About this file

This document is a Sole Source Posting from the Washington State Department of Health announcing their intent to award a sole source purchase order to Illumina, Inc. to procure a MiniSeq whole genome sequencing instrument. The Department of Health requires this sole source purchase to provide increased sequencing capacity on an instrument platform already validated and in use at their Public Health Laboratories. The purchase order will be issued on or after March 29, 2024 at a cost of $63,159.11.

The document outlines the specific technical capabilities required for the next generation sequencing instrument, including the use of sequencing by synthesis (SBS) technology, flow cell technology, cluster generation, and fluorescence detection. The Department of Health is posting this sole source notice per the state's procurement policies, and is seeking capability statements from any other qualified sources within 5 working days of the announcement. In the absence of other qualified sources, the Department intends to proceed with the sole source purchase from Illumina.

STATE OF WASHINGTON

Department of Enterprise Services

SOLE SOURCE POSTING

March 19, 2024

The Washington State Department of Health contemplates awarding a sole source purchase order to Illumina, Inc. to procure a MiniSeq™ whole genome sequencing instrument:

The Washington State Department of Health requires this sole source purchase because we need an additional instrument to provide increased sequencing capacity, on the same testing platform already validated and in use at our Public Health Laboratories.

The Washington State Department of Health will enter into a onetime purchase order with Illumina, Inc. The purchase order will be issued on or after March 29th, 2024. The cost of this purchase order is $63,159.11.

Offerors contemplating the above requirements are required to submit capability statements detailing their ability to meet the state’s requirements within five (5) working days of this announcement. Note that the technology sequencing by synthesis (SBS) is a patented process, and that procuring these instruments ensures compatibility with existing DOH equipment and workflows in the laboratory.

Capability statements should address the following state requirements:

· Capable of manufacturing a next generation sequencing instrument that employs a flow cell and the technology of cluster generation utilizing oligonucleotides bound to a synthetic platform capable of capturing indexes ligated onto prepared templates,

· Capable of manufacturing a next generation sequencing instrument that amplifies the captured through a process of repeated bridge amplification cycles utilizing appropriate buffers cycled through the flow cell,

· Capable of manufacturing patented technology which provides a next generation sequencing instrument that employs sequencing by synthesis (SBS), a method lacking the traditional polymerase driven synthesis,

· Capable of manufacturing a next generation sequencing instrument that can detect emitted fluorescence generated from incorporated nucleotides during the SBS cycle, and

· Capable of manufacturing a next generation sequencing instrument that can track fluorescent signals from all collated clusters throughout the sequencing cycles and generate files that contain false data of the compiled sequence run as well as sequencing run metrics for quality assurance.

In the absence of other qualified sources, it is the state’s intent to make a sole source purchase. To submit capability statements or for questions, contact:
