About this file
This document is a solicitation for a multiple-award blanket purchase agreement for stewardship contracting services on the Colville National Forest over approximately 15 years. The agreement will be used to reduce wildfire risk by removing excess forest fuels across thousands of acres through a variety of logging and land treatment activities. Work may include NEPA analysis, unit layout, cruising, marking, road maintenance, soil or habitat improvement, prescribed burning support, vegetation management, and noxious weed control. The Forest Service will retain decision-making authority and select work alternatives, while contractors will perform land treatments. Wage requirements may include the Service Contract Act or Davis-Bacon Act depending on call order work. The estimated value will be determined by individual call orders. The solicitation is open to full and open competition under NAICS codes 113310 and 115130 with a size standard of 500 employees or $8M average annual receipts.

Sign borders and lettering shall be black. Borders are 1/2 inch wide, inset 1/2 inch from outside edge of sign. All sign backgrounds shall be orange, except signs #1 and 5 which shall be reflectorized orange.
Signs shall be installed on posts with a 5-foot minimum ground clearance or on temporary supports complying with MUTCD standards.
All signs are to be removed or covered when operations are interrupted for seasonal nonuse or other extended periods.
Contractor shall furnish flag personnel and advance warning signs when cable or helicopter logging above roads or trails, felling adjacent to roads or trails, where logs being bucked may roll into roads or trails, and in areas where fallout from blasting may occur. On roads listed in K- F.3.1# and temporary roads, Contractor may temporarily block the road in lieu of furnishing flag personnel.
(b) Barricades. On roads listed in K-F.3.1#, if Contractor's Operations cause the traveled way or road shoulders to be constricted overnight or longer, by such obstructions as decked logs, parked equipment, or piled slash, Contractor shall place barricades on both sides of the encroaching obstruction to safely channel traffic around such obstructions. Barricades shall remain in place until the obstruction is removed.
Barricades shall be Type II and meet specifications in MUTCD, Part VI. Barricades must be at least 3 feet high. Rails must be at least 2 feet long. Striping shall be alternating orange and white, sloping at a 45 degree angle, and reflectorized. For rails 2 feet to 3 feet long, striping shall be 4 inches wide. For rails longer than 3 feet, striping shall be 6 inches wide. Two rails, 8-12 inches in width, must face each direction.

DESCRIPTION PURSUANT TO K-C.3.5.5# - DESIGNATION BY PRESCRIPTION (05/2015)
The end result is to retain the best available trees to the specified stocking level and/or other desired condition as summarized below.
Within their technical proposal, the contractor shall specify how they will meet the specified stocking level for each DxPre unit. Units can be grouped by end result basal area per acre.
Subdivisions 2, 5, 6, 7, 8, 10, 12, 16, 17, 18, 24, 90, 91, 92, 93, 94, 95, 96, 110, 190 and 195 (1054 acres)
Abbreviations: Rx = Silvicultural Prescription; TPA = Trees per acre. BA = Basal area, expressed as square feet per acre (ft2/ac); SP = Species including PP (ponderosa pine), WL(western larch), DF (Douglas fir), WP (western white pine), RC (western red cedar) ES(Engelmann spruce), GF (grand fir), WH (western hemlock), AF (subalpine fir), LP(lodgepole pine), QA (quaking aspen), PB (paper birch); MPB (Mountain Pine Beetle); NFS = National Forest System.
Definitions:
Basal Area (BA): the cross section area of a tree stem in square feet commonly measured at breast height (4.5' above ground) and inclusive of bark, usually computed by using dbh or tallied through the use of basal area factor angle gauge or a factored prism. Only trees with 10.0” stump diameter and above will be counted when determining leave basal area. Do not include any hardwoods when determining leave basal area unless noted in exceptions in individual unit cutting guide.
Clumps: 2-5 > 10.0” stump diameter leave trees (unless otherwise noted in individual prescription) with boles within 0-20’ measured stem face to stem face at stump height.
Codominant: Trees with crowns forming the general level of the main canopy in even-aged stands or, in uneven-aged stands, the main canopy of the trees immediate neighbors, receiving full light from above and comparatively little from the sides.
Created Openings: 3 or more contiguous acres with less than 20 TPA. Boundary of opening will be measured from last leave tree at opening edge to determine acreage of opening.
Diameter at Breast Height (dbh): measured at 4.5 feet above the natural forest floor on the high side of the tree, rounded down to the nearest 1/10th inch.
Dry site (dominated): An area is typed as dry site when the majority of the basal area consists of PP, DF, LP or WL and these species occupy mid or overstory canopy positions.
Dominant Tree: Trees with crowns extending above the general level of the main canopy of even-aged stands or, in uneven-aged stands, above the crowns of the trees immediate neighbors, and receiving full light from above and partly from the sides.
Grouping: contiguous areas of unthinned less desirable trees (that may contain suitable trees within these groupings) with or without interlocking branches that are used to meet minimum stand TPA requirements that do not exceed ½ acre in size.
Hardwood Trees: includes aspen, birch, and black cottonwood.
Height to diameter ratio (H:D)- H:D is characterized as height (expressed in inches) divided by diameter (in inches). For example, a 10 inch diameter tree at 96 feet tall = (96 X 12)/10 = 115.
Trees with H:D ratios greater than 100 are more susceptible to wind and snow breakage.
Intermediate Tree: a tree whose crown extends into the lower portion of the main canopy of even-aged stands or, in uneven-aged stands, into the lower portion of the canopy formed by the tree's immediate neighbors, but shorter in height than the codominants and receiving little direct light from above and none from the sides.
Live crown Ratio (LCR): the length of the live crown divided by tree height. Live crown length is assessed from the uppermost live leader or branch to the lowest live branch. Visually adjust large openings in the crown or lopsided crowns by transferring lower branches to fill in the holes. Compressing the live crown length because the crown appears "sparse" or contains "unhealthy" foliage is not appropriate.
Mesic site (dominated): Occurs where there is a mixture of a variety of shade-intolerant and shade-tolerant species such as PP or WL with WP, DF, ES, GF, RC, WH. An area is dominated by

Contract Name: IRTC Page 47b these species when BA of RC, GF, or WH is at least 50% of total BA, and these species occupy overstory canopy positions (grown in full or mostly-full sunlight for most of their growth).
Poor form: Trees with any of the following characteristics: crooks, sweeps, forks, breakage, other physical deformities, or H:D ratio > 100:1.
Shelterwood Harvest: Residual stand retains 12-30+ TPA in the overstory.
Selection Harvest: Selection of individual trees or small groups of trees to retain a stand with high forest cover while simultaneously providing for an orderly development of trees with a range of ages. Generally uneven aged management.
Stump Diameter: Measured 4 inches above the natural forest floor on the uphill side of the tree.
Suppressed (overtopped): a tree whose crown is completely overtopped by the crowns of one or more neighboring trees — note the vigor of overtopped (suppressed) trees varies from high to low depending on individual circumstances
The following STANDARD CUTTING GUIDLINES apply to all units. Any exceptions will be noted in individual unit cutting guides.
To meet cutting guidelines, first leave trees defined as Most Desirable (A-C), followed by Less Desirable Leave Trees also Suitable (D-I).
Do not leave DO NOT LEAVE (Unsuitable) trees, unless noted in individual unit prescription.
All live trees ≥ 23.0” stump diameter shall be left.
Hardwood trees shall not be cut and will not be counted as leave BA, unless otherwise stated in unit cutting guide.
PRIORITY OF LEAVE TREES
Suitable: Trees that possess the following characteristics shall be the first choice for desirable leave trees:
Most Desirable:
A. Dominant and Co-dominant Preferred Species: The Preferred Species are in order of preference:
PP, WP, WL, DF and RC. RC is not a preferred species in areas where the overstory is dominated by PP. When the preferred species does not possess suitable tree characteristics, vigor/growth is given preference.
B. WL, PP, DF, or WP having Suitable characteristics. Trees with suitable characteristics that do not have any indicator of disease or poor form.
1. Healthy: With the exception of WL and WP, foliage shall be dark green in color. Live crown ratios will be 30% or higher with the exception of WL and height to diameter ratios will be < 100:1. A healthy WL will have long straight limbs all the way around the tree for 20% or more of its height. Healthy trees are free of severe insect or disease problems.
2. Straight Bole: The bole or stem of the tree shall be relatively straight and have a single terminal leader.
3. Free of Physical Damage: Trees shall not have physical damage from fire, animals or weather on more than one-fourth of the circumference of the bole or more than three feet of length of the bole.
4. In addition to above described healthy dominant/co-dominant preferred species, healthy WP > 10.0” stump diameter are also Suitable Trees.
C. Wildlife Trees having a stump diameter ≥ 17.0”: Live trees with physical defects, bird holes, large nests, broom rust and trees with more cull material than sawlog material. If there is > 20 tpa of these type trees including ≥ 23.0” stump diameter trees that are either cull or show wildlife use then the excess trees < 23.0” stump diameter may be removed, except where

Contract Name: IRTC Page 47c left in a skip or no cut area.
Less Desirable Leave Trees also Suitable: When the average basal area of most desirable leave trees cannot be achieved with trees that possess the most desirable characteristics, the contractor shall select trees with less desirable characteristics in the priority listed below:
D. Minor Defect: Preferred species with minor defect such as a minor crook (2’-4’ vertical), or a small amount of animal damage (less than 1/4 to 1/3 of the tree circumference).
E. Intermediate preferred species followed by dominant or co-dominant (in order of preference) ES, WH, having desirable tree characteristics.
F. Crowded Trees: Desirable trees within 0-10 feet of a dominant tree.
G. Other Live Trees: Trees other than insect or disease damaged trees with at least 30% live crown and height to diameter ratio < 100:1.
H. Forked Trees: Those trees with two or more terminal leaders.
I. Physical Damage: Trees that have physical damage on less than half the bole circumference and less than three feet in length. Physical damage may be caused by equipment, falling trees, lightning, wind, animals, etc.
DO NOT LEAVE (Unsuitable):
The following trees will not be left unless otherwise stated in individual unit cutting guide:
A. LP, GF and AF.
B. Trees that are growing within 20’ +5’ (stem face to stem face at stump height) of suitable Dominant or Codominant WL, PP, WP or DF will be cut, unless noted otherwise in unit prescriptions (i.e. clumping).
C. Trees with severe insect or disease problems, with severe physical defects or damage, or having less than 35% crown ratio with 25% of the foliage fading with yellow to red coloring (except western larch in Fall) that is not being left as a wildlife tree.
D. All LP, WH, RC, and GF within 30’ ±5’ (stem face to stem face at stump height) of healthy Dominant or Codominant PP, WL or WP.
E. Any tree within 50’ ±5’ of an Aspen or Birch clump. A clump is 4+ trees greater than 10.0” stump diameter within 20’ from stem face to stem face at stump height.
F. Any species with a > 100:1 H:D ratio.
G. RC in areas dominated by PP/DF dry sites.
H. Suppressed or codominant trees which are impeding the growth of or are competing for light with a more desirable tree. Suppressed can be recognized as having a live crown ratio less than 30% and/or a H:D ratio greater than 100.

K-D.3.5# - SCHEDULED RATE REDETERMINATION (09/2004)
Contracting Officer shall redetermine rates to be made effective on 10/31/2024 . Redetermined rates for
Included Timber shall be used under D.1 for determination of Current Contract Rates. Rate redeterminations shall cover Included Timber in the entire contract. Base Indices and Required Deposits shall be redetermined. At the time of each rate redetermination, Forest Service shall also determine cost changes for stewardship projects not yet completed. Stewardship project costs shall be adjusted by cost changes to establish a revised A.4.3.
If rates established by a scheduled rate redetermination result in lower than Current Contract Rates determined from Bid Rates and Base Indices stated in A.4, such lower rates shall become effective only after at least 90000 Ton has been cut and Scaled. However, if the scheduled rate redetermination date is later than the beginning date of contract adjustment under I.2.1 or I.2.1.2, the rate redetermination shall be made as originally scheduled. If redetermined rates, plus Bid Premium Rates, are higher than rates in effect immediately prior to the rate redetermination date, the date on which the redetermined rates shall become effective shall be adjusted by the number of days of contract adjustment prior to the rate redetermination date. Rates and Required Deposits established under D.3.1, D.3.2, or D.3.3 shall be superceded by any subsequent scheduled rate redetermination.
In scheduled rate redeterminations, Contracting Officer may make modifications in minimum specifications for trees or products in A.2, road maintenance requirements or deposits in F.3.1 or F.3.2, logging methods in G.4, slash disposal in G.7, and fire precautionary measures in H.2 if, and to the extent that, such changes are reasonably necessary to protect the interest of the United States. Such modifications shall be limited to requirements generally being made in Forest Service contracts in the Region at the time of rate redetermination and with which Contractor can reasonably comply. Such changes shall be reflected in the rate redetermination, but changes affecting rates shall not be implemented until the redetermined rates become effective.

In addition, by written agreement, new Stewardship Projects may be added to K-G.9# and A.4.3 as long as they are within the general scope of this contract. Contract Area may be expanded to add new stewardship projects.
If a written change order causes an increase in the time required for performing any part of the work under this contract, the Contracting Officer shall make an adjustment in the Contract Termination Date and shall modify the contract accordingly.
The Contractor must assert their right to equitable adjustments under this provision within 30 days from receipt of the written order. However, if the Contracting Officer decides that the facts justify it, the
Contracting Officer may receive and act upon a proposal submitted before contract closure.
If the Contractor's proposal includes the cost of property made obsolete or excess by the change, the
Contracting Officer shall have the right to prescribe the manner of the disposition of the property.
Failure to agree to an adjustment under this provision shall be considered a dispute under J.2. However, nothing in this provision shall excuse the Contractor from proceeding with the contract as changed.
In addition, by written modification of the contract, new Stewardship Projects may be added to K-G.9# and
A.4.3, with or without expanding the Contract Area, as long as they are within the general scope of this contract.
