1202SC21R0001 - Type 2IA Crew Q&A #2
***Note these questions and answers are for clarification only and do not constitute a change. Any change to the requirement/solicitation will be addressed in amendment 2 and the conformed solicitation.
1. Question: B 5.2 Notes:
Award of a Type 2 BPA will not eliminate an offerors ability to receive an award for the Type 2IA IDIQ. However, a specific crew can only be awarded as either a Type 2-BPA or Type 2IA-IDIQ not both. If a crew is awarded under the Type 2-BPA and later considered for the Type 2IA-IDIQ then the BPA will be canceled for that crew. (Please identify any crews that would meet these criteria with Specific Identifiers i.e. Crew-XX)
My question is can I submit for the Type 2 BPA using the same Primary CRWB as I submit for the Type 2IA Contract. My understanding is that I could use the same personnel for both offerings but if I get awarded an IA contract than the BPA with that same key personnel would go away.
Example:
Type 2 BPA Type 2IA John Doe – C1 Primary CRWB John Doe – C1 Primary CRWB John Smith – C2 Primary CRWB John Smith – C2 Primary CRWB John Anderson - C—3 Primary CRWB John Anderson - C—3 Primary
CRWB
If I get Awarded C-1 and C-2 on the IA than the BPA for C-1 and C-2 would go away therefore I would only have C-3 on the BPA but C-1 and C-2 would have the IA contract.
Answer: Correct.
2. Question: Are 12, 11 or 8 passenger 4x4 vans allowed? In California most(if not all) extended vans sold are set up for no more than 12 passengers from the factory.
Answer: Yes. If the van is 4X4 (all-wheel drive) and not classified as a 15 passenger/high capacity van. See Amendment 2 for updates:
The intent of this requirement is for the safety of the fire fighter. If a van has the same chassis size and/or are similar in length and width when parked side by side as a 15-passenger van, then it would not be allowed. Any van having the potential to carry passengers and/or cargo the same as a 15 passenger/high capacity van is not allowed.
3. Question: Do you want Chainsaw task books ; Cover sheet, sign off and evaluation included with resume packet for each Key Personnel? Or just the S-212 certificate? Or is none of it necessary? Then we just list the S-212 on classes taken training list?
Answer: No. The Government only verifies the qualifications of the Key Personnel. The contractor certifies that the personnel utilized meet the minimum requirements of the solicitation and resultant contract. Any contractor certification that is found to be misrepresented will result in termination of the contract and possible further action.
4. Question: Can the alternate crew boss, who is also an ICT5, act as a substitute ICT5 for their assigned crew?
Answer: Yes. If that individual is qualified and listed as an alternate in both the CRWB and ICT5 positions.
5. Question: CRWB A is listed as a Primary crew boss on a National crew. CRWB A is also listed as an Alternate for a Type 2 crew. If awarded the NCC, we will need to have a different CRWB as the alternate for the Type 2 crew. If we explain who that will be as clearly as possible will that be ok/possible?
Answer: Primary Key Personnel are not interchangeable. However, alternate key personnel are not evaluated at time of award. Therefore, a change to the alternate could happen if an exception at C.9 is met.
6. Question: Would you please extend the due date?
Answer: No. The Government does not intend to extend the closing date.
7. Question: As a long-established fire company, we must have more flexibility to move a
Crew Boss/ICT5 when they are not on a map. Our pricing will dramatically increase if we are unable to do so. Our essential personnel will not sit around when they are off MAP.
Please allow for at least 3 alternates for ICT5’s.
Answer: See amendment 2. The requirement for alternate key personnel is updated to one (1) CRWB and three (3) ICT5’s per crew awarded. All other Key Personnel requirements apply.
8. Question: After the first 90 days, will we be able to move our Key Personnel as we see needed?
Answer: No.
9. Question: Are all vans not allowed, or just fifteen (15) passenger?
Answer: See answer to question 2.
10. Question: Suppose the $15 dollars per hour minimum wage happens after the closing date and or the award date. How would the contracting officer handle it? Would be able to have a price increase?
Answer: Typically, Executive Orders come with instructions for implementation. I cannot issue a determination on a hypothetical. If an Executive Order is implemented on Government Contracts, it will be completed in accordance with that Executive Order.
11. Question: What will constitute government receipt of an invoice if there are no signatures? An email response, or?
Answer: This is specified through the demob process. Any invoices in question shall be directed to the Contracting Officer.
12. Question: Who has the authority to convey the invoice process is received and complete? How is that going to be conveyed to the crew boss or?
Answer: This is specified through the demob process. Any invoices in question shall be directed to the Contracting Officer.
13. Question: Will there be a more efficient method for getting CTR's signed and invoices processed? A large amount of time was spent last season getting these tasks completed.
Answer: This is specified through the Incident processes in place. Any question or concerns shall be directed to the Contracting Officer at time of occurrence.
14. Question: Are we allowed a certain time to find a suitable DDP once Contracts are awarded?
Answer: A Designated Dispatch Point address must be provided before a notice to proceed will be issued. This shall be submitted no later than 30 days after contract award. See amendment 2 for update Section E.1(h)
