June 30, 2022 Questions:

1. Period of Performance: SF-1442, page 1, states 365 Calendar Days from NTP. SF-1442, page 2, indicates 180 Days after award. 01 00 11, 1.3 Coordination of Work, Paragraph 4: States performance of work is 180 calendar days. Sheet PD-101 “Work in Main Tank Room shall be from August through December, or as Directed by the Contracting Officer.” Question: Please clarify the Period of Performance.

A: Our initial period of Performance (Job Duration) was for 180 Days. In light of Supply chain issues It is recognized that it may take substantial amounts of time to accumulate the materials/equipment to start the project. Thus the differing time frames. Please propose with your submission your time frame for completion.

2. 01 00 11, 1.3 Coordination of Work, Paragraph 1: Please confirm the outdoor area will be available for storage of materials/equipment by contractor.

A:

3.01 00 11, 1.3 Coordination of Work, Paragraph 5: What ongoing operations within the building will continue during construction? Will the exposed fish tanks be active during construction? It was conveyed during the site visit that livestock would be maintained in the building during construction. Please confirm.
4.01 01 00, Part C, pg. 13 of 305: Requires continuous monitoring for noise, etc. The noise level limit of 75 dB is specified for protection of ARS employees. Typical jackhammering of concrete is around 120-130dB. Question: Will ARS employees be present in the building during demolition? If so, can they be required to wear the appropriate PPE to protect their hearing? Will a Db monitoring device be required, with downloadable reports?
5.01 01 00, Part C, pg. 13 of 305: Requires continuous monitoring of chemical vapor generation, VOC’s, etc. What type of vapor monitoring is required? Is a 3rd party required?
6.01 01 00, Paragraph 1.7, Item B, Temporary Buildings: Question, is a location for the Contractor Trailer and Storage Box close to the Project Site?
7.01 01 00, 1.10, Item C, As-Built Drawings: Item states requirement for electronic version of As-Builts. 01 78 39, 2.1 Record Drawings, Paragraph B, requires As-Built electronic version in PDF and Contractor/Engineer update of the Contract Drawings in a DWG operating system (i.e. AutoCAD, Revit, Microstation). Please identify the DWG software utilized for the native design documents.
8.01 01 00, 1.13, Item B&C Temporary Heat: Please confirm no in-place heating system or use of building heating system (if available), shall be utilized by contractor. Additionally, contractor is responsible for installation of temporary electrical meter for contractor heater, with fees paid by contractor. Please see Specification 01 50 10, 1.3.D & F, which states Owner will pay electric-power-service use charges. Please clarify.
9.01 01 00, 1.16, Relocated Equipment and Items: During the site visit, mention was made to temporarily relocate removed equipment to exterior location. Question: Shall the contractor provide temporary protections of removed equipment (i.e. pallets, tarps, containers) or is placement on the ground sufficient?
10.01 35 26, 1.5.1.b: States the QC Manager may concurrently perform the duties of SSHO and vice versa. Please confirm the Superintendent may concurrently perform QC and SSHO duties or shall the individual have no other responsibilities.
11.01 35 26, 3.5.3, Utilities in Concrete: Please confirm GPR, X-ray (or other) scanning is required for all concrete saw cutting and demolition on this project? The amount of scanning is significant and timely to comply with the specification. Please clarify the level of scanning for the 6” concrete. Shall all embedded rebar be located for height/alignment?
12.01 50 10, 2.2, Temporary Facilities and Controls: Please confirm a portable toilet will comply with the intent of B.3 and connection of temporary trailer to sanitary system is not required.
13.01 50 10, 3.3, Paragraph F, Project Signs: RFP states to provide a “Project Identification Sign” as approved by the Contracting Officer. Is there a standard required of the USDA? Please advise.
14.01 73 00, 3.3, Paragraph B, Construction Layout: Please confirm that a Professional Engineer is required to perform the layout of the work.
15.01 73 00, 3.5, Paragraph G, Cutting and Patching/Sheet S502 & S503: Drawings convey a score cut for all concrete at new work locations (i.e. trench drain). Contractor interprets the design intent to then jackhammer (or other method) out the concrete, leaving a fractured edge below the score cut and reinforcement in place. Contractor would then cut, clean, and tie existing rebar into the new work/rebar. The minimal allowable depth of the score cut will result in challenging removal of the concrete and often will break at an angle towards/underneath the cut. Additionally, removal of the concrete to match the fractured edge represented in the drawings will also be tough. Question: Can the Contractor through-cut the slab and epoxy/dowel new rebar in lieu of the method represented in the drawings?
16.01 81 13, Sustainable Design Requirements, Paragraph 1.6: Contractor has in-house LEED AP and demonstrated experience with LEED projects. Question: Is an outside consultant required or can Contractor submit credentials of in-house professional for approval?
17.01 81 13, Sustainable Design Requirements, Paragraph 2.2: Please confirm the intent of this paragraph is not to re-purpose/re-install 20% materials on this project. Please provide further clarification on the intent of this paragraph. Project is primarily demolition and installation of trench drains. Opportunity to re-purpose materials on this project is minimal.
18.Sheet SD101, General Note #1: Note states Contractor responsible for encountered elements not identified in drawings. Please provide further information as to what the encountered elements may be. Is there a potential for rock excavation requirements? Other?
19.Sheet S503, Detail 2/S503: Detail shows resinous floor coating pointing to a representative line weight. The new trench drain detail indicates the same line weight and appears to represent installation of the epoxy in the new CIP drain. Please confirm installation of resinous floor system shall extend into trench drain.
20.Sheet S503, Detail 2/S503, Specification 09 67 23, 2.3 Integral Cove Base Accessories: Detail shows resinous floor coating pointing to a representative line weight. The new trench drain detail indicates the same line weight and appears to represent installation of the epoxy in the new CIP drain. Please confirm installation of the integral cove base is required within the trench drains.
21.Sheet S503, Detail 2/S503: What are the limits of the resinous floor system? Specifically, is the resinous floor system required for the entire building or just at the trench drain locations? Please clarify.
22.Sheet P001, Note #10: Requires floor to be sloped 1/8” to floor drains. Is this specific to the new concrete placement for floor drains, or for the entire floor.

June 30, 2022 Questions:

1. Please identify where there is a power connection for the contractor’s office trailer.

Ideally, the trailer should be located as close as possible to the facility entrance, to minimize the chance of transmitting potential external pathogens into the space.

1. It is understood that the roof-mounted centrifugal exhaust fans are to be abandoned in place, with the possibility of removal and capping the curbs if funds become available. Should removal of the fans be shown as an add alternate on the SF 1442, or will this be addressed as a change order?
