The purpose of this amendment is to accomplish the following:

1. The answers to industry submitted questions are posted via this amendment.

2. The Request for Quote (RFQ) due date is changed from 5:00PM Central Time (CT), Monday, July 25, 2022, to 5:00PM CT, Thursday, August 8, 2022.

3. An additional timeframe for submitting questions is established. Vendors shall e-mail questions to Matt Cox at Matthew.Cox2@usda.gov, no later than Monday, July 22, 2022 at

5:00PM CT.

“NFES #001143 Kit, First Aid, 20-25 person refurbishment and update; NFES #001760 Kit, Medical Support update or build”

Amendment A0001

The purpose of this amendment is to provide answers to industry submitted questions during the RFI period. No additional questions will be answered unless deemed in the best interest of the Government by the Contracting Officer.

QUESTION 1:

“What is the average number of both 1143 and 1760s that need to be refurbished in a single 15-day refit period?”

ANSWER: NFES #1143 – anticipate up to 50 kits in a 15-day period. June – October 20-50 kits/ call order for refurbishment. February – June 50 – 100 kits/ call order for expired items update.

NFES #1760 – item is not refurbished. Expired items updates would occur February – June up to 50 kits per call order. All kits in national inventory must be updated before field season (April – October)

QUESTION 2:

“What is the current inventory of 1143s and 1760s in circulation?”

ANSWER: NFES #1143 – 4131 KT nationally; NFES #1760 – 223 KT nationally w/ max stocking at 408 KT.

QUESTION 3:

“What is the average wear out life cycle for the 1143 bags?”

ANSWER: Under normal conditions a bag should be serviceable for several fire assignments or 2-4 years.

QUESTION 4:

“What is the historic peak season for ordering demand (example: number of bags/refits per 15-day order)?”

ANSWER: Preseason preparedness will see peak demand for expired items update (1760 and 1143) and new NFES #1760 builds. Mid-season fire support may see requests for additional NFES #1760 builds (100-200 KT). Peak season refurbishment of NFES #1143 will be May – November.

QUESTION 5:

“Can separate line items be awarded to separate venders? For example, award the 1143s to one vendor and the 1760s to another?”

ANSWER: No.

QUESTION 6:

“Is partial bidding acceptable or is it this an all or nothing requirement?”

ANSWER: No, partial bidding is not acceptable. ALL “Pay Items” in the Schedule of Items section of the solicitation shall be quoted on to be considered. Partial quotes will not be considered incomplete and deemed, “non-responsive”.

QUESTION 7:

“Does a pre-authorized list of substitutions exist for replacement of component items when there are shortages or discontinuations?”

ANSWER: No. Substitutions will need to be evaluated on a case by case basis.

QUESTION 8:

“Is the standards laid out in Pms448 on the NWCG Website the standards expected to be carried out for each refurbish/replacement decision?”

ANSWER: Yes. Deviation from refurbishment standards may be negotiated if advantageous to the government and quality of product and service is retained.

QUESTION 9:

“Can a vendor propose a different bag in an effort to upgrade the 1143 over the life cycle of the program? If not, could you provide the current incumbent bag provider to the current program?”

ANSWER: No. Generally, replacement bags may be provided by the agency. Kits with large quantities of missing components may be deemed unserviceable and bags will be retained for future utilization.

QUESTION 10:

“Given that the term “update” requires “repackaging”, does repackaging mean a new bag or just new contents within a bag for the 1143 Kit?”

ANSWER: “Update” for this solicitation would be for the replacement of any expired items in kits.

“Repackaging” is defined as sealed plastic bag containing a complete kit and outer carton for standard pack of 10 kits. In the “Refurbishment” process, if the bag fails initial inspection or cannot be cleaned to a like new condition, a new or repurposed Cordura bag may be needed.

QUESTION 11:

“Would the NIFC consider an extension of the due date until August 8th to provide a little more time to secure past performance surveys?”

ANSWER: Yes. The RFQ due date is extended. See Page 1, Blocks 11 and 14 of the SF30.

QUESTION 12:

“Can we quote on just the part of the solicitation for the FSE # 1143?”

ANSWER: No, partial bidding is not acceptable. ALL “Pay Items” in the Schedule of Items section of the solicitation shall be quoted on to be considered. Partial quotes will not be considered incomplete and deemed, “non-responsive”.
