About this file

This document is a set of questions and answers related to a Request for Quotation (RFQ) for video editing and postproduction services for the United States Department of Agriculture (USDA) Agriculture Research Service (ARS) Animal Welfare Information Center (AWIC). The RFQ requires the video presentations to have a combination of speaker video and slide content, with specific formatting and branding requirements. Key details include a period of performance from August 1, 2024 to October 30, 2024, and a quote due date of March 27, 2024. The agency is seeking to pay between $4,000 to $7,000 for the services, but there is no incumbent vendor. The responses address technical requirements such as video format, slide integration, and branding, as well as administrative details like how to submit past performance and quotes.

Question #SubjectQuestionGov Answer
SlidesSometimes the font chosen for the slides, although legible when projected on a large screen, can be too small when viewed on a computer screen. Or the captions that are created cover up text on the slide. This requires splitting one slide into 2 so that all the information can be presented. If this scenario occurs in this project, who is responsible for creating the new slide?NAL/AWIC (i.e., we) will make that change or ask the presenter to make the change.
Average length of the presentationsWhat is the average length of the presentations that will be provided?30 - 45 minutes
Slide InsertionFor our clients we film the presentations and have a technique for noting when each slide is to appear. Not having done the filming for your presentations, is it indicated on the transcripts where each slide is to appear on the screen?I do not think so… we record in Zoom and then the transcript is generated separately from Zoom and I don't think that level of detail is provided.
Transcript & time codeWill the transcript have time code which corresponds to the video?Yes
Receipt of the videoHow will we receive the video? On a hard drive?no - likely over Google Drive or One Drive or some other electronic platform
Previous VideosWe reviewed the video/slide presentations examples. A few had video introductions from the seminar, some had picture in picture (presenter and slides), and some had voice over only. Is there a format that you expect for these future presentations? No - this can vary like it has in the past. We'll work with what we have at the time. The important part is seeing the slides and capturing the audio of the presenter (however, it's bonus/ideal if we can show the presenter video AND the slides at the same time).
Audio descriptionWe are assuming that audio description is not required for this project. Correct? What is meant by 'audio description'? If you mean like visuals or images on the screen/slide, then correct, that is not needed.
IncumbentIs there an incumbent vendor that you have previously used for these types of projects? No - this is a new requirement
Contract NumberCould you please provide the current contract number and amount of award?None to provide
BudgetIs there a budget or budget range you are looking to achieve for this project?During Market Research we received several "quotes" that ranged from $4000-$7000
Video of speakersThe solicitation says "Merge video presentations with slides for each lecture." Is there video of the presentations other than the slides? Meaning is there video of each presenter speaking? This may not be an issue as everything will be virtual and recorded via Zoom so we predict the speaker will have their video on when they are presenting (a small square above their shared slides on the recording) and they will be sharing their slides simultaneously. Therefore, there is probably no need to 'merge' anything as it should all be on the same screen and video recording. I anticipate the recorded video presentations to look like this at the end: https://www.nal.usda.gov/animal-health-and-welfare/9th-annual-3rs-symposium (except we want USDA bumpers and a consistent intro slide for every presentation like the presentations on this page: https://www.nal.usda.gov/animal-health-and-welfare/10th-annual-3rs-symposium
Frame RateCan you please provide the specifications of the recorded presentation? What frame rate is/will it be recorded in? What is/will be the resolution of the presentation recording? This I am not sure of. I am not the expert and have minimal experience with video production or editing. I would say whatever is standard with Zoom webinars… I would refer this vendor to the previous Symposium presentations and say it will be the same as the ones at least in 2020, 2021 and 2022. Here is the 2022 link: https://www.nal.usda.gov/animal-health-and-welfare/9th-annual-3rs-symposium
Presenters or slidesPlease describe what will be recorded for each presentation? For example will speakers or participants be visible on screen? Will the full screen be taken up by the slide presentation? Etc.?The speaker should be visible as long as their camera is turned on. The participants will not be visible. The full screen will be the presentation slides but I anticipate the speaker will be visible by a small square/box of their video at the top of the video or to the left or right kind of like it is in these videos: https://www.nal.usda.gov/animal-health-and-welfare/9th-annual-3rs-symposium. You'll see the speaker and the host are visible in the beginning of the presentation before slides are shared and then they go into a small box in the right hand corner.
Past PerformanceFor the past performance section, do you want links to final videos? Or just a write-up about the projects?Written. The vendor may submit up to three similar projects for within the last five years. These projects should have the same size, scope, and complexity as what is outlined in this RFQ.
SlidesWill the videos consist of people, slides, or a combination?I think a combination. The video will hopefully display the speakers image (if their camera is on) while simultaneously showing the PowerPoint slides the speaker is presenting on. For example, the full screen will be the presentation slides but I anticipate the speaker will be visible by a small square/box of their video at the top of the video or to the left or right kind of like it is in these videos: https://www.nal.usda.gov/animal-health-and-welfare/9th-annual-3rs-symposium.
BumpersFor the bumpers, is there a USDA template you’d like us to use or will we be creating one? Will you be providing the speaker name, title, details for customization of the bumpers?Yes to all. We will provide the bumpers and we will provide the speaker name, title, and other information that is needed.
Lower 3rd graphicsDo you want us to include “lower 3rd” graphics, or just the bumpers? If so, will you be providing a USDA template you’d like us to use or will we be creating one? Will you be providing the speaker name, title, details for customization of the graphic?Yes, we will provide the bumpers and we will provide the speaker name, title, and other information that is needed. I'm not sure what is meant by lower 3rd, but if you mean like an intro/title slide after the bumpers, that is preferable but not mandatory. If we go with that, we would rely on you to create those.
LinkI can’t get this link to resolve. Can you confirm this is correct: https://www.nal.usda.gov/animal-health-and-welfare/behavioralmanagement-animals-Annual3RsSymposiumI think this is the link you want: https://www.nal.usda.gov/animal-health-and-welfare/9th-annual-3rs-symposium. Or you might be referring to this link: https://www.nal.usda.gov/animal-health-and-welfare/10th-annual-3rs-symposium. If these don't work, you can go the AWIC website, scroll down to 'Animal Use Alternatives (3Rs)", then scroll down to "Annual 3Rs Symposium" and expand the drop down to find all the previous Symposium recordings.
