About this file
This document is an Amendment 0002 Questions and Answers for Solicitation 12305B25R0005, addressing a chiller replacement project at the USDA Appalachian Fruit Research Station. The document provides detailed government responses to 16 contractor questions covering critical project specifications, including chiller shutdown timing (anticipated week of November 17, 2025, with chillers back online by March 31, 2026), operational constraints, and technical requirements. Key clarifications include confirmation that both chillers can be taken offline simultaneously, DDC controls integration is required, and standard grooved water box connections are acceptable.
The Q&A covers additional technical details such as field and factory performance testing requirements, pump and valve replacements, and operational parameters. Specific guidance includes testing at multiple load points for 1 hour per point, providing an add-alternate price for factory performance testing, and replacing existing gate valves rather than adding butterfly valves. The project involves comprehensive chiller system replacement with specific technical specifications, and contractors are expected to carefully review these detailed responses when preparing their proposals for this USDA Agricultural Research Service contract.

12305B25R0005 Amendment 0002 Questions and Answers
1. Please confirm the required schedule or phasing constraints for taking the existing chillers out of service.
Government Response: Depending on weather conditions at the time, the anticipated shutdown is the week of November 17, 2025. The new chillers shall be back online on March 31, 2026. Both chillers will need to be removed and replaced during this period.
2. Can both chillers be taken offline at the same time, or must they be replaced sequentially to maintain system operation?
Government Response: Both chillers may be taken offline at the same time.
3. Please confirm whether pricing for controls integration (beyond the chiller factory mounted controls package) is to be included in the proposal. If so, please provide the designated point of contact for coordination regarding the existing BAS system.
Government Response: Include DDC controls to integrate the chillers into the existing system. The existing controls contractor is Control Systems Inc., 934 Sweeney Drive Suite 3 Hagerstown, MD 21740. 301-791-1166 www.csihagerstown.com. The contractor may utilize this contractor if desired for controls however the Government does not guarantee, endorse or recommend the contractor.

Government Response: The hours of operation are Monday through Friday 6:30AM to
4:30PM

Government Response: 3404 Aerial Way Drive Roanoke, VA 24018 Phone (540) 343-3618 Fax (540) 342-2054. The contractor may utilize this contractor if desired for chemical treatment however the Government does not guarantee, endorse or recommend the contractor.

8. Is contractor to remove acoustic curtains and frame?
Government Response: The Contractor shall remove, store and reinstall these items.
9. Both chillers to be replaced at the same time during the off season
a. Confirm there is no chilled water needs during the off season
Government Response: Confirmed.
10. USDA to provide contact for BAS system, scope and price to be included in contractors’ proposal.
Government Response: See response to Question #3 above.
11. Specification requires marine water box connections, Trane does not offer that option, some other manufacturers do, however it is an expensive addition.
Government Response: Marine water box connections are not required. Note 3 of the chiller schedule on sheet M-601 calls for grooved connections. The specification DOES NOT call for “MARINE” water boxes. It calls for “STANDARD” water boxes. See section 2.4 of 23 64 10 (page 5). Regardless, the intent is for the chillers to be equipped with standard grooved connections.
12. There is a factory performance test specified. The factory test would be without glycol.
This is also an expensive addition.
Government Response: Both chillers shall have the required AHRI 550/950 I-P rating.
Provide an add alternate price to provide the factory performance testing.
13. There is a field performance test specified; how many hours are required for that?
Government Response: AHRI Standard 550/590 defines the temperatures and flow rates for loads of 100, 75, 50 and 25 percent. Test at each load point for 1 hour and record the data every 5 minutes for each hour. If the higher loading points are not available during field testing, notify the Government.
14. The pump piping shows replacement of everything between the pump and gate valve.
The detail shows butterfly valves, do we add the butterfly valves and leave the gate valves in place? Are we replacing the suction diffusers, triple duty valves, and the piping?
Government Response: The design intent is NOT to add the butterfly valves with the existing gate valves. Replace the existing gate valves with new gate valves rather than the butterfly valves shown in the detail.
15. Pump # shows replacing the VFD. Is there a preferred brand, the spec is generic.
Government Response: This VFD no longer needs to be replaced as the unit failed and was replaced before this project was completed for solicitation. The location switched this VFD out with a 7.5-10hp VFD after the design was completed.
16. There is a difference between the specs and the schedule on the drawing, please see the snippets below. Which is correct?
Drawings.
Specifications Section 23 21 23 HYDRONIC PUMPS 2.3.1.7 Impeller Hydraulically and dynamically balance to HI 9.6.4 balance grade G6.3, closed, overhung, single suction, fabricate from cast bronze, key to shaft and secured by a locking capscrew
Government Response: Cast bronze is acceptable.
