Technical Exhibit (TE-3) Ethical Requirements
The National Resources Inventory (NRI) is conducted by the USDA Natural Resources Conservation Service to produce nationally consistent, statistically reliable estimates on resource conditions and trends. Information derived from the NRI is used by natural resource managers; policymakers;
analysts; consultants; the media; other Federal agencies; State governments; universities;
environmental, commodity, and farm groups; and the public. These constituents use NRI information to formulate effective public policies, fashion agricultural and natural resources legislation, develop State and national conservation programs, allocate USDA financial and technical assistance in addressing natural resource concerns, and enhances the public's understanding of natural resources and environmental issues. Maintaining the integrity of the NRI requires honesty and commitment on the part of all agencies and staff involved with the NRI.
Confidentiality Each person who has access to confidential NRI materials must have a current NRI Confidentiality Agreement signed and on file with NRCS before access is granted to any confidential NRI material or files. NRI data contain confidential information about geographic locations. Confidential NRI data in any form (e.g., oral, electronic, magnetic, or print media) are protected in order to safeguard the privacy of landowners and prevent the degradation of the scientific survey.
Accuracy
Duties should be conducted with care to provide high quality and accurate products that meet defined standards. NRCS staff will clarify questions which arise and guide staff to the correction of any data errors encountered.
Honesty Fabrication or falsification of data is an intentional departure from the designated data collection guidelines or instructions. Fabrication or falsification are unacceptable and shall result in loss of certification or dismissal. To ensure the integrity of research results, data must be treated with a scrupulousness that exceeds the care with which we treat most information in daily life.
As an employee working at the ILIAD GIS Lab, I agree to the following:
• I will sign and abide by the NRI Confidentiality Agreement.
• I will carry out the duties of my position to the best of my abilities.
• I will follow the NRI protocols.
• I will ask for clarification from the designated technical specialist when I do not understand an application of a protocol.
• If I discover that I have made errors while performing my duties, I will report the errors to the appropriate NRCS staff and correct the errors.
• I will not fabricate or falsify any data.
