SECTION A

REQUIREMENTS AND PRICES

The intent is to award multiple Firm-Fixed-Price (FFP), Indefinite-Delivery, Indefinite-Quantity (IDIQ) contracts for fixed-wing aircraft operated by qualified and proficient personnel and equipped to meet specifications contained herein, each with a one-year base period and nine one-year options period.

The guaranteed one-time minimums for each Contract awarded based on highest qualified mission will be

• Mission 1, 2 (A and B), 3 (A and B) $10,000

• Mission 4 (A and B and C) $7,500

• Mission 5 (A and B), 6 (A and B), 7 $5,000

• Mission 8 $1,000

The contractor shall provide all necessary resources to provide Light fixed wing support services in accordance with the solicitation.

A-2 DAILY AVAILABILITY AND FLIGHT RATE

Offerors shall use the excel file posted in SAM.gov or request a pdf to fill out for each aircraft submitted for evaluation, (attachment 10). Offerors shall fill in the CLIN (item number), proposed aircraft information, and the following rates for evaluation:

Daily Availability Rate: This rate shall cover Flight crew, Mission Sensor Operator (if required by mission task order), Aircraft, sensor (if required by the mission task order), and other fixed costs for a 14-hour period. Per diem will be paid in accordance with GSA travel regulations for authorized crew members. All proposed availability rates shall be evenly divisible by 56.

Hourly Flight Rate-Wet: A rate that covers fuel, scheduled maintenance costs, data plans, and other use costs associated with the aircraft. The Hourly Flight Rate will be subject to adjustment in accordance with the terms of Clause (Economic Price Adjustment Specified Flight Rate)

Hourly Flight Rate-Dry: A rate that covers scheduled maintenance costs, data plans, and other use costs associated with the aircraft. Fuel used may be reimbursed on daily invoices within IBS if implemented.

Optional Pilot Rate: A fixed daily rate for Optional Pilot Services to mitigate pilot duty restrictions (36/6) as defined in B-14. This rate is intended to cover one (1) additional pilot for one (1) shift, 14-hour period.

Optional Pilots may be ordered to provide 24-hour coverage when ordered by the government.

Optional Mission Sensor Operator Rate: A fixed rate for optional Mission Sensor Operator (MSO) as defined in B-13. This rate is intended to cover one (1) additional MSO for one (1) shift, 14-hour period. An optional MSO may be ordered to provide 24-hour coverage when ordered by the government.

Optional Equipment Rate: The Offeror may offer items or services in addition to those listed below.

Where no provision is made for a daily rate (evenly divisible by 14), the cost for furnishing such equipment shall be included in the daily availability rate. TECHNICAL SPECIFICATIONS

B-1 SCOPE OF CONTRACT

The intent of this solicitation and any resultant contract is to obtain fixed-wing aircraft operated by qualified and proficient personnel and equipped to meet specifications contained herein. Aircraft and contract personnel will be used for the administration and protection of public lands. Relief personnel may be required to provide daily (7-days per week) coverage during the period of performance/mandatory availability period as specified in the task order.

The aircraft furnished may be used for special use missions supporting fire, project, resource, law enforcement, and point-to-point administrative flights. If the Contractor agrees to perform law enforcement flights, such agreement shall be in writing.

The government has interagency and cooperative agreements with federal and state agencies and private landholders. Aircraft under contract may be dispatched under these agreements for such use.

Aircraft, contract personnel, and equipment will be tasked in one of the following mission configurations and flight profiles:

MISSION CATEGORIES and FLIGHT PROFILE

(a) Mission 1: National Air Tactical-Incident Awareness and Assessment (NAT-IAA)

(1) The mission is to provide aerial supervision and Incident Awareness and Assessment for complex and emerging incident(s) in the wildland and urban interface. The resource provides enhanced situational awareness for the ATGS and incident response and support personnel by producing real-time information for on-scene incident personnel and off-site fire managers.

(2) The minimum crew configuration for the mission of four to six (4-6) is:

(i) Flight crew (PIC/SIC as required)

(ii) Primary Air Tactical Group Supervisor (ATGS)

(iii) Two Mission Sensor Operators (MSO)

(iv) Optional Secondary ATGS or Instructor

(3) ATGS seating positions shall be on the right side of the aircraft, in a location that provides for minimal obstruction by the airframe to the view outside the aircraft (downward looking), while sitting in an OEM seat with the passenger’s shoulder beside the largest window(s) possible, and with their seatbelt fastened, and with their back against the backrest, reach the unobstructed station avionics.

(4) Typical mission flight characteristics consist of:

(i) Average Mission Crew Weight (210 x 4=840) + Gear (35 x 4=140) = 980 LBS.

(ii) Engine start, taxi and takeoff from 4,500’ MSL at ISA plus 20. Climb to 22,000’ MSL pressure altitude cruise 150 nm in under 30 mins, descend to working/loiter altitude of 14,500’ MSL pressure altitude, and loiter at no less than 1.3 Vs1 (Vs1 is defined for this contract as the aircraft configuration you intend to loiter at. (i.e., flaps approach, gear up)), for a minimum of 3 hours.

(iii) Mission flights consist of a high amount of flight time at speeds that require high angles of attack and/or flap extension in a right-hand orbit.

(iv) At no time will the loiter be below blueline, Vyse for multiengine aircraft or less than 1.3 Vs1 for single engine aircraft.

(v) Aircraft loiter will average 10,000 AGL (estimated at 70% total mission time) with descent and loiter at 3,500’ AGL (estimated at 30% total mission time) then climb back to sensor altitude.

(vi) Aircraft will leave the area of operation climb back to 22,000’ MSL pressure altitude and return to designated base or alternate base within 150 nm in under 30 mins.

(vii) Flight may require an instrument approach to land. Land with FAA required minimum fuel reserve.

The resource provides enhanced situational awareness for the ATGS and Incident Command personnel by producing real-time information. Missions may include fire detection and mapping.

(2) The minimum crew configuration for the mission of three (3) is:

(i) Flight crew (PIC)

(ii) Primary Air Tactical Group Supervisor (ATGS)

(iii) One Mission Sensor Operator

(iv) Optional Secondary ATGS or Instructor

(3) ATGS seating positions shall be at the SIC position. The secondary ATGS/Instructor position shall be on the right side of the aircraft, in a location that provides for minimal obstruction to the view outside the aircraft (downward looking), while sitting in an OEM seat with their shoulder beside the largest window(s) possible, their seatbelt fastened, with their back against the backrest and reach the unobstructed station avionics.

(4) The mission flight characteristics consist of:

This resource provides enhanced situational awareness for incident response and support personnel by producing real-time information.

(2) Mission 4 (C) The mission is to provide resource reconnaissance using sensors to enhance human awareness by flying predetermined project or planning areas/zones pre and post land management actions.

(3) The minimum crew configuration for the mission of three (3) is:

(i) Flight crew (PIC)

(ii) Primary Aerial Observer (AOBS)

(iii) One Mission Sensor Operator

(iv) Optional Secondary AOBS or Instructor (not required)

(4) The mission flight characteristics consist of:

(2) All aircraft in this category will have a minimally obstructed viewshed necessary for the FO/SIC position and the aft observer to see the detection area clearly. Aircraft design must not limit flight profiles requiring steep bank-angles or increased lateral distances from the target area. These

The flight consists of taxing, takeoff, flight over mountainous terrain, and landing at an unpaved and/or unimproved airstrip. Backcountry airstrips are designated by letter by regional RAOs. Pilots must be specially trained and carded for Backcountry operations.

(2) Pilots flying this mission shall be capable of being carded for:

(i) Back Country Operations

(ii) Unprepared Landing Site (If required by task order)

(iii) Mountainous Terrain

(iv) Point-to-Point Passenger/Cargo

(3) Aircraft flying this mission shall be capable of being carded for:

(h) Mission 6 A: High-Performance Resource Reconnaissance

(1) The resource reconnaissance mission flight profile consists of flying project areas to meet planned objectives. Flight operations typically occur at 1,000’ to 3,500’ AGL to observe resource and/or record resource conditions for monitoring purposes.

(2) All aircraft in this category will have a minimally obstructed viewshed necessary for the FO/SIC position and the aft observer to see the detection area clearly. Aircraft design must not limit flight profiles requiring steep bank-angles or increased lateral distances from the target area. These

(3) The minimum crew configuration for the mission of two (2) is:

(5) Pilots flying this mission shall be capable of being carded for:

(i) Reconnaissance

(ii) Float operations as required

(iii) Mountainous Terrain (specific to regions with mountainous terrain as required) or “as appropriate”

(iv) Point-to-Point Passenger/Cargo

(6) Aircraft flying this mission shall be capable of being carded for:

(i) Resource Reconnaissance

(ii) Passenger

(iii) Cargo

(i) Mission 7: Other Special Use Non-Fire light fixed wing operations

(1) This mission set covers other non-fire operations. Missions may include seaplane, ski plane, off airport, backcountry and unimproved landing sites.

(2) The minimum crew configuration for the mission of two (2) is:

(i) Flight crew (PIC)

(ii) Primary Aerial Observer (SIC/ FWFM-SU)

(iii) Optional second (2nd) observer

(iv) Optional third (3rd) observer

(3) The mission flight characteristics consist of:

(i) Average Mission Crew Weight (210 x 2=420) + Gear (15 x 2=30) = 450 LBS.

(ii) Engine start, taxi via float or wheel as configured and takeoff sea level at ISA plus 20. Climb to 5,500’ MSL pressure altitude cruise 50 nm in under 30 mins descend to working/loiter altitude of 3,000 MSL pressure altitude (approximately 1,500 AGL) and loiter at no less than 1.3 Vs1 (Vs1 is defined for this contract as the aircraft configuration you intend to loiter at. (i.e., flaps approach, gear up)), for a minimum of 2 hours.

(iii) At no time will the loiter be below blueline, Vyse for multiengine aircraft or less than 1.3 Vs1 for single engine aircraft.

(iv) Aircraft will leave the project location, climb back to 5,500’ MSL pressure altitude, and return to designated base or alternate base within 50 nm in under 30 mins.

(v) Land with FAA required minimum fuel reserve.

Note: Actual mission altitudes and distances may vary due to location of the work area or dispatch requirements.

(4) Pilots flying this mission may be carded for:

(i) Back country operations

(ii) Float operations

(iii) Ski operations

(iv) Un-prepared landing sites

(v) Mountainous terrain

(vi) Point to point passenger cargo

(vii) Remote water operations

(viii) Resource reconnaissance

(5) Aircraft flying this mission shall be capable of being carded for:

(i) Back country operations

(ii) Passenger

(iii) Cargo

(iv) Point to point

(v) Resource reconnaissance

(j) Mission 8: Point-to-Point, Passengers and Cargo

(1) Point-to-Point missions must meet the requirements for 14 CFR 135. No additional equipment is required. They can be used to move passengers and cargo from one airport to another. These flights will be either ordered incident flights to directly support an incident or administrative use Point-to- Point flights. These flights are not Special Use Missions.

(2) Pilots and Aircraft flying this mission will be carded for Point to Point.

B-2 GENERAL CERTIFICATIONS

Contractors shall hold a current Federal Aviation Administration (FAA) Air Carrier Operating Certificate.

Aircraft offered shall be listed by make, model, series, and registration number on the Operators 135 Certificate at the time of offering and throughout the contract period of performance. Aircraft shall conform to its approved type and design and be maintained and operated in accordance with the requirements of the 14 CFR 135 and this contract.

B-3 PERSONNEL

(a) PILOT EXPERIENCE REQUIREMENTS

(1) Flight crew member record checks are required in accordance with 49 USC 44703 and 49 CFR

1544.230, regardless of the type of operation being conducted (parts 91,121,125,133,135,137 or public aircraft). The contractor will request, receive, and evaluate performance and safety related information (as specified by the law and regulation) before allowing any pilot to begin service as a flight crew member under this contract. Records of compliance will be made available for review when requested by the CO or designated government representative.

(2) The PIC shall hold a currently valid FAA commercial or higher Pilot certificate with current instrument rating. In addition, the Pilot shall also have logged flight time as PIC in fixed-wing aircraft of at least the following minimum amounts:

Note 1: - Operations in mountainous terrain is flight at 2500 feet AGL and below in terrain identified as mountainous in 14 CFR 95.11 and depicted in the Aeronautical Information Manual (AIM) Figure 5-6-2.

Note 2: - Pilots performing under this contract for night operations must meet minimum 200-night hours as PIC. (Missions 1, 2a &b, 4a&b)

Note 3: Pilots carded for only single engine piston aircraft require 10 flying hours of instrument actual.

Pilots carded for multi-engine, turbine powered, and or carded for multiple aircraft types require the hours identified in the table.

(3) Each PIC shall pass a DOI-OAS or USDA, Forest Service evaluation flight of missions required by this contract. Evaluation flights should not exceed two (2) hours and will be given by an Agency Pilot Inspector with recurrent evaluation flights not to exceed a five (5) year interval. Inspector Pilot-Fixed Wing may require additional evaluation flights in coordination with the CO. Evaluation flight costs shall be borne by the contractor.

(4) Mission evaluation flights shall be performed in mountainous terrain.

(5) The PIC shall be capable of performing programming functions and operations of contractor installed aircraft navigation and communication equipment. This includes the ability to enter and utilize newly assigned frequencies and tones (digital and analog) by programming the radio as well as selecting channels. Proficiency must be observed both on the ground and while in flight. The PIC shall be able to instruct the agency observer how to perform programming and operation of VHF- AM and VHF-FM radios, and GPS.

(6) All Pilots shall possess a current Class I or Class II FAA medical certificate.

(7) All Pilots shall meet the flight hour experience requirements to obtain an Interagency Airplane Pilot

Qualification Card in accordance with the Schedule of Items. Once a card is issued the pilot must carry the card on their person while performing under this contract.

(8) All Pilots shall speak English fluently and have the FAA “English Proficient” endorsement.

(9) Pilots shall maintain night currency as described in 14 CFR 135.247 (a) (2).

(10) When carded for the mission, pilots shall maintain Back Country Operations currency as described in FSH 5709.16 Chapter 50, 51.38 (a).

(11) When carded for the mission, pilots shall maintain Off Airport and Seaplane Base Operations currency as described in FSH 5709.16 Chapter 50, 51.38 (b).

(12) For a pilot who has not been previously inspected and approved for the missions required by this contract, by the DOI-OAS or USDA, Forest Service, the Contractor’s Director of Operations/Chief Pilot shall provide a signed statement that they have verified the pilot’s flight time qualifications and experience. The Contractor shall use Airplane Pilot Qualifications Record (Attachment 1) to document this verification. The completion of this form will be required prior to pilot inspection.

(c) MECHANIC EXPERIENCE AND TRAINING REQUIREMENTS

(1) All mechanics and or maintenance facilities shall maintain the aircraft in accordance with requirements specified within this contract.

(2) Mechanics or maintenance facilities assigned to work on aircraft for unscheduled maintenance shall have appropriate FAA certification and ratings. The mechanics shall meet the requirements of 14 CFR Part 43.7(b)

(3) Mechanics and Maintenance Facilities identified in B-4 (j) – The following requirements shall be met by the contractor mechanics and/or maintenance facility mechanics when performing scheduled inspections while on an order, EU TORP or Exclusive Use mandatory availability period (MAP). Contractors shall make available records to document these requirements while under contract.

(i) The mechanic(s) shall have 12 months experience in maintaining the make and model of aircraft being operated. Three months experience shall have been in the last 2 years.

(ii) Mechanics shall have satisfactorily completed a manufactures or commercially available maintenance course for the make and model of aircraft. For aircraft without training course available the contractor must certify in writing that the mechanic has had in-house training necessary to maintain the aircraft offered.
