About this file
This document contains details regarding a federal solicitation for stewardship contracting services on the Colville National Forest in Washington. The solicitation will result in multiple blanket purchase agreements to be awarded for treating thousands of acres of forest land over approximately fifteen years. Work may include activities such as timber removal, road and trail maintenance, habitat improvement, and controlling invasive species. The purpose is to reduce wildfire risk and restore forest health through commercial and non-commercial logging methods. The agreements will be structured as either Integrated Resource Timber Contracts or Integrated Resource Service Contracts depending on the value of goods compared to services for each project area. The Forest Service will retain decision-making authority and select treatments, while contractors will perform activities as ordered and be responsible for NEPA analysis costs.

Integrated Resource Service Contract (IRSC) -VS- Integrated Resource Timber Contract (IRTC)
The Chewelah A to Z Stewardship BPA has the option of utilizing either an IRSC or IRTC. The contract mechanism selected for any given contract area will be based on the value of goods compared to the value of service work. An IRSC (SF-33 and S-1449) will be used when the cost of services or construction exceeds the value of the goods. Conversely, an IRTC (FS-2400-13 and 13T) will be used when the value of goods exceeds the cost of services. Each contract type shall include mandatory restoration work items and may include optional restoration work items as determined by the Forest Service. IRSC’s will require the purchaser to sign the solicitation (SF-33 or SF-1449) and IRTC’s will still require the purchaser to sign the Bid (Form FS-2400-14)
The two-contract mechanism also have additional contrast which are shown below in Table 1:
