Purpose of the Amendment: The purpose of this Amendment is to provide List of Attendees as well as answers and clarifications to submitted questions from the February 13 Pre-Proposal Conference.

Description of Changes: See Continuation for List of Attendees, topics covered from the February 13, 2018 Pre-Proposal Conference as well as Questions and Answers provided. No further questions will be accepted after 2:00 PM (1400) MT, February 19, 2018.

The hour and date specified for receipt of proposals is not extended by this Amendment. The Closing Date and deadline for receipt of proposals in response to Solicitation RFP 12024B18R9000 is no later than 2:00 PM MT, February 26, 2018.

Except as provided herein, all terms and conditions of the document referenced in Item 9A or 10A, as heretofore changed, remains unchanged and in full force and effect.

Purpose of this conference is to discuss the requirements as specified in the solicitation.

Solicitation terms and specifications will not change unless the solicitation is amended in WRITING. Questions may be asked at any time. Q & A’s and a list of attendees from this conference will be posted at www.fbo.gov

Solicitation Timelines – Solicitation issued January 26, 2018, Pre-Proposal Conference February 13, 2018, Solicitation Closing Date February 26, 2018 at 1400 MT. Proposals to be evaluated March – October 2018. Pre-Award Inspections of proposed units May/June, 2018, and, at the Government’s discretion, possibly October, 2018.

Estimated awards by November 2018.

Bryce Pitchford – Discussion of Solicitation Sections A, B, G, J, K, L, & M. Emphasized that Sections A, B, K, & Exhibits L.1 and L.2 be filled out completely and accurately. Read the Solicitation thoroughly.

Regarding Section B, note that additional DDP has been added, Winnemucca, NV.

Mileage Rates for Base Year to be provided by Offeror, Escalation of Option years will be performed by the Government for evaluation purposes only.

Section J – US DOL Wage Rate Determination 1995-0221 is Revision No.: 43 dated January 10, 2018 is not expected to change before contract award.

J.5 Interagency Mobile Shower Facilities Performance Evaluation, this form no longer utilizes numerical ratings in accordance with FAR 42.15. Emphasis that Satisfactory performance is the desired target for when performing these services and that the nature of this requirement affords very infrequent opportunities to receive performance ratings higher than Satisfactory.

Section L – Prepare proposals according to the form and format prescribed. Read the Solicitation carefully. Do not include pricing in the Technical portion of your proposal.

Price proposal must be separate.

Offerors may, at their discretion, submit alternate proposals or proposals which deviate from the requirement; provided that an offeror also submit a proposal for performance of the work as specified in the statement of work. Any “alternate” proposal may be considered if overall performance would be improved or not compromised, and if it is in the best interest of the Government. Alternate proposals, or deviations from any requirement of this RFP, must be clearly identified.

Technical proposals must adequately demonstrate the Offeror understands the requirement and will be evaluated to see that it meets or exceeds the stated requirements.

Amendment 01 allows for the submission of conceptual drawing, provided any remodeling or construction of units is complete and unit operational and ready for inspection in accordance with the Government’s stated timelines.

Business proposals must demonstrate the offeror’s ability to perform the services required.

Exhibit L.1 Minimum Equipment Requirements Checklist, all items must be adequately addressed. Items listed reference the stated requirements in Solicitation Sections C & H.

Section M – This Section describes how the Government will evaluate proposals. This Section should be read carefully. The Government intends to award not more than 30 large units, and no more than 10 small units. The Government reserves the right to limit the number of awards. Certain elements of material design, age, and construction have been identified as being favored by the Government. Units that exceed 18 showerheads will not be rated more favorably for this single element beyond 18 showerheads.

Mary Fields – Discussion of Section C. The Solicitation’s technical and administration requirements was summarized. Current dispatch procedures and required shower unit dimensions were emphasized.

Questions and Answers

Bryce Pitchford

Question #1 – Is overnight UPS/FedEx delivery of proposals OK?

Answer #1 – Yes. Proposals must be timely. Late proposals arriving after 2:00 PM (1400) MT, February 26, 2018 will not be accepted. Proposals arriving at the NIFC USPS/FedEx/UPS delivery point, and under the Government’s control before 2:00 PM (1400) MT, February 26, 2018 will be considered timely.

1st Follow-on to Question #1 – Can we hand deliver proposals?

1st Answer for Follow-on to Question #1 – Yes. Hand delivered proposals are “received” when they are in the possession of staff members of the office identified in Section A Solicitation Offer and Award, Block 7. Hand delivered proposals must arrive in our office before 2:00 PM (1400) MT, February 26, 2018. If hand delivering proposals, notify the Gate Guard upon your arrival that you are there to deliver a proposal to the office identified in Section A, Block 7.

2nd Follow-on to Question #1 – Will the Government notify Offerors when their proposals arrive?

2nd Answer for Follow-on to Question #1 – No. Methods are available for Offerors to track their own proposals’ delivery status.

3rd Follow-on to Question #1 – What is the earliest date that we can submit proposals?

3rd Answer for Follow-on to Question #1 – Proposals may be submitted at any time prior to 2:00 PM (1400) MT, February 26, 2018, however, any Amendments issued after the submission of your proposal must be acknowledged and any changes implemented by those Amendments must be addressed before 2:00 PM (1400) MT, February 26, 2018 unless those Amendments extend the Closing Date and deadline for receipt of proposals.

Amendments issued within 48 to 72 hours of the Closing Date will likely include an extension.

Question #2 – For States like California, Oregon, & Washington, do we have to pay the State’s Minimum Wage plus Fringe?

Answer #2 – Yes. All equipment and services provided are required to adhere to all current Federal, State and local laws or regulations.

Question #3 – Will the Government set a time, date and location for each unit to be inspected?

Answer #3 – Yes. As much advance notice as possible will be provided to each Offeror to be inspected.

Section M.3 identifies locations subject to change. Offerors are to identify their preferred location, however, the Government will make the final determination on the locations for evaluations.

1st Follow-on to Question #3 – How will we be notified?

1st Answer for Follow-on to Question #3 – Offerors will be notified directly by the Contracting Officer via e-mail and/or letter.

2nd Follow-on to Question #3 – Will multiple Offerors be present at the inspection locations at the same time?

2nd Answer for Follow-on to Question #3 – Yes. Set-up and inspection will be coordinated and scheduled to allow for multiple units to be inspected at the same location on the same date.

Question #4 – What is the latest date that Amendments will be posted, as we will need time to get our bids to you, eg mail, UPS, FedEx?

Answer #4 – Amendments may be posted at any time right up to the Closing Date and Time. Amendments issued very close the Closing Date will likely include an extension of at least 72 hours. This process is intended to be fair and equitable and not overly burdensome. Amendments issued very close the Closing Date may allow for acknowledgement via e-mail, but that determination will be made by the Contracting Officer.

Question #5 – Is the UEI number our DUNs number? (ref. Section L, FAR 52.204-6, and L.2 System for Award Management FAR 52.204-7)

Answer #5 – For the purposes of this Agency and this Solicitation, Yes, the unique entity identifier (UEI) is your DUNs number.

Question #6 – The Government asks for date the unit is available. Is this the date it’s available for inspection prior to contract award?

Answer #6 – Yes. All remodeling or construction of units necessary to meet Solicitation requirements must be complete and the unit operational and ready for inspection in accordance with the Government’s stated May/June 2018 timeline. Fire season conditions necessitating delayed inspections performed in October will be strictly at the Government’s discretion. Do not assume or plan for an October inspection date.

Question #7 – Can the 1,500 gallons water storage be in a poly tank inside an enclosed trailer?

Answer #7 – Yes, provided that all interior and exterior surfaces of potable water storage can be viewed for inspection. Potable water storage tanks must be constructed of the materials identified as acceptable for potable water in the Solicitation specifications. Interior surfaces of gray water storage do not need to be inspected.

Question #8 – We would like to ask if one of our shower units was not ready for inspection by the time line offered at one of the designated locations - could we bring it to Boise for an inspection at a later date?

Answer #8 – The inspection dates and locations are not specifically identified at this time. All inspections are intended to be conducted in the May/June 2018 timeframe, as long as you are inspected at a location specified during that timeframe it would be deemed acceptable. If you are asking for a specific date to be scheduled outside of our anticipated timeline parameters the answer is no.

Question #9 – In response to Section K and Form SF33, would you like those in paper form or would you like them scanned and on a USB flash drive? If on a USB flash drive, do you want it on the business proposal flash drive, technical proposal flash drive or a separate flash drive?

Answer #9 – Section K and Form SF-33 should be scanned and included as part of the business proposal.

No further questions will be accepted after 2:00 PM (1400) MT, February 19, 2018.
