Page 6 – Change “Note: The Forest Service will hold a pre-proposal conference and site visit at a date to be determined.” to the following:

Note: The Forest Service will hold a pre-proposal conference on January 22, 2020, in Colville WA, specific location to be determined at a later date.

**SOLICITATION DUE DATE AND TIME HAS NOT CHANGED**

Q/A Summary:

Q1: There will be no reimbursement for any part of Phase 1 of the project?

A1: Correct. As stated in schedule of items - This is for information only, no payment will be made for this line item and stewardship credits will not be accrued.

The offeror must provide an overall estimated price, per the schedule, for NEPA and Pre-treatment Phase 1. This is for price reasonableness.

For Price Reasonableness (enter amount) Total NEPA and Pre-treatment Items

Q2: The offer for saw timber will only be at current appraised rates?

A2: Correct as stated in B.2 TIMBER/PRODUCT REMOVAL PRICE SCHEDULE - All products will be sold at current appraised rates and will generally use a product weighted average.

Q3: The government reserves the right to re-solicit and award additional BPA's during the Phase 2 performance period.... or in the government’s best interest?

A3: Yes the Government may solicit for additional BPA holders during Phase 2 for service work that is needing completion. As stated in the schedule - Note: The Forest Service intends on making a single award from this BPA Solicitation. However, the Government reserves the right to re-solicit and award additional BPA’s during the Phase 2 performance period in the event there is service work, beyond the capabilities of the awardee or in the Governments best interest, covering the same scope of work and in the same geographic area of the NEPA Planning area. An example here would be prescribed fire support.

Correction:

63. SINGLE OR MULTIPLE AWARDS

The Government will award a single Agreement (Phase 1) or to award multiple Agreements (Phase 2) for the same or similar supplies or services. The Government reserves the right to issue additional BPA’s and award additional contracts covering the same scope of work and in the same geographic area as this contract once NEPA is complete and service/restoration work identified. Government can use retained receipts generated from this project for specific service/restoration work needed. Some service /restoration work may be issued on a competitive basis.

Added:

Intent for additional BPA’s in Phase 2 is to have a flexible alternative in the event a service work item, i.e.

Prescribed fire Support, is needed and beyond the reasonable pricing and capacities of the Phase 1 awardee. At such time, the Government may seek additional BPA holders to perform within scope work. Payment may be made by retained receipts or appropriated dollars.

Q4: If all of these conditions are in fact true there seems to be no location to add for the cost of any of the Phase 1 work. Even if you could amortize Phase 1 costs into the Phase 2 bid process there is no guarantee that Phase 2 would be awarded and kept with the initial award.

A4: It is correct to state, there are no implied guarantees in Phase 2, however the awardee of Phase 1 will have exclusive opportunity to offer at appraised rates or decline the BPA Call. Since restoration work still needs to be accomplished, the Government may elect to use other vehicles to accomplish this work.

Per the solicitation, page 15:

SECTION II – INTENT BEHIND THIS SOLICITATION

The intent behind this solicitation is to establish a Blanket Purchase Agreement (BPA) with a (one) contractor who is technically capable and has relevant experience to perform NEPA/Pre-Treatment (Phase 1) and all stewardship and restoration related activities (Phase 2). Price reasonableness will be evaluated. The BPA will be for the Colville National Forest, Three Rivers Ranger District.

During Phase 2, the single awardee contractor for Phase 1 will have exclusive opportunity to accept BPA Calls in the planning area at advertised rates. The contractor will also have the option to accept or decline the BPA Call. If a BPA Call is to be declined, it must be done within 5 working days after issuance of the BPA Call solicitation. The Government also reserves the right to re-solicit any declined requirements using any appropriate contract vehicles. The Government may also solicit and issue additional BPA’s covering the same scope of work and in the same geographic area as this contract once NEPA is complete and service/restoration work identified.
