Q: Frank Gladwin, building official, Frank
Gladwin, Contractors should be aware that I will need 24 hours notice before demo starts and they will be getting 3 inspections from the building department. We will need disconnect letters for all utilities before issuing a demo permit.
Permit fees will be waved for demo permits since

121A2318B0002/0003 these are city owned lots. Disconnect letters will be needed before permits will be issued.
There will be 5 individual building permits or just one?
A: Kristin Walker, I believe it will be 5 individual permits as the contract is paid as 5 individual line items.
Q: Do any of these homes require abatement prior to demo?
A: Kristin Walker, The contractor will need to do a lead characterization study prior to determining if lead abatement will be needed.
The cost for this study should be included in the bid price by residential lot. All homes have some level of asbestos abatement that is needed and that should also be put into the cost of the bid. Potential lead abatement can be added as an estimated optional bid item if the residence is found to be above the threshold and dictates abatement measures. If no lead abatement is required, then the optional bid item can be cancelled.
Q: Frank Gladwin, What is the schedule for the sequence of work?
A: K. Walker, to be determined after acceptance of the winning bid. We estimate the contract will be awarded before July 1. The first step in the process is to complete the lead characterization studies and begin disconnecting utilities. Once permits are obtained, mobilization and demolition can commence. The project should finish no later than September 15.
Q: Frank Gladwin, Will any roads be shut down during demo? If so, they will need to contact the West Haven Police Department in advance.
A: Kristin Walker, it should not be necessary for roads to be closed during demo. There may be areas that need to be fenced out where pedestrians or vehicles may not drive such as areas where sewer or water lines will be capped, but most of the road should remain open and should not require extensive vehicle traffic

121A2318B0002/0003 control measures.
Q: Frank Gladwin, What will be the normal work hours for construction?
A: Kristin Walker, it depends on noise ordinances. 8am-5pm or potentially later depending on the ordinance and inspectors necessity to be on-site and availability.
Contractors could start earlier if operations will not be disruptive of the neighborhood and an inspector doesn¿t need to be on-site during that portion of the project.
Q: What sort of notification will be needed for cutting sewer lines?
A: 24 hour notice to City of West Haven and also
NRCS construction inspectors will be required prior to cutting sewer lines. NRCS inspectors must be present during this operation and city of
WH building official will also need to inspect that work.
Q: Catherine Coniff, would removal of the driveways and homes of these properties fit the requirements of MS 4?
A: K. Walker I'm not sure what MS 4 is?
Catherine: we are required to reduce our impermeable surface by a certain percentage by
2020 in order to meet the terms and conditions of a city plan. K. Walker¿then yes, I believe this would definitely qualify as ground where you have reduced impermeable surface which means that contractors, it is imperative to remove all obstructions, concrete, pavement, etc. from these sites so the city can meet this goal.
Q: Contractor: Is there a bid bond required for each home?
A: Danny Mandell, a 20% bid bond is needed for the overall contract bid price. (i.e. just one that covers all houses)
Q: Contractor: is site visit mandatory?
A: Walker: No. But be careful using google earth as I don't believe it has been updated for

SITE WALK-THROUGH. QUESTIONS AND ANSWERS.
Q: Contractor: What side of the sidewalk will we be cutting the water and sewer lines?
A: Walker: We will need to check with Abdul
Quadir, engineer with City of West Haven. Abdul also knows the type of cement that is permitted for capping the line.
Q: Contractor: What type of construction safety fence is required for this site? 6¿? 8¿?
Orange construction fence? Chain link?
A: Walker: Mario and I prefer a chain link type fence, I think 6¿ tall is adequate. Ideally you would fence off the whole site at the sidewalk to prevent people from coming in at all, but if not that then you will definitely need to fence off any open basement holes. You will need to propose how you are keeping the site safe in your safety plan you develop. Frank Gladwin, Building
Official: We want to see common sense used when fencing for safety. We understand having a fence around the whole site can be hard to work around, but it should definitely be around any empty excavations. 6¿ chain link sounds adequate. Use common sense though.
Q: Contractor: Where can we get water for dust control? Can¿t we just connect to the house lines?
A: Walker: you will not be able to connect to the house lines as those will be decommissioned.
In the past they have been able to work out a water source with the waste water treatment plant down the road, but that will be on the contractor to find an adequate and safe source of water.
Q: Contractor: Do you have a baseline for the soil that¿s on site already? How will we know if that soil is appropriate to fill with?
A: Walker: You can use anything leftover on site already to fill any voids if and when available. However, anything hauled in for basement or void fill, or for top soil must be

121A2318B0002/0003 tested in accordance to CS-423 Earthfill to verify it meets EPA standards. Lab sample results must be sent to me (the COR) for review and acceptance before you accept delivery of topsoil on-site. Type of fill and appropriateness of material will be reviewed by the construction inspectors for suitability for end use and questionable material should be brought to the attention of the COR for final acceptance or rejection of material.
#69 Third Ave Extension
Q: Contractor: What do we do about fence removal here and block walls?
A: Arthur Ramthun/K. Walker ¿ all obstructions need to go including this wall if it is on our property line, which it appears that it is. All fences on our property line need to be removed.
In the case of the concrete block wall on the back edge of 69 third ave, where the neighbor¿s fence is using it as fence support, this wall needs to come out and the soil should be graded towards third ave extension at a 2:1 sideslope.
Fence between #67 and #69 needs to be sorted out which side of the property line it falls and may need to come out if it is on #69. Any issues between residing neighbors of demolition sites should be brought to the attention of the
COR/SCE.
Q: Contractor: How fast does payment happen?
How do we bill for this? Do we have to complete one house before we can bill?
A: Once you enter your invoice into IPP, as long as the work you are billing for is complete and has been approved and accepted, then the COR will approve it and the CO will get it paid normally within 14 calendar days under the prompt payment act. We may have longer to pay the bill, but generally it is paid very quickly. You can bill for completed work. If you complete half the demolition of one house, you could bill for 50% of that particular line item for the accepted bid amount. You can bill multiple times a month if you wish as long as you don¿t bill for work that isn¿t completed yet.
Q: Bids are due June 18th?
