About this file

This is a Questions and Answers document (Amendment 2) for RFQ# 1232SA26Q0207 regarding removal and replacement of 3 and 4-ton mini split air conditioning systems at Fort Lauderdale, Florida. The project involves two rooms in Building B003: Room 006 (west insectary, 48 x 25 x 8 feet) requires replacement of a ducted unit with either one or two ductless mini-split units (USDA prefers two units for redundancy), and Room 005 (chamber room) requires like-for-like replacement of an existing 3-ton Mitsubishi mini split. The contractor must replace water-damaged ceiling tiles (2 x 2 feet) and water-damaged insulation (8-inch Certainteed brand sheets) above the ceiling in both rooms. No additional site visits beyond the March 5, 2026 scheduled visit are permitted, and no as-built drawings, electrical specifications, or ceiling grid layouts are available from the government.

Key contractual and scope clarifications include that no local permitting is required through Broward County or City of Davie; the contractor must provide equipment of equivalent capacity, performance, and longevity (manufacturer discretion allowed, not limited to Mitsubishi); workstations should be protected with tarps but not moved, with 24-48 business hours advance notice required for the government to relocate live plants and animals; dust containment and laboratory equipment protection are required; work should occur during regular hours unless otherwise determined necessary; and the project magnitude is estimated between $25,000 and $100,000. Past performance and technical experience from teaming partners or subcontractors are acceptable.

Amendment 2

RFQ# 1232SA26Q0207 – Remove & Replace 3 & 4-Ton Mini Splits (Fort Lauderdale, FL)

Questions and Answers:

1. Are there any additional photographs of the existing units, surrounding ceiling damage, and electrical service available for distribution to prospective bidders?

ANSWER: No

2. Are there any specs or documentation on the existing electrical service feeding the current 4-ton unit (panel schedule, circuit size, voltage, etc.)?

3. Outside of the scheduled site visit on March 5th, is there any opportunity to conduct an independent site walk to further assess conditions?

4. What is the size of the space? Asking so we can calculate the BTUs to assure proper coverage.

ANSWER: B003, Rm006 (west insectary) measures 48 x 25 x 8 ft. That is the space being serviced by the Ahu + ducts that are being removed and replaced by new mini-split(s). B003, Rm005 (chamber room) is to replace like for like in terms of size of the mini-split, so floor space there is immaterial.

5. Are we required to replace all ceiling tiles in the room that the split system is cooling and if so is this the only room needing this?

ANSWER: All ceiling tiles showing water damage are to be replaced in B003, Rooms 005 & 006

6. Insulation Above Ceiling Tiles: Could you please advise whether there is existing insulation above the ceiling tiles? If insulation is present, please confirm the type of insulation currently installed, and whether the insulation must be replaced as part of the project scope.

ANSWER: Yes, there is insulation installed above ceiling. Yes, water-damaged insulation in B003, Rooms 005 & 006 should be replaced after removal of the existing ductwork. Current insulation is 8 inch sheets of Certainteed brand.

7. Ceiling Tile Replacement: The Statement of Work indicates that damaged ceiling tiles will be replaced. Please confirm whether only damaged tiles need to be replaced, or all ceiling tiles within the affected areas must be replaced to ensure color and material consistency (new vs. existing).

ANSWER: Only water-damaged ceiling tiles or those damaged in removing the ductwork need to be replaced.

8. Workstations and Furniture: Please advise whether existing workstations, furniture, and office contents must be temporarily removed or relocated by the contractor to perform the work, and reinstalled/reset after completion.

ANSWER: Workstations should be temporarily covered with tarps to protect them but do not need to be moved. Live plants/animals will be moved by IPRL science staff so we need 24-48 business hours advanced notice prior to initiation of the work.

9. Work Area Protection: Please confirm whether the contractor should include dust containment, protection of laboratory equipment, and protection of existing finishes during demolition and installation.

ANSWER: yes, see Q8 above.

10. Permitting Requirements: Please confirm whether local permitting through the City of Davie / Broward County will be required and whether the contractor should include permit costs and inspections in the proposal.

ANSWER: No permitting is required through Broward County or City of Davie that we are aware of.

11. Existing Equipment Information: Could you please confirm whether the model numbers, serial numbers, electrical specifications (voltage/phase), and mounting configuration of the existing 3-Ton Mitsubishi mini split and 4-Ton split system are available? This information will help ensure accurate equipment selection and electrical planning.

ANSWER: Information unavailable unless gathered during the site visit.

12. Site Visit Availability: Is there an opportunity to schedule a site visit prior to quotation submission, and if so, what is the process for coordinating access to Building B003?

ANSWER: A site visit was conducted on 5 March 2026. No other visits will be conducted.

13. Equipment Replacement Requirements: For the replacement systems, should the contractor provide Mitsubishi equipment specifically, or would equivalent manufacturers meeting the same capacity and performance requirements be acceptable?

ANSWER: USDA cannot dictate which Manufacturer you choose, but equipment of equivalent capacity, performance, and longevity shall be provided.

14. During the visit the guide person mentioned a 3rd unit. I just want to be clear so the quote can be accurate. Is there a call for a 3rd unit or just 2 units?

ANSWER: Replacement of the ducted unit to cool B003, Rm006 could either be with a single ductless unit or two smaller ductless units. We prefer the latter so we have redundancy in the room, but do not have the technical knowledge to determine which is the better approach.

15. What dollar-value range does USDA consider 'similar' for past performance?

ANSWER: Magnitude of project is between $25,000 and $100,000.

16. May the Offeror submit past performance and technical experience from a teaming partner or subcontractor?

ANSWER: Yes.

17. Please clarify SEER rating, refrigerant type, indoor unit style, and any approved manufacturers for the replacement mini-splits.

ANSWER: Information unavailable.

18. Will USDA provide electrical one-line, panel schedules, and raceway routing for refeeding the new 4-ton unit?

ANSWER: No.

19. Please provide ceiling tile specifications (size, pattern, fire rating) for replacement.

ANSWER: They are 2 x 2 ft tiles. Other information unavailable.

20. Are there access restrictions, after-hours requirements, or rigging limitations for equipment removal/installation?

ANSWER: Work during regular hours, unless work outside regular hours is determined necessary. Other information unavailable.

21. Does the government have as built drawings?

ANSWER: No.

22. Please provide ceiling grid layout drawings, dimensions, tile size/type, and the defined area of ceiling tile replacement to allow accurate estimating.

ANSWER: Information unavailable unless gathered during the site visit.
