SCHEDULE OF SUPPLIES OR SERVICES
A.1 SCHEDULE OF ITEMS
(a) The United States Forest Service (USFS) Fire and Aviation Management (FAM) has a requirement to staff one or more agency owned or leased aircraft with contract pilots during the calendar year. Indefinite Delivery Indefinite Quantity (IDIQs) will be issued for this requirement.
Pilot services will be used for multiple missions including initial attack of wildland fires, large fire support, mission pilot and flight crew training, administrative flights, and other missions as deemed necessary by the USFS.
(b) Pilots required to staff CLINs must have been previously qualified in the respective mission (within the past 3 years) and have 100 hours PIC time in fixed-wing airplanes during the preceding 12 months.
(c) Pilots will be fully trained to mission currency and proficiency in accordance with USFS approved training curricula (to include formal check rides) prior to assignment under an aircraft staffing, Contract Line Item Number (CLIN) and task order. Each pilot will undergo an Equipment or Mission Verification Check Flight and Examination by the USFS and/or its delegates. Pilot initial and recurrent training will be directed by the WO Pilot Standardization Branch.
(d) The contractor shall provide full time company employees (FTE) to satisfy task orders. All pilots must be authorized by the Contracting Officer, Pilot Standardization and the Program Area. The contractor shall plan for travel to locations as determined by the Forest Service.
(e) The contract company may use government furnished mission aircraft for pilot training and currency in preparation for Equipment or Mission Verification Check Flights and Examinations by the USFS. The use of government mission aircraft will be in accordance with an approved Pilot Currency/Development and Training Plan. The government will pay the fixed rate identified in the Mission Aircraft Pilot Training/Proficiency Rate CLIN and the contractor shall reimburse the government for the flight rate and actual fuel costs of the mission aircraft for all flights associated with these CLINs. All costs associated with pilot currency during a mission CLIN guarantee period will be reimbursed at the mission rate and aircraft costs will be the responsibility of the government.
(f) The government may activate contract pilots to perform mission instruction/evaluation for government pilots when needed in accordance with agency approved mission training.
(g) The intent of this solicitation is to award multiple Firm-Fixed-Price (FFP), Indefinite-Delivery, Indefinite-Quantity (IDIQ) contracts for pilot services, each with a one-year Base period and four one-year Options. The annual contract guaranteed minimum will be based on a contractor provided and government approved Pilot Currency/Development and Training Plan for each approved CLIN using the applicable Mission Aircraft Pilot Training Fixed Rate.
See attached excel file for price schedule. The vendor proposed price schedule will be incorporated into any awarded contract.
A.2 BASIC DUTY DAY
(a) Basic coverage for this contract is for 14 hours per guarantee day. Consecutive days worked will not exceed 12 days for each CLIN.
A.3 DAILY RATE - PRICING
(a) Pricing shall include all costs to the contractor based on the Description of Contract Line Item Numbers (CLINs). The pricing entered into the schedule of items shall include the fully burdened cost for services provided under the contract (Support Staff, Wages, Employee Benefits, Job Aids, PPE, insurance, etc.). All daily rates must be evenly divisible by 14.
(b) The government will place an order for each CLIN based on annual seasonal needs.
(c) Days ordered and agreed to outside of guaranteed periods will be considered Optional Use, under the Optional Use rates for each CLIN.
(d) CLINs may be exercised at the Governments discretion. The government intends to issue task orders for the following mission pilots:
(1) ASM Fixed Wing Mission Aircraft – PIC-Mission Instructor/Evaluator Rate: The pricing is to staff with a PIC-Mission Instructor/Evaluator, one or more Government owned or leased aircraft on a daily rate. The contractor should be prepared to staff each CLIN with a PIC-Mission Instructor/Evaluator during the mandatory availability period (guaranteed days) as requested by the government (not to exceed 12 days on and two days off). Enter prices at a daily rate for the time period identified in the. PIC-Mission Instructor/Evaluator daily work hours will be directed by Program, COR, Interagency Dispatch, or the CO. Pilots will be highly mobile, and aircraft are deployable throughout the United States and its territories.
(2) ASM Fixed Wing Mission Aircraft – PIC Rate: The pricing is to staff with a PIC one or more Government owned or leased aircraft on a daily rate. The contractor should be prepared to staff each CLIN with a PIC during the mandatory availability period (guaranteed days) as requested by the government (not to exceed 12 days on and two days off). Enter prices at a daily rate for the time period identified in the CLIN (this daily rate will also be paid for any extension of Fire Season as authorized by this contract).
PIC daily work hours will be directed by Program, COR, Interagency Dispatch, or the CO. Pilots will be highly mobile, and aircraft are deployable throughout the United States and its territories.
(3) ASM Fixed Wing Mission Aircraft Pilot Training/Proficiency Fixed Rate: The rate will be computed by taking the minimum wage rate from the Department of Labor Wage Determination (current at that time), for Nationwide Pilot:
(i) $31.61 x 36.45% = $11.52, $31.61 + $11.52 = $43.13 rounded up to nearest dollar + $44.00
(ii) $44.00 x 8 hours = $352.00
(iii) $44.00 x 1.5 = $66.00, $66.00 x 6 hours = $396.00
(iv) $352.00 + $396.00 = $748.00 Fixed Rate for Pilot Training Days
(4) If needed, adjusted rates will become effective annually on February 1 of each year.
This daily rate is not intended to compensate the Contractor on a one-to-one basis for all hours necessary for pilot training, proficiency or currency in preparation for an Equipment or Mission Verification Check Flight and Examination by the USFS The current rate is $748.00 per day per pilot. The pricing is the daily cost per mission qualified pilot to participate in Government directed training including proficiency. The Contractor will invoice against this CLIN rate when an individual contract pilot is participating in approved training, and not assigned to an aircraft for purposes of conducting actual missions. Training includes simulator, workshops, academies, and other events as directed by the Government and approved by the Program, COR or the
CO.
(5) Smokejumper Fixed Wing Mission Aircraft-PIC Mission Instructor/Evaluator Rate:
The pricing is to staff with a PIC-Mission Instructor/Evaluator one or more Government owned or leased aircraft on a daily rate. The contractor should be prepared to staff each CLIN with a PIC-Mission Instructor/Evaluator during the mandatory availability period (guaranteed days) as requested by the government (not to exceed 12 days on and two days off). Enter prices at a daily rate for the time period identified in the CLIN (this daily rate will also be paid for any extension of Fire Season as authorized by this contract).

(12) Infrared Fixed Wing Mission Aircraft – SIC Rate: The pricing is to staff with a SIC one or more Government owned or leased aircraft on a daily rate. The contractor should be prepared to staff each CLIN with a SIC during the mandatory availability period (guaranteed days) as requested by the government (not to exceed 12 days on and two days off). Enter prices at a daily rate for the time period identified in the CLIN (this daily rate will also be paid for any extension of Fire Season as authorized by this contract).

(i) $31.61 x 36.45% = $11.52, $31.61 + $11.52 = $43.13 rounded up to nearest dollar + $44.00
(ii) $44.00 x 8 hours = $352.00
(iii) $44.00 x 1.5 = $66.00, $66.00 x 6 hours = $396.00
(iv) $352.00 + $396.00 = $748.00 Fixed Rate for Pilot Training Days
(14) If needed, adjusted rates will become effective annually on February 1 of each year.
This daily rate is not intended to compensate the Contractor on a one-to-one basis for all hours necessary for pilot training, proficiency or currency in preparation for an Equipment or Mission Verification Check Flight and Examination by the USFS The current rate is $748.00 per day per pilot. The pricing is the daily cost per mission qualified pilot to participate in Government directed training including proficiency. The Contractor will invoice against this CLIN rate when an individual contract pilot is participating in approved training, and not assigned to an aircraft for purposes of conducting actual missions. Training includes simulator, workshops, academies, and other events as directed by the Government and approved by the Program, COR or the
CO.

A.4 CONTRACT PILOT REQUIREMENTS
(a) Pilot Minimum Background Investigations (MBI)
(1) Homeland Security Presidential Directive (HSPD) 12 background investigations are no longer required by contract. The contractor shall ensure that Flight crew member record checks required in accordance with 49 USC 44703 and 49 CRF 1544.230, regardless of the type of operation being conducted (parts 91,121,125,133,135,137 or public aircraft) are completed. The contractor will request, receive, and evaluate performance and safety related information (as specified by the law and regulation) before allowing any pilot to begin service as a flight crew member under this contract.
Records of compliance will be made available for review when requested by the contracting officer or designated government representative.
(b) Technical requirements-Contracted Pilots
(1) USFS WO Aviation Branch Chief, Pilot Standardization and the National Aerial Supervision Program Manager or approved designee will review all Contractor proposed pilots annually. The Pilot Standardization Branch will review the pilot logbook, certificates, medical, and professional flying experience relative to the proposed CLIN to make a qualitative assessment prior to making a recommendation. The CO will coordinate with the USFS WO Branch Chief, Pilot Standardization and National Aerial Supervision Program Manager for recommendation approval. The agency may use the FAA pilot records database to review proposed pilots. Written CO approval of every contract pilot is required prior to assignment to any CLIN. Contractor pilots shall possess, at a minimum:
(i) Fixed-wing: A current FAA Commercial Pilot Certificate with Instrument Airplane or ATP.
(ii) A current Class II (or higher) Medical Certificate.
(iii) Reference EXHIBIT 2 – PILOT FLIGHT TIME AND TRAINING REQUIREMENTS for specific flight hour and training requirements.
(iv) Contract pilots may be required to demonstrate their proficiency to a USFS Inspector/Standardization Pilot or approved designee prior to final acceptance. If a Contract Pilot fails a Government directed proficiency flight evaluation, the contractor will be liable for all flight and employee costs associated with such evaluation.
(v) Multi-engine – A current MEI is required if a contract pilot is approved / authorized to give flight instruction by the Pilot Standardization Branch or approved designee.
(vi) A current CFI is required if a contract pilot is approved/ authorized to give flight instruction by the Pilot Standardization Branch or approved designee.
(vii) Instrument Flight – A current CFII is required if a contract pilot is approved/ authorized to give instrument flight instruction by the Pilot Standardization Branch or approved designee.
A.5 PERFORMANCE PERIOD
(a) The USFS intends to award one or more Indefinite Delivery Indefinite Quantity (IDIQ) to staff aircraft as needed during the calendar year (January 1 through December 31). A minimum guaranteed days will be established based on the governments need for each CLIN on an annual basis. Additional days of staffing outside of these days will be considered Optional Use, under the Optional Use rates.
A.6 LOCATION OF WORK
(a) Pilots will be deployed to and from designated interagency bases throughout the United States and its territories, as requested by the government. The pilots could receive mission tasking for up to 12 consecutive days within a 14-day period, not to exceed crew rest or duty limitations.
(b) Contract pilots will be required to travel for training as directed. Examples include but are not limited to; mandated simulator training, National Aerial Firefighting Academy, National Aerial Supervision Training Academy (NASTA), Smokejumper workshops, Fixed Wing Standardization, and other events at the direction of the USFS. Ground and flight training will be in accordance with USFS approved aircrew training requirements.
A.7 TRAVEL AND OVERNIGHT STANDARD PER DIEM RATE
(a) Each contract pilot will establish a Home of Record (HOR) from which reimbursable travel expenses will be calculated. Any travel that is not Government directed or approved will be at the Contractor’s expense.
(b) All Government authorized travel expenses between HOR and assigned location (airfare, ground transportation, etc.) will be reimbursed at rates published in Federal Travel Regulations (See Section B-22 for further explanation).
SECTION B
DESCRIPTION/SPECIFICATIONS
B.1 SCOPE OF CONTRACT
(a) The United States Forest Service (USFS) Fire and Aviation Management (FAM) has a requirement to staff one or more agency owned or leased aircraft with contract pilots during the calendar year. Indefinite Delivery Indefinite Quantity (IDIQ) will be issued for this requirement.
Pilot services will be used for multiple missions including initial attack of wildland fires, large fire support, mission pilot and flight crew training, administrative flights, and other missions as deemed necessary by the USFS.
(b) Pilots required to staff CLINs must have been previously qualified in the respective mission (within the past 3 years) and have 100 hours PIC time in fixed-wing airplanes during the preceding 12 months.
(c) Pilots will be fully trained to mission currency and proficiency in accordance with USFS approved training curricula (to include formal check rides) prior to assignment under an aircraft staffing, Contract Line Item Number (CLIN) and task order. Each pilot will undergo an Equipment or Mission Verification Check Flight and Examination by the USFS and/or its delegates. Pilot initial and recurrent training will be directed by the WO Pilot Standardization Branch.
(d) The contractor shall provide full time company employees (FTE) to satisfy task orders. All pilots must be authorized by the Contracting Officer, Pilot Standardization and the Program Area. The contractor shall plan for travel to locations as determined by the Forest Service.
(e) The contract company may use government furnished mission aircraft for pilot training and currency in preparation for Equipment or Mission Verification Check Flights and Examinations by the USFS. The use of government mission aircraft will be in accordance with an approved Pilot Currency/Development and Training Plan. The government will pay the Fixed rate identified in the Mission Aircraft Pilot Training/Proficiency Rate CLIN and the contractor shall reimburse the government for the flight rate and fuel costs of the mission aircraft for all flights associated with these CLINs. All costs associated with pilot currency during a mission CLIN guarantee period will be reimbursed at the mission rate and aircraft costs will be the responsibility of the government.
(f) The government may activate contract pilots to perform mission instruction/evaluation for government pilots when needed in accordance with agency approved mission training.
(g) The intent of this solicitation is to award multiple Firm-Fixed-Price (FFP), Indefinite-Delivery, Indefinite-Quantity (IDIQ) contracts for pilot services, each with a one-year Base period and four one-year Options. The annual contract guaranteed minimum will be based on a contractor provided and government approved Pilot Currency/Development and Training Plan for each approved CLIN using the applicable Mission Aircraft Pilot Training Fixed Rate.
B.2 ORDERING PROCEDURES
(a) Orders for service will be placed with the Contractor as needed. Orders will be filled based on performance, type of pilot needed, cost, and urgency. Orders to the Contractor shall be issued in writing and may include the following type of information:
(1) Order number
(2) CLIN number for type of aircraft pilot is required
(3) Days and days off Schedule for each CLIN
(b) The Government does not guarantee the placement of any orders for service under this Contract and the Contractor is not obligated to accept any orders. When the Government places an order for services, if the Contractor elects to accept the order, either through written acknowledgement or commencement of performance, a Contract will thereby be established. This Contract will include all of the terms and conditions called out under this contract.
B.3 EQUIPMENT REQUIREMENTS
Contractors shall provide all required pilot equipment to support the contract requirements.
(a) Contractors shall provide Class 1 Electronic Flight Bag (EFB) tablet devices running Type B applications for each pilot during contract performance (see FAA AC120-76 for definitions). Tablets must be WIFI and Cellular capable; and have individual professional subscriptions to approved Type B applications such as Foreflight, Garmin Pilot, etc.
(b) The contractor will be required to provide operable Active Noise Reduction headsets for each contract pilot.
(c) The Contractor will be required to provide Personal Protective Equipment (PPE), flight charts and other equipment needed to comply with all FAA and agency policy. See B-6.
B.4 OPERATIONS
(a) General
(1) The Contractor shall operate in accordance with all applicable portions of 14 CFR 39, 43, 61, 65, 91, 135 (including those portions applicable to civil aircraft) and each certification required under this contract unless otherwise authorized by the CO.
(2) A Government Representative, Aviation Manager or Flight Manager may inspect the Pilot’s Interagency Airplane Pilot Qualification Card for currency before any flight. The Flight Manager has mission control and can delay, terminate, or cancel a flight at any time.
(b) Pilot Authority and Responsibilities
(1) The Pilot-In-Command (PIC) is responsible for the safety of the aircraft, loading and unloading of occupants and cargo. The Pilot shall comply with the directions of the Government, except when in the Pilot's judgment compliance will be a violation of applicable federal or state regulations or contract provisions. The Pilot has final authority to determine whether the flight can be accomplished safely and shall refuse any flight or landing which is considered hazardous or unsafe.
(2) The Pilot is responsible for computing and completing the weight and balance document for all flights and for assuring that the gross weight and center of gravity do not exceed the aircraft's limitations. A Government Representative, Aviation Manager or Flight Manager may inspect the weight and balance upon request.
(3) The pilot is responsible for calculating aircraft performance in accordance with the Aircraft Flight Manual (AFM) or Pilots Operating Handbook (POH).
(4) The pilot is responsible for documenting a Flight Risk Assessment Tool (FRAT) before each flight and reviewing outcome with mission crewmember(s).
(5) A takeoff performance briefing with the appropriate flight manager shall be conducted daily and will contain the following elements based on the forecasted worst case environmental conditions:
(i) Takeoff and landing distance required vs. runway available.
(ii) Climb performance to include single engine performance.
(iii) A subsequent takeoff performance briefing will be conducted if during the day a takeoff is performed from an airport with a higher density altitude than originally planned.
(iv) Under no circumstances will a takeoff be attempted if existing environment conditions at takeoff cannot be accurately addressed in the Aircraft Flight Manual (AFM) or Pilots Operating Handbook (POH).
Securing cargo: No equipment such as radios, survival gear, fire tools, etc., shall be located in or on the aircraft in such a manner as to potentially cause damage, injury, or obstruct the operation of equipment or personnel.
(6) Pilots will use an agency approved or 14 CFR 135 cockpit checklist for all flight operations.
(7) The pilot shall not permit any passenger in the aircraft or any cargo to be loaded therein unless authorized by the CO, COR, or assigned Flight Manager.
(8) Aircraft Engine(s):
(i) Prior to passenger or cargo loading/unloading, all engines shall be shut down, and all propellers shall have ceased rotation.
(ii) Aircraft shall not be refueled while engines are running, propellers turning, or with passengers on board.
(iii) The Pilot shall not leave the cockpit of an aircraft unattended while the engine(s) are running.
(9) Night Flying/Operations. Only multi-engine aircraft or single engine turbine aircraft are approved for transporting passengers and/or cargo at night. Pilots flying night missions shall not land at an airport unless it meets Federal Aviation Administration (FAA) airport lighting standards. For pilot night currency requirements see section B-7 (h).
(i) Notwithstanding the FAA definition of night in 14 CFR Part 1, Sec 1.1; for ordered flight missions that are performed under the contract, night shall mean:
30 minutes after official sunset to 30 minutes before official sunrise, based on local time of appropriate sunrise/sunset tables nearest to the planned destination.
(ii) Compliance with 14 CFR (FAR Part 61 and Part 91) shall be met before single engine turbine aircraft flights at night are authorized.
(10) Passenger Briefing. Before each flight, the PIC shall ensure that all passengers have been briefed in accordance with the briefing items contained in 14 CFR 135 including (as applicable):
(i) Use of seat belts and/or shoulder harness
(ii) Ingress/Egress procedures
(iii) Emergency Locator Transmitter (ELT)
(iv) Oxygen system
(v) No smoking within 50 feet of the aircraft
(vi) First Aid Kit
(vii) Survival Kit
(viii) Personal Protective Equipment
(ix) Location and use of Fire Extinguisher
(x) Takeoff and climb performance
(xi) Emergency fuel and electrical Cut-Off Procedures
(xii) Any MEL items not addressed with time remaining before correction
(xiii) Pilot Duty Limitations
(xiv) Hours until next scheduled maintenance CRM and EFB use

(11) Flight Plans. Pilots shall file, open, and operate on a FAA, ICAO, or a USDA-FS approved flight plan for all flights. Contractor flight plans are not acceptable. Flight plans shall be filed prior to takeoff when possible.
(12) Flight Following. Pilots are responsible for flight following with the FAA, International Civil Aviation Organization (ICAO), or in accordance with USDA-FS approved flight following procedures including Automated Flight Following (AFF).
(13) Manifesting, Prior to any takeoff, the PIC shall provide the appropriate USDA-FS dispatch office/coordination center with current passenger and cargo information.
(14) Transportation of Hazardous Material (HazMat)
(i) Aircraft may be required to carry hazardous materials in accordance with 49 CFR. Such transportation shall be in accordance with DOT Special Permit and the Interagency Aviation Transport of Hazardous Materials Handbook/Guide
(NFES 1068).
(ii) A copy of the current permit and handbook/guide and emergency response guide shall be aboard each aircraft operating under the provisions of this special permit.
(iii) It is the Contractor’s responsibility to ensure that employees that may be required to fly hazmat receive training on the requirements and conditions of the Interagency Aviation Training (IAT) Module A-110. Documentation of this training shall be retained by the company in the employee’s records and made available to the Government as required.
(iv) The pilot shall ensure personnel are briefed of specific actions required in the event of an emergency. The Pilot shall be given initial written notification of the type, quantity, and the location of hazardous materials placed aboard the aircraft before the start of any project. Thereafter, verbal notification before each flight is acceptable. For operations where the type and quantity of the materials do not change, repeated notification is not required.
(v) It is the responsibility of the Contractor to ensure that Contractor employees have received training in the handling of hazardous materials in accordance with
49 CFR 172.
(15) Pilots shall remain with aircraft during fueling and witness that it is properly fueled with ordered quantity and fuel type. Receipts will be filed and submitted to the government for processing payment.
(i) Cell Phone Use. Cell phone use is prohibited within 50 feet of the aircraft during fueling operations.
(ii) Smoking is prohibited within 50 feet of fuel servicing vehicle, fueling equipment, or aircraft.
(16) Pilots are responsible for aircraft safety and security in collaboration with the COR/AITS/Flight Manager.
(c) ASM Fixed Wing Mission Aircraft – PIC Mission Instructor/Evaluator
An ASM PIC Mission Instructor/Evaluator is an individual who is fully qualified as a PIC and meets all duties of that position. They are additionally capable, proficient and current to conduct any operation the airplane is approved for from either seat of the aircraft with a new but appropriately rated trainee mission pilot in the other seat. They possess all the appropriate certificates and ratings to teach/instruct any operation that the aircraft is approved for (both basic FAA aircraft operation and fire mission operations). Contracted Instructors/Evaluators shall be capable of conducting operations and teaching/instructing in any fire environment, of any complexity with any number of aircraft, with or without additional aerial supervision with a high degree of safety, effectiveness, efficiency.
(1) Responsible for teaching/training/educating/evaluating all aspects of the ASM mission, to include aircraft and mission preflight preparation; aircraft operations and standards; mission standards, procedures and execution; risk analysis, management and mitigation; post flight debrief and mission analysis and completion of all applicable paperwork and reports.
(2) Responsible for using multiple instructional techniques, methods and concepts to instill in students critical safe mission operation fundamentals and procedures for all aspects of the ASM mission based on student needs and learning style in accordance with agency standards, syllabi and expectations.
(3) Responsible to instruct/teach/educate/evaluate students in any and all areas of Agency/Interagency policy, guides, handbooks, technical bulletins, or other forms of guidance pertinent to the mission.
(4) Responsible to the program manager/student’s supervisor for student evaluations, progress reports, recommendations for increased/additional/extra training needs and even. These recorded evaluations will be submitted weekly via email to the program and the agency employees supervisor.
(5) Contracted PIC Mission Instructor/Evaluator may present recommendations associated with mission training to include academic training standards, syllabi, on the job training evaluation tools and other relevant standards for government consideration.
Any recommendations that are approved by the government will become government property and standards. These products would only be used by the government for government purposes.
(6) The government will assign an Air Tactical Supervisor (AITS) to assist in the instruction and evaluation of government pilots. The AITS is responsible for teaching firefighting tactics and strategies by assisting the contracted instructor/evaluator with documentation, ordering, after action reviews and intermediate and advanced fire and aviation management methods.
(7) Contracted PIC Mission Instructor/Evaluator will have an expert knowledge of:
(i) National Wildland Coordination Group (NWCG) Standards for Aerial Supervision PMS-505.
(ii) N-9065 National Interagency Leadplane Pilot Training Course, Interagency Leadplane Unit.
(iii) 5700 manual (5709.16).
(iv) ALSE handbook.
(v) NWCG Standards for Risk Management (PMS-530).

(3) The government will assign an Air Tactical Supervisor (AITS) to the contract pilot.
The AITS is responsible for firefighting tactics and strategies and may assist the contracted pilot with documentation, ordering, after action reviews and intermediate and advanced fire and aviation management methods. The AITS serves as the mission commander and is the agency point of contact during operations.
(4) The contracted mission pilot must meet or exceed all agency policy requirements and standards that apply to agency employee pilots.
(5) Contracted Pilots will have an expert knowledge of:

(f) Smokejumper Fixed Wing Mission Aircraft – PIC Smokejumper Mission Pilot
A Smoke jumper PIC is an individual who is type rated (if applicable but regardless fully qualified as a PIC) as a PIC in the aircraft and fully qualified to conduct smokejumper operations on a fire. They are capable, proficient and current to takeoff, operate and land the aircraft in any approved weather environment, in day or night conditions, under any emergency circumstance from the left seat of the aircraft with a new, but appropriately rated, copilot in the right seat. A fully qualified PIC shall be capable and proficient to conduct all smokejumper operations with a high degree of accuracy in any fire environment, of any complexity level, with any number of aircraft in the FTA. They should have an advanced level of understanding about fire terminology and tactics. An PIC may not allow an SIC to conduct drops (as the pilot at the controls) from the right seat. All other flight duties may be shared as applicable and appropriate for the aircraft. If two PIC's are crewing the aircraft the standard shall be for the pilot in the left seat to be the pilot in command and conduct smokejumper operations as the pilot at the controls.
Responsible for performing all pilot aspects of the smoke jumper mission, to include aircraft and mission preflight preparation; aircraft operations and standards; mission standards, procedures and execution; risk analysis, management and mitigation; post flight debrief and mission analysis and end of day paperwork and reports
(1) Responsible for knowledge and execution of any and all areas of Agency/Interagency policy, guides, handbooks, technical bulletins, or other forms of guidance pertinent to the mission.

(2) An SIC is an individual who is fully qualified, capable, proficient and current (preferably with a PIC and or SIC type rating but regardless, appropriately rated as an SIC in the aircraft) to takeoff, operate and land the airplane in all approved weather conditions, during day or night, under any emergency circumstance, from the right seat of the aircraft in the instance that the PIC becomes completely incapacitated. They are expected to have a basic knowledge of the FTA and fire communications as well as USFS required flight following requirements and procedures, such that they could depart an FTA, and complete flight following and resource tracking without causing undue burden for other aircraft or dispatch in the event the PIC becomes unable to do so. They should understand basic fire terminology and have an entry level understanding of fire tactics. An SIC MAY NOT be the pilot at the controls during jumper and cargo drop operations while operating on contract. All other aspects of the flight duties may be shared as appropriate for the aircraft.
