

Answer: The use of press fittings will not be allowed. All piping and valves must be welded. Existing bracing may be temporarily removed to gain added flexibility if needed. The existing piping, fittings, welding, etc. must not be damaged or deformed in any way during construction.
