A: Depot safety office has all the necessary documents. Current exposure data will be available to the awardee.

Q: Can the government please explain the rationale behind the 3 month base and seven 3 month option periods? Would the government reconsider the periods of performance to be a base of 1 year and a single option period of 1 year?

A: The rational is due to budget restraints in government funding. The government will not reconsider this.

Q: Can the government verify the current number of contractor staff member that are current on-board with the incumbent contractor?

A: The incumbent contractor has approximately 700 staff members on board at the depot at this time.

Q: Can the government please provide it’s rational as to why it is encouraging the statement noted in RFP L.4.2.7?

A: A relationship/agreement is not required. However all offerors are encouraged to do so. No offeror will receive a negative evaluation rating if a relationship/agreement is not offered.

Q: In Section L.7 Proposal Submission, the two addresses are identical except the zip codes. It appears the 20852 is correct vs. 20857. Can the government please confirm so delivery is not delayed due to incorrect zip code? The same problem appears in the section L.2 for Service of Protests on or after June 1, 2012.

A: This is not an error. There is a different zip code for each address.

Q: How many people, by labor category, are expected for each shift?

A: The offeror will make the final determination for how many staff members are actually required to meet the requirements set forth by the government.

The offer shall use the estimated hours in section B of the RFP to determine their offered price.

Q: How many Cost Centers will have Contractor employees?

A: Each cost centers has approximately sixty (60) contract employees.

A: There is no requirement to factor in differential pay for 2nd or 3rd shifts, but at a minimum, the proper rates per the Service Contract Act must be followed throughout the entire contract period of performance.

Q: Are site supervisors required on 2nd & 3rd shift?

A: The only “site supervisors” that are required are the FTE key personnel.

FTE key personnel shall be available during the day shift (morning/afternoon).

Per the PWS, the contractor shall determine adequate supervision for all division level cost center contract personnel, on all shifts.

Q: What labor categories/maintenance facilities are currently working 2nd and 3rd shifts?

A: Approximately 25% of contractor staff members on all labor categories/maintenance facilities are currently working 2nd and 3rd shifts. PWS

Q: Will the government supply an SCA labor cost spread sheet?

A: No

A: It does include overtime in the amount of $8,400,000 (inclusive of options), however, this is not 18% of the contract value.

Q: How many “extra” “contractor proposed skill sets” are allowed to be proposed?

A: Offerors are permitted to propose as many skill sets as necessary in order to meet the requirements of the solicitation. The offer should propose the hourly rates only and not estimated hours in section B of the RFP and in attachment C.

However, if the offeror is proposing key personnel as billable contract line items, as oppose to direct overhead, than these positions shall also be included in the CLIN structure of section B and attachment C and full time equivalent hours shall be proposed.

Q: Can the required key personnel be clarified?

A: Offerors shall propose the following key personnel:

1. Site Manager

2. Assistant Site Manager

A: RFP L.4.1 has been updated to reflect this question.

Q: How is overtime calculated?

A: The total amount of overtime funds that will be allocated is calculated by multiplying the total amount of CLIN 1 by 18%. The “Total” tab of attachment C will automatically populate once the offeror completes tabs “Base Period and Option Period(s)”.

The offer shall propose their actual overtime price(s) (ex. Time-and-a-half).

Q: “The offeror must propose equal or similar skills sets so all offerors proposals can be evaluated equally. It is strongly suggested that the offeror proposes a skill set mixture that the offeror determines is best suited to meet the requirements of the PWS.” These two sentences are copied from the same paragraph of the RFP and seem to disagree with each other. One sentence indicates the offeror must propose equal or similar skill sets while the next sentence strongly suggests the offeror propose a skill set best suited to meet PWS requirements.

A:

First, if the contractor does not classify their staff members the same way as the government, they shall propose an “equal1

” to that skill set in terms of position description.

Example:

Government Title: Financial Auditor Contractor Title: Auditor

Second, if the contractor proposes a more comprehensive mixture of “contractor proposed skill sets,” these proposed skill sets should represent the requirements of the government.

Example:

Armored Vehicle Mechanic – OK – represents a clear understanding of the requirement.

Cook/Chef – Not OK – does not represent a clear understanding of the requirement.

Q: Considering a draft “quality control” plan could/would exceed 30 pages, would the government accept an outline of the plan with a short synopsis of the subparagraphs?

A: Government provided computers are only for on-site usage in the Industrial building office on Letterkenny. Contractor can determine assignment of computers.

Q: Will the government configure the provided computers to operate on the Letterkenny LANs? Will the government provide IP for the connectivity to the Letterkenny LANs? Are these three computers for the three key personnel or for the contractor support staff?

A: The government will provide network access for the three(3) onsite government computers.

Q: PWS discusses the requirements for Motor Vehicle Operators and that the operators will be qualified. Are there requirements for CDL? If so, are the requirements for Class A or B?

A: Requirement for Motor Vehicle Operators may require a CDL Class A or B.

Q: RFP discusses surge situations. What lead time will the contractor be given to provide surge employees?

1 SCA mandates that an offer shall identify which wage determinations are being proposed if different from those identified by the government.

A: The contractor will be provided as much lead time as possible via the COR.

Q: RFP discusses the requirement for submitting past performance. Will a format be provided? How many Past Performances instance are required?

A: No “template” will be provided, however, offer will follow the formatting rules of RFP L.4.1. RFP L.4.2.6 has also been updated to reflect this question.

If not, will the government identify those labor categories that require PPE (Safety shoes, eye glasses and ear plugs)

A: Industrial areas require PPE equipment to be worn by contract personnel at all times. The contractor is responsible to provide PPE such as safety glasses, earplugs, safety shoes. Approximately 80% of contractors work in industrial areas.

Q: What does the government estimate the time between award announcement and Day 1 of performance?

A: The effective award date is estimated to begin 9/1/12. Due to the vast nature of proposals, the potential for discussion, and other areas of concern that may arise during the pre award phase of the procurement, the government cannot accurately communicate the amount of time between award announcement and award effectiveness. However the awardee will be allowed the necessary lead time to conduct a transition if the government feels such time is necessary.

Q: Does the government propose a transition period for potential awardees? If so, how long will the transition period be?

A: The government will make its best efforts to award a contract resulting from this solicitation in a suitable time. It is in the government best interest to allow the contractor the necessary time to transition all necessary staff between the contract announcement date and the contract effective date.

Q: Can a few small businesses combined perform the majority of work, or does the majority of work need to be held by 1 small business?

A: The majority of the work must be “held” by the prime contractor. Since this is a small business set-aside, than the prime must be the small business and complete 51% or more of the contract requirements.

Q: Does the Government have an estimate of high and low prices which bound the realistic range, based upon a build-up of the SCA requirements for Fringe and industry standards for other indirect costs? If so, will unreasonably priced proposals be eliminated as part of Step 2 in Section M.8.1? If not, how will realistic pricing be evaluated?

A: If needed, a “price realism analysis” may be conducted and those methods will be expressed at that time.

Q: Are evaluation advantages given to small business with HUB Zone certification?

A: No advantage will be provided to any business. Award basis is lowest price technically acceptable.

Q: Is this a procurement using a GSA schedule since you reference discounts

A: No, discounts are requested from your standard pricing.

Q: PWS has a requirement to conduct background checks and drug screening. If we hire the incumbent workforce, is it assumed these personnel have already passed these tests? Will we be provided copies of the past tests or certificates that the incumbent employees are cleared passed?

A: Currently the incumbent contractor has corporate policies that monitor and conduct drug screening. Letterkenny Army Depot security office verifies clearance levels and grant access to secure areas. Verification should be requested in writing to the Letterkenny Army Depot Security office for verification. Letterkenny Army Depot security checks are conducted every five

(5) to ten (10) years.
