1202SA22R9203/Amend 0002 Helicopter Support Services (HSS) – Type 3
1. Modern Aircraft:
Q: Modern Aircraft offers that represent an aircraft that is in production but not available in 2023 should include only prices for the first year the aircraft is available and all option years thereafter.
A: If a modern aircraft is being offered, complete the applicable Type modern aircraft pricing workbook beginning with the year transition will take place. Propose pricing in the applicable Type pricing workbook for the year(s) the non-modern aircraft is being offered, then propose pricing in applicable Type pricing workbook for modern aircraft years.
2. Section D, Exhibit 1(a)(8), Modern Helicopter Minimum Aircraft Requirements:
Q: Please clarify whether or not an aircraft manufactured PRIOR to 2000 is eligible to be offered?
A. Not for a modern aircraft CLIN.
3. Section B, B.7(a)(1)(viii), Helicopter Avionics:
Q. Please clarify if ATU is or is not required for Type 3?
A. Reference B.7(a)(1)(viii). Not required in Type 3 helicopters.
4. Section B, B.4(d)(12), Helicopter Requirements:
Q. Convex mirror or camera for observation of external loads and landing gear (not required for aircraft equipped ONLY for vertical reference operations. This is confusing please clarify if external loads are not longline, the purpose of mirror or camera?

5. Section B, B.7(a)(2)(ix), Helicopter Avionics:
Q: Please clarify the rationale for this requirement, Type 3 aircraft are single pilot and has no SIC, for example?
A. Aircraft employ a Helicopter Manager that occupies a front seat (agency-assigned personnel). There are several uses. At a minimum, the requirement exists for device charging when utilizing a tablet to perform duties.
6. Section B, B.7(a)(2)(x), Helicopter Avionics:
Q. Please clarify the purpose of this requirement?
A. To ensure aircraft tolerance for portable electronic devices. Refer to FAA Advisory Circulars around this subject.
7. Attachment 10, Helicopter Services Hourly Flight Rates, Fuel Consumption, and Weight Reduction Chart:
Q. Please clarify that for proposal the price of fuel should be included in the hourly flt/rate?
A. The established hourly flight rate prepopulates for the offeror when the Aircraft, Make, Model, Series are selected by the offeror completing the Offered Aircraft tab of the workbooks. See Step 1. Navigate to the "Offered Aircraft" worksheet, fill in blue highlighted fields.
8. Solicitation Section E.3:
Q. Please clarify if additional aircraft are proposed do they currently have to be on our certificate to bid?
A. Yes. Reference solicitation Section E.3 for instructions. Also reference E.3 (b) (3) (L) …… If newly manufactured aircraft are offered, the Contract Line-Item Number and anticipated Serial Number may be provided in lieu of the registration and airworthiness certificates.
9. Section B, B.4, Helicopter Requirements:
Q. Can you clarify if Airbus AS350 B3 and AS350 B3e are required to have a crash resistant fuel tank for carding in 2023? Contract states "if available", can you clarify if this means commercially available or if they are actually available to procure. We are concerned with the supply chain and if we are going to be able to procure these on time.

10. Section B.7, Helicopter Avionics:
Q. For Flight data monitoring systems the requirement for crash hardened memory may be problematic. For most light helicopters or medium twins there are limited options for flight data recording devices. In most cases, Appareo, Latitude, Eye in the Sky, Garmin G1000 may all be viable flight data solutions, however, none of these offer true "crash hardened memory." Appareo recently started offering a crashworthy memory unit for AIRs400, however, we are not sure if that product is actually for sale yet. To meet the requirements will the typical means of SD card memory suffice for flight data recording?
A. It is up to the equipment manufacturer to demonstrate that its system meets our specifications. This has been done in several ways, including certifying systems to ED- 112; certifying to ED-155; and demonstrating survivability with a combination of DO-160 testing, providing data on memory shock, impact, and thermal resistance, and mounting the memory in a reinforced enclosure. Both Appareo and Rugged Video have provided documentation. Other manufacturers may meet the requirements and have not provided documentation at this point. There are multiple methods to meet this requirement. There are no considerations being given. FAA-approved FDRs and CVRs meet this requirement.
11. Q. If a modern aircraft line item is awarded and the modern aircraft is available sooner than the offeror had proposed can the current aircraft be transitioned to the modern aircraft partially through a base or option year?
A. If a modern aircraft line item is awarded to an offeror and the modern aircraft is available for inspection and carding sooner than proposed, then the early transition may be enabled under the provisions found in B.20 Substitution or Addition of Personnel, Helicopters, and, Equipment.
12. Q. Regarding the MATOC Audio Control Requirements, (2) Audio Systems, (iii) Individual Volume Controls found on page 38: The requirement reads, "The individual volume controls must be built in, integral part of each audio controller." Do the AMS 44 Audio Control panels meet this requirement? They are toggle on/off volume for each individual radio.
A. Only aerial supervision aircraft require individual volume controls. They are not required for all Type 3 helicopters. See B.7(a). The toggle switches on the AMS 44 are not volume controls and do not qualify.
13. Section: B.7 (b)(5)(vii) Gimballed EO/IR Sensors
Q. I have contacted vendors in the airborne EO/IR equipment market and have been advised that a gimbal with MWIR, EO, and SWIR is a VERY uncommon request and that they know of no COTS (commercial, off-the-shelf) systems which meet those capability requirements and suggest removing the SWIR requirement altogether. In doing market research I have located systems with combination MWIR and night vision which closely approximates the spectral response of a SWIR system and would like clarification of exactly what frequency range the agency is targeting for the SWIR sensor.
Gimballed sensors must provide Electro-Optical (EO), Mid-wave Infra-Red (MWIR), and Short-wave Infra-Red (SWIR) capabilities with zoom functionality and a minimum resolution of 1080p.
A. Night vision (λ ~450nm-920nm) is not the same as SWIR and would not be acceptable.
Shortwave Infrared is defined as (SWIR 0.9-1.7um) wavelength range.
14. Applicable Section: C.9 (b) Evaluation/Award - The evaluation for task orders will be conducted using the Lowest Price Technically Acceptable (LPTA) source selection process, as described at FAR Subsection 15.101-2.
Q. If an Offeror has the lowest price on multiple task orders, how does the agency determine which task order to award the offeror?
A. The first part of the response to this questions is: See the Please Read Instructions tab of the Pricing Workbooks. In Step 1., Bidders May Qualify their Bids by entering the maximum number of EU line items they are willing to accept. If after this step is taken into consideration the source selection board (SSB) still has need to clarify its award recommendations, the SSB may elect to contact the affected parties in making final receommendations.
15. Section: SF1449 Block 8 Offer Due
Q. The current offers are due 8/20/2022 which is a Saturday and in the middle of fire season. Would it be possible to push the due date back to 9/20/22?
A. The government has strategically developed a procurement schedule for each of the respective type helicopter requests for proposal (RFP) to oocur this calendar year. The schedule takes into consideration the time of need for the CWN element of the requirement, each of the EU line item needs, the burden on government to evaluate proposals while supporting helicopter operations throughout the year, and the burden on industry to provide helicopter services annually. That is why the RFP’s are being sepaerated by three weeks and the time for response to the RFPs’ has been set at 45 days.
16. Section: SF1449 Block 10 Acquisition
Q. CWN is set aside for Unrestricted. Are the Exclusive use CLIN items set aside for small business, if so where does it state that in the solicitation?
B. Large Businesses will be allowed to compete on Task Order Proposals after consideration of Small Businesses has been exhausted.
17. B.7 (b) Avionics Specifications (4) Surveillance systems (vii) Automatic Dependent Surveillance- Broadcast In (ADS-B In) has been amended to state:
ADS-B In systems must receive both UAT and 1090ES and be capable of displaying TIS- B traffic, with aircraft IDs, on a government iPad via Foreflight using one of the methods below.
