About this file

This document contains pricing templates for a federal mobile food services solicitation. The U.S. Forest Service is seeking contractors to provide mobile food services units, meals, and supplemental items to support fire suppression, disaster response, and emergency personnel. Awards will include exclusive use contracts for up to 30 units located at designated dispatch points, as well as call-when-needed blanket purchase agreements to support surge requirements. Contractors must have the capability to operate in both urban and remote wilderness environments. The base period of performance is 1 January 2020 through 31 December 2024. Pricing templates are provided for evaluation purposes for base and option years for meals, supplies, mileage, relocation, and additional equipment.

Note: The DDP preference list is intended to be utilized for clarification of the pricing for each MFSU you propose and may be used to assist the Government in contractor selection. This preference list will be removed from any resulting contract once the MFSU is awarded a specific DDP.

Please provide a separate copy of Section B.5 Schedule of Items – MFSU Item Details and Schedule of Prices for each MFSU proposed for the base year and all option years. For Offerors proposing multiple MFSUs, please specify a unique MFSU Unit Number for each MFSU. Additionally, please check the CWN designation box and provide the CWN dispatch location, so it is clear the pricing is intended for the CWN evaluation, for each MFSU unit intended to be considered for CWN awards. Provided an Offeror has been awarded a contract for at least one of the 30 DDP’s listed above, an additional MFSU, not awarded a DDP, will only be considered for a CWN award if the Offeror submits a separate copy of Section B.5, Schedule of Items – MFSU Item Details and Schedule of Prices, with the CWN designation box checked.

MFSU Schedule of Prices - When proposing your base year (2020) and option years 1 (2021) through 4 (2024) MFSU Prices in this Section, please multiply the Price Per Unit by the Total Estimated Quantities shown to determine the Total Evaluated Amount for each CLIN. Please note CLIN 500 pricing evaluation will be calculated at 50% of the Total Estimated Quantities to evaluate the additional 6 months of performance to account for Option to Extend Services, through 30 June 2025.

The Total Estimated Quantities shown are for price evaluation purposes only. See Section E.4 Evaluation Factors for Award, for additional information.

Prices proposed for Sub Items X01 – X07 (for all years) will be evaluated to determine reasonableness for the effort proposed and to determine the demonstrated understanding of the level of effort needed to successfully perform these services. Supplemental Items X08 – X19 (for all years) are optional items and are not required to be offered. Supplemental Items will not be used for the price evaluation in Section E.4 for contract award. Prices proposed for Supplemental Items will be evaluated for price reasonableness and the Government may include these items in an Offeror’s award if these items are determined to be fair and reasonable. The Government reserves the right to not order these items at any time.
