DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

PROJECT DESCRIPTION AND LOCATION

Scope of Contract. The work consists of Forest wide road obliteration. Work includes furnishing all labor, equipment, supervision, transportation, operating supplies, and all incidentals necessary to perform the work.

All work and equipment shall be in compliance with the terms, specifications and provisions of this contract.

All equipment shall be in good operating condition, inspected to be weed free, and shall be operated by competent, experienced operators.

GENERAL SPECIFICATIONS

(a)Existing Facilities. In addition to the requirements of the Use of Premises Clause, AGAR 452.236-70, all existing facilities such as signs, cattle guards, and drainage structures damaged by the Contractor shall be replaced or repaired by the Contractor at no additional cost to the Government.

(b)Pollution and Erosion Control. During all operations under this contract, the Contractor shall exercise reasonable measure to prevent or minimize soil erosion and pollution of water and other resources. All refuse, including camps, parking areas, and equipment maintenance areas shall be stored, collected, and disposed of in a sanitary and nuisance-free manner. Refuse shall be disposed of in State-approved landfills as approved by the Contracting Officer’s Representative (COR).

(c)Utilities. The contractor is responsible for location of all utilities prior to ground disturbance.

Damaged utilities shall be repaired at the Contractor’s expense. Contact “Call Before You Dig” at 1-800-424-5555 prior to any ground disturbance.

(d)Permits. The Government will obtain all necessary permits for live stream work and Contractor will be responsible to adhere to the specifications listed in the stream permits. For culvert removal requiring a 124 Permit, dewatering and stream restoration will be paid for with excavator rental hours.

Contractor must provide an approved dewatering plan prior to starting work and notify the COR 4 days before this type of work begins.

PROJECT SPECIFICATIONS

Rock/Gravel/Boulder Transport and Placement. In some instances the Government desires the hauling and placement of Government furnished rip-rap type rock, gravel, and/or rock boulders. Haul units (dump trucks) will be tandem axle, 10-12 cubic yard end dump capacity for the transportation of this material. The rip-rap rock and gravel will be used for erosion control and hardening stream crossings. The boulders will be used primarily for blocking access to obliterated travel routes, or for stream gradient control, with the size being 2.5 feet in the smallest dimension. When ordered, the Government will designate the rock source on each Task Order. The work shall consist of loading and hauling the rock from the designated source to the project site, and placement at the project site(s). See Method of Measurement Section for further information.

Excavator Rental. The Excavator Rental Pay Item will be used when removing culverts from live streams and performing the associated stream restoration work. In addition, the Government may need the use of an excavator to perform work that is not defined in this contract but is considered within the scope of the contract. The rental Pay Item can also be used to obliterate additional miles of road or remove and load gates (other structures) of government relocation/retention if sufficient hours are left from the other work mentioned above. Excavator will be track type, have a minimum of 90 fly wheel horse power unless agreed to by CO in limited circumstances, and be equipped with a hydraulic thumb on the bucket (blade would be convenient). When an excavator is working under this Pay Item a Government representative must be on site and Contractor is required to give the Government two working days notice before starting this work.

Seeding, Dry Method. As ordered by the Contracting Officer in the Schedule of Items, designated ground must be seeded with government furnished weed free seed at the rate of approximately 20 pounds per acre.

The actual species mix may vary depending on availability of seed stocks.

Kind of Seed Quantity of Pure Live Seed (Lbs/Acre)

1. Mountain brome 15

2. Tufted hairgrass 0.205

3. Rough bentgrass 0.015

4. Sandberg’s bluegrass 0.664

5. Bluebunch wheatgrass 3.546

6. Idaho fescue 1.366

7. Blue wildrye 2.340 Total: 23.18

Seed may be broadcast by machine or hand methods but in either case seed coverage must uniformly distributed over the disturbed areas. Payment will be by the acre at the bid rate in the Schedule of Items. No mobilization will be paid for this Pay Item in the Schedule. See Method of Measurement Section for further details.

Mobilization. Mobilization is for each excavator or each haul unit that is needed to perform the work listed in the Task Order and only includes mobilizing and de-mobilizing this equipment to or from the project area. It does not include movement of equipment within the project area. The Government will notify the Contractor in the Task Order of the number of excavators or haul units required. See Method of Measurement Section for further details.

Road Way Obliteration. Roadway obliteration work is described in the performance standards listed below and applies to all obliteration work. Pay Items shown in Schedule B have been segregated into miles of road that; (a) have cut slopes above 5 feet in height with or without way, (b) cut slopes of 5 feet or less in height with or without way, and (c) designated snowmobile trails. This is done to recognize that obliteration specifications and amount of work associated for these categories of obliteration will vary. Roadbed width varies, but typically will range from 12 feet to 18 feet wide.

Obliteration of non-snowmobile trail routes

- Relieve soil compaction by scarifying/ripping the entire road surface with the excavator bucket to a depth of 12-24 inches. Salvage and stockpile all topsoil and vegetation so that it can be used for transplanting after re-contour is complete.

- Re-contour road prisms (re-establishing natural drainage across the landscape) to as close as possible, the original topography and contours of the hillside. Remove road fill, placing it on the cut bench and shaping it to fit the contour up to the top of the cut slope. Also, remove side-cast piles of embankment in the vicinity of the fill slope that were created when the road was originally constructed. Surface of re-contoured material should be uneven to break up flow but not trap water in low areas. When drainages and riparian areas are encountered, overlying fill material will be pulled back to a more natural channel configuration to re-establish the streams bank full width.

All culverts are to be removed from Government premises.

- Where available, transplant live vegetative material from the road surface and adjacent areas into the treated road prism. Transplanted material shall be conserved with root mass and surrounding soil whenever possible. Mix sod and vegetation into the new soil surface or transfer islands or plugs of native vegetation to encourage establishment of grasses and forbs.

- Vegetative material shall include native shrubs and sod. It is recommended the excavator operator utilize the bucket and thumb to plant vegetative material.

- Apply duff and coarse woody debris (slash and/or trees) of various size classes sparingly over the treated road prism in such as manner as to provide cover and protection of the newly disturbed soil and to incorporate organic material at the site. Coarse woody from fill slopes can be used in or on the re-contoured slope. If placed on the surface woody debris should be placed perpendicular to the ground side-slope to help prevent soil erosion. This slash needs to be compacted with the bucket so that it is in contact with the soil surface.

- If ordered by the Contracting Officer, all disturbed areas are to be seeded with the specifications and seed mix mentioned in the Seeding Section.

- Prevent unauthorized use of rehabbed route by re-contouring entrances, and/or placing large boulders or root wads at all access points as designated by CO.

- When ordered by the CO, some roads may require that a 3-5 foot passage way be left along the route to enhance foot traffic or animal use. This passage way will be free of debris, slash or obstructions so wildlife or other traffic is not impeded. A tread on the surface is not required or desired.

Obliteration of Designated Snowmobile Routes.

- Snowmobile trails that have been designated for treatment are typically old road beds that have been closed to vehicle traffic but open to snowmobiles in the winter months. These trails can either be machine groomed or un-groomed.

- Relieve soil compaction by scarifying/ripping the entire surface to a depth of 12-24 inches.

- Provide permanent drainage of the road surface by either slightly out-sloping the surface, or installing drainage dips or waterbars, so that water is not trapped on the surface. The location of all waterbars and dips will be staked by the Government representative. All work shall be implemented in a manner to not restrict snowmobile groomer use or endanger snowmobile users.

- Where available, mix sod and vegetation into the new soil surface or transfer islands or plugs of native vegetation to encourage establishment of grasses and forbs.

- Avoid generating woody debris and do not place large woody debris or other large obstacles on the surface as this could hinder snowmobile use.

- Dead snags that are considered falling hazards will be identified by CO and should be disposed of well outside of the road template.

- If ordered by the Contracting Officer, all disturbed areas are to be seeded with the specifications and seed mix mentioned in the Seeding Section.

- Physically restrict the entrances to the route to protect it from unauthorized travel as directed by the CO.

Structure Removal. Structures removed as a result of the obliteration work such as culverts, guardrails, concrete posts, metal open-tops, etc. must be removed from Government property and disposed in an approved site. All such material becomes the property of the Contractor. Some structures will be removed using equipment rental when government wants to retain the structures.

CONTRACT PERIOD

The period of this contract is the date of contract award through June 30, 2023. The 1st Year Pricing Task Order work is estimated to begin July 15, 2020. All Task Orders are subject to availability of funds, and shall be performed within the performance period specified in the task order.

The Government estimates work to begin mid to late June, 2019. No work will be allowed after the start of general rifle hunting season unless approved by the Contracting Officer which usually begins on the last Sunday in October.

No work shall be allowed on weekends or holidays unless approved by the Contracting Officer.

TASK ORDER PERFORMANCE PERIOD

The contract time and estimated start work date for each Task Order will be specified by the Contracting Officer on the Task Order at the time the Task Order is issued to the Contractor. The contractor must be in contact with the Contracting Officer/Contracting Officer Representative to start work as soon as weather and ground conditions are favorable for work.

The Contractor shall be required to (a) commence work under this contract as directed by the Task Order within 7 calendar days after the start date designated on the TO, (b) prosecute the work diligently, and (c) complete the work on or before the contract completion date stated in the Task Order. The time stated for completion includes final cleanup of the premises.

ORDERING

Authorized Ordering Activities In addition to the Contracting Officer for the parent contract, the authorized officials shown below may issue Task Orders under this contract: any Contracting Officer/Purchasing Agent assigned to the USDA Forest Service in Region One within the limits of their individual warrant authority.

Ordering Procedures The Government will place Task Orders with the Contractor. Orders will be placed by the USDFS R1 AQM staff with an executed OF347 via email with confirmation of receipt by the Contractor. Orders placed will contain, at a minimum, the following information: Task Order number and date, project items/location/description, other incidental work, performance period, and maps if applicable. Each Task Order’s pricing year will be reflective of when the majority of the period of performance takes place. As an example, if the Period of Performance for the Task Order is June 1, 2021 – September 30, 2021 then the Second Year pricing will be used.

Contract Year Start of Contract/Pricing Date Last Day A Task Order may be Executed 2020, 1st year Award Date of Contract June 30, 2021 2021, 2nd year July 1, 2021 June 30, 2022 2022, 3rd year July 1, 2022 June 30, 2023

BARRICADES WARNING SIGNS, and OTHER DEVICES.

The Contractor shall provide, erect, and maintain all necessary barricades, suitable and sufficient lights, danger signals, signs, and other traffic control devices, and shall take all necessary precautions for the protection of the work and safety of the public. Roads closed to traffic shall be protected by effective barricades, and obstructions shall be illuminated during the hours of darkness. Suitable warning signs shall be provided to properly control and direct traffic.

The Contractor shall erect warning signs in advance to any place on the project where operations may interfere with the use of the road or trail by traffic and at all intermediate points where the new work crosses or coincides with an existing road or trail. All road barricades, warning signs, lights, temporary signals, flagmen and pilot car operators and equipment, and other protective devices, except for special devices, shall conform with Part VI of the Manual on Uniform Traffic Control Devices for Streets and Highways, published by the Federal Highway Administration and applicable safety codes.

WEED-FREE EQUIPMENT.

In order to prevent the potential spread of noxious weeds into the project area, the Contractor shall be required to furnish the Contracting Officer with proof of weed-free equipment.

The following is considered proof of weed-free equipment: The Contractor will be required to clean all construction equipment (equipment that operates off existing roads) prior to entry on the project area. This cleaning shall remove all dirt and plant parts and material that may carry noxious weed seeds into the project area. Only construction equipment inspected by the Contracting Officer will be allowed to operate within the project area. All subsequent move-ins of construction equipment shall be treated the same as the initial move-in.

Prior to initial move-in of all construction equipment, and all subsequent move-ins, the Contractor shall make equipment available for inspection at an agreed location and give the CO two working days notice.

METHOD OF MEASUREMENT

(a) Road Way Obliteration. Road obliteration will be will be measured to the nearest hundredth of miles along the center line of the roadway, and shall include only those roads or sections of roads listed in the Task Orders and in accordance with the specifications in this contract. Parking areas, turnouts, landings and truck turn around areas are considered adjuncts to the road to be obliterated and shall not be measured separately. The height of cut slopes will be determined by the vertical distance from the center line of the road prism to the top of the cut slope. This distance will determine whether the Roadway Obliteration will be paid under the Pay Items for cut slopes greater than five feet, or five foot and less cut slopes. The Items in Schedule B that require a 3-5 foot wide passage way are measured in the same manner.

(b) Excavator Rental. The rental of an excavator, when ordered by the Contracting Officer in a Task Order, will be paid at the Contractor unit price as shown on Schedule B. Portions of an hour worked will be rounded up to the next half hour. Only hours of actual work and the time used to move to another rental work site will be used. Time for personnel breaks, refueling, repairs, etc, will not be counted as work time. Mobilization for this equipment will be covered in the Mobilization Pay Items 0010, 1010 or 2010.

(c) Rock/Gravel/Boulder Transport. The hauling of Government furnished rock, gravel and/or boulders as described in the specifications will be paid by the loaded mile as measured by the route traveled from the rock/gravel/boulder source to the project site. The loading of this material into haul units and its placement at the project site(s) will be accomplished with equipment rental.

(d) Mobilization. For this contract the Helena-Lewis and Clark National Forest will be divided into five areas; the Jefferson Division, Rocky Mountain Division, Helena District, Lincoln District and Townsend District. Mobilization for equipment will be ordered for each Task Order and work in each area will be separate Task Orders. The Government will list the number of excavators and haul units needed for each Task Order. Bid unit prices for mobilization shall include demobilization and applies to each piece of equipment ordered. The Government anticipates that it could order one to four excavators and one or two haul units per Task Order.

Jefferson Division. Mobilization for equipment to perform the tasks as listed in the Schedule will be paid at the cost per mile bid rate from a starting point at the Supervisor's Office in Great Falls, MT (1220 38th Street North) to a geographical mid-point of the Jefferson Division. This distance is defined as 120 miles for all Mobilization Items in the Schedule. For example: If three excavators are required to perform the work in the allotted time stated on the Task Order, then the mobilization cost for the excavators would be 3 multiplied by the Contractor's Bid Rate for mobilization multiplied by 120 miles.

Rocky Mountain Division. Mobilization for equipment to perform the tasks as listed in the Schedule will be paid at the cost per mile bid rate from a starting point at the Supervisor’s office in Great Falls, MT (1220 38th Street North) to the north end of the Rocky Mountain Division near Summit on U.S.

Highway 2. This distance is defined as 155 miles for all Mobilization Items in the Schedule when ordered for work in the Rocky Mountain Division. For example: If one excavator is required to perform the work in the allotted time stated on the Task Order, then the mobilization cost for the excavator would be 1 multiplied by the Contractor's Bid Rate for mobilization multiplied by 155 miles.

Helena, Lincoln, and Townsend Ranger Districts. Mobilization for equipment to perform the tasks as listed in the Schedule will be paid at the cost per mile bid rate from a starting point at the Supervisor’s office in Helena, MT (2880 Skyway Drive) to central points on the three Districts. This distance is defined as 75 miles for all Mobilization Items in the Schedule when ordered for work on one of these three Districts. For example: If one excavator is required to perform the work in the allotted time stated on the Task Order, then the mobilization cost for the excavator would be 1 multiplied by the Contractor's Bid Rate for mobilization multiplied by 75 miles.

(e) Seeding. As ordered by the Contracting Officer in the Schedule of Items, all designated areas will be seeded in accordance with the specifications in Section C. Seeding will be measured by the acre.

There is 2.5 acres for each mile of treatment ordered under Schedule B.

See the example Task Order in Attachment 3.

(f) Structure Disposal. All structures removed by the obliteration work will be measured by each individual structure. The number of structures to be removed will be listed in the Task Orders. For example, a culvert, metal or wooden open-top with its supporting material (footer, sign post) is considered an individual structure. A guardrail, along with all its supporting posts and base (either wood or concrete), is considered one structure. Also, a barrier which could be composed of several posts is considered one structure.
