National Mobile Shower Facilities

Purpose of the Amendment: The purpose of this Amendment is to provide answers and clarifications to submitted questions and to change language in various Sections of the Solicitation.

Description of Changes: See Continuation, Summary of Changes for Questions and Answers and for detailed description of changes. Additional questions regarding this Solicitation may be submitted in writing until February 12, 2018. Solicitation pages that have been amended are attached for replacement.

The hour and date specified for receipt of proposals is not extended by this Amendment. The Closing Date and deadline for receipt of proposals in response to Solicitation RFP 12024B18R9000 is no later than 2:00 PM MT, February, 26, 2018.

Except as provided herein, all terms and conditions of the document referenced in Item 9A or 10A, as heretofore changed, remains unchanged and in full force and effect.

Continuation, Questions and Answers, Summary of Changes RFP 12024B18R9000, Amendment No. 01

Question #1 – Please clarify the dressing room. Does each shower stall need a private dressing area for a reasonably sized person and NOT a communal dressing area?

Answer #1 – Yes. Dressing areas shall, at a minimum:

Be connected to shower stalls providing a combination shower stall with private dressing area. The dressing area size shall be a minimum of 30” x 30” or 900 square inches excluding the seating area (walls do not have to be from floor to ceiling, but must still provide privacy). Units with retractable or folding seating may include this seating area as part of the minimum measurement. Adequate space shall be provided for a reasonable sized person to comfortably use the specified dressing area while the seat is being used. Materials that can corrode or rust are not acceptable.

Question #2 – For section J.9 in the solicitation it is Definitions, which is listed as J.10 in the list of attachments for section J. Which should it be?

Answer #2 – The correct attachment J.9 (Definitions) is now available and there is no J.9 Shower Stall Measurement Guide.

Question #3 – We are proposing to remodel our shower unit however this work will not be completed until the end of the 2018 fire season, therefore pictures cannot be submitted with our offer. Can our plans for these changes be submitted? Our unit will be ready for inspection before the 2019 season and in compliance with the scope of the contract however, if we begin work prior to the 2018 fire season, it may jeopardize our availability.

Answer #3 – Offerors shall be given a date, time, and address for equipment evaluations at the determined locations after the closing date for receipt of offers. The Government anticipates these on the ground equipment evaluations to occur approximately during May/June. If the Government cannot complete all inspections in the May/June timeframe inspections will be completed in October as the fire season may limit the Government’s ability to inspect in the months of July thru September. The Government reserves the right to change locations and times if necessary due to incident activity or other extenuating circumstances. (If you are proposing a unit that is in the process of being built or remodeled; indicate the estimated date the unit will be available for inspection.

Units not available for pre-award inspection will not be considered for award). Offerors that do not provide their equipment for on the ground equipment evaluation shall not be considered for award.

Question #4 – We would like to be a part of next year’s contract, however our current equipment would need to be modified. So our questions are; the timetable for ordering new equipment to meet the new specification of individual shower/dressing rooms, will take several months for the manufacturers to build new shower trailers, so the new equipment probably won't be completed by April or May for the physical inspection and also what would satisfy the proposal requirements on descriptions of equipment that is being built.

Answer #4 – See the Answer to 3. Above.

Question #5 – Under Section M.3 Evaluation Factors on page 92 it reads:

”Subfactor 1: Capacity – Those units providing more shower heads above the stated minimum will be more favorably rated than those meeting the minimum. However when units exceeding 18 showerheads the Government may receive diminishing returns, therefore a more favorable rating will end at 18 showerheads." Our Question is: How are shower units with more than 18 heads evaluated/considered under this subfactor?

Answer #5 – Units with more than 18 showerheads will be rated the same as if there were 18 showerheads.

Question #6 – Will the physical pre-award inspections take place in 2019?

Answer #6 – The Government anticipates these on the ground equipment evaluations to occur approximately during May/June 2018. If the Government cannot complete all inspections in the May/June timeframe inspections will be completed in October 2018 as the fire season may limit the Government’s ability to inspect in the months of July thru September 2018.

Question #7 – The conference is showing in the solicitation to be February 13th at 9 am. However, it states 'This date may change'. It also states 'Specific Location to Be Determined'.

Answer #7 – The conference will be held: February 13, 2018 at the Best Western Vista Inn at the Airport, 2645 W. Airport Way, Boise, ID at 0900 MST.

If a Government shut-down is in place during this time, the meeting will be re-scheduled.

Question #8 – Is there a way for a company to get their name on a list of alternate suppliers in the event that you are unable to meet your demands using the awarded contracts for this solicitation?

Answer #8 – No. However, the Government does maintain a source list of contractors for use in the event the Government runs out of contracted resources. There is no guarantee these resources will ever be used.

Question #9 – I am hoping to find out if there is an incumbent contractor currently performing these services or if this is a new requirement. If there is an incumbent, could you please provide the contract number?

Summary of Changes

78 Amendment 01 requirements of the Government’s specifications/statement of work, or use phrases such as “will comply” or “standard techniques will be employed” will be considered unacceptable and will not be considered further. As a minimum the proposal must clearly provide the following:

(1) Written specifications for each MSFU offered. Complete Exhibit L.1 – Minimum Equipment Requirements Checklist as instructed. In addition, the format in Exhibit L.2 shall be used to list and describe each piece of equipment that comprises the MSFU.

The proposal shall include color high resolution photos and a detailed floor plan indicating equipment location; size of shower trailer; size of individual shower stalls and dressing areas (with dimensions representing they meet the minimum size requirements); traffic flow and layout of the unit (including all peripheral equipment).

Ensure that photos are clearly labeled describing what is in each photo. Each MSFU offered shall be assigned a unique Unit Identification Number as specified in Section D.

Only equipment that is required as part of the MSFU should be included in the proposal.

Miscellaneous equipment such as Contractor’s crew sleeping quarters is not necessary.

All proposed equipment must be set up and operational (to the maximum extent possible) when or if the Government performs their on the ground physical evaluation of the unit. For units to be built, specify the date the unit will be completed and available for use in Exhibit L.1. Unit does not have to be built at time of proposal but must be available for pre-award inspection. Units not available for pre-award inspection will not be considered for award.

(2) Past performance information: For each relevant contract, within the last three years, the Contractor is requested to provide: a) agency/company and customer contact point (name and telephone number); b) period of performance; c) contract number or reference number; d) a description of the contract and relevancy to the current contract.

Do not list every incident your company has been assigned to. Discuss different types of incidents your company has worked on; the minimum and maximum number of days performed on incidents and the minimum and maximum number of personnel your company has serviced on the incidents. Address specific performance failures and how you mitigated the cause of those failures. Provide details regarding timeliness, quality and working relationships with your customers on these incidents. If the MSFU has had a National Mobile Shower Facility Contract from this office within the 2014 to 2018 period, do not submit forms 1276-G (Interagency Mobile Shower Facilities Performance Evaluation Form). These forms are already on file with this office.

The Government will evaluate your organizations past performance in providing services similar to those identified in Section C. Scope. Your past performance will be evaluated on the basis of information obtained from references and other sources, including any information on your company contained in the Government-wide Past Performance Information Retrieval System (PPIRS), a Government-wide past performance database located on-line at PPIRS.GOV. The Government will give greater weight to its own experiences with you, if any, than it will give to reports obtained from others. The Government will not consider past performance more than three years old.

(3) Organizational Experience information: Describe the skills, qualifications, and experience of your personnel in performing tasks similar to those identified in this solicitation. Specifically identify Key Personnel as specified in Section H.3. Provide information about their experience as a Shower Manager. Also describe qualifications and experience of the company, its principles and any Contractors or subcontractors who are expected to be part of the Contractor’s team.

EXHIBIT L.2 MOBILE SHOWER FACILITY UNIT DESCRIPTION

Use the following format to describe each piece of equipment that comprises the MSFU (including all peripheral equipment).

If you are proposing a unit that is in the process of being built or remodeled; indicate the estimated date the unit will be available for inspection. In addition, your proposal must include detailed specifications of all materials to be used indicating that every minimum equipment requirement will be met upon completion of the unit).

Wash Basins UIN & Waiting Area: (Provide a written description and high definition photo of the sink unit describing its condition, number of sinks, age and design. Include colored photos.

Ensure all photos are clearly labeled describing what is in each photo for the Evaluation Team’s consideration).

Provide copies of State Certifications if applicable. Include manufactures product data sheet that demonstrates the materials in the pump housing are made of food grade material or states the pump is suitable for domestic or potable water use. Provide color photos of the impellers on the water pump. Ensure all photos are clearly labeled describing what is in each photo for the Evaluation Team’s consideration).

Peripheral Equipment: (Provide a written description and high definition photo of all remaining peripheral equipment such as tractors, supply vehicles, generators, etc. Identify each piece of peripheral equipment with a unique UIN. Include color photos. Ensure all photos are clearly labeled describing what is presented in each photo for the Evaluation Team’s consideration).

EVALUATION FACTORS FOR AWARD

Subfactor 1: Capacity – Those units providing more shower heads above the stated minimum will be more favorably rated than those meeting the minimum.

However when units exceeding 18 showerheads the Government may receive diminishing returns, therefore a more favorable rating will end at 18 showerheads.

Subfactor 2: Flexibility for gender use – Units designed to provide more flexibility for gender use will receive more favorable ratings than those with fixed gender use.

Subfactor 3: Shower stall material – Units consisting of fiber glass materials for shower stalls will receive more favorable ratings than other materials allowed under this solicitation.

Subfactor 4: Flooring materials – Units with flooring materials that are non-porous and slip proof that do not require removal for cleaning will be more favorably rated than those that require removal.

Subfactor 5: Dressing area – Dressing areas with heavy duty doors will be more favorably rated than those with shower curtains.

Subfactor 6: Age/condition of the unit – Units that are newer than five (5) years old will be more favorably rated than those older than five (5) years old.

Subfactor 7: Potable water truck – Potable water trucks that are dedicated as a stand-alone potable water truck will be more favorably rated than those that are used to transport/store other equipment/supplies.

Physical evaluations of the MSFUs is required for all units considered for award (Shower units must be available for physical pre-award inspections, no concept or blueprint drawings will be considered). The MSFU’s (including all peripheral equipment) shall be set up and operational (to the maximum extent possible) and made available for evaluation during the proposal evaluation period. Offerors shall be given a date and time, for equipment evaluations at the determined locations after the closing date for receipt of offers. Failure to meet the minimum equipment requirements may remove the offeror from further consideration for award. Offerors shall indicate their preferred location and set-up equipment offered in Section B, however, the Government will make the final determination on the locations for evaluations (these locations are subject to change):

Boise/Idaho Falls, Idaho Cedar City, Utah Missoula, Montana Wenatchee, Washington Redding/Riverside, California Cheyenne, Wyoming Albuquerque, New Mexico

Cost for travel and set up will be the responsibility of the contractor. The Government anticipates these on the ground equipment evaluations to occur approximately during May/June. The Government reserves the right to change locations and times if

93 Amendment 01 necessary due to incident activity or other extenuating circumstances. If the Government cannot complete all inspections in the May/June timeframe inspections will be completed in October as the fire season may limit the Government’s ability to inspect in the months of July thru September. (If you are proposing a unit that is in the process of being built or remodeled; indicate the estimated date the unit will be available for inspection. Units not available for pre-award inspection will not be considered for award.) Offerors that do not provide their equipment for on the ground equipment evaluation shall be rejected.

(2) Past Performance: Past performance is a matter of an Offeror’s reputation for integrity and customer satisfaction. Offerors without a record of relevant past performance or for whom information on past performance is not available will not be evaluated favorably or unfavorably and will receive a Neutral rating for this evaluation factor. The Government will evaluate your organizations past performance in providing services similar to those identified in Section C Scope. Your past performance will be evaluated on the basis of information obtained from references and other sources, including any information on your company contained in the Government-wide Past Performance Information Retrieval System (PPIRS), a Government-wide past performance database located on-line at PPIRS.GOV. The Government will give greater weight to its own experiences with you, if any, than it will give to reports obtained from others. Offeror’s with more highly rated past performance records will receive a more favorable evaluation. The Government will not consider past performance more than three years old.

(3) Experience: Experience is a matter of the number of opportunities an offeror has had to do similar work and to encounter the kinds of problems that the Contractor is likely to encounter in the performance of this contract. The Government will evaluate your organizations experience based on the amount of experience in supporting services similar to those identified in Section C Scope. Offeror’s with limited recent experience providing these services will receive a less favorable evaluation. Offeror’s that possess greater levels of experience similar to those identified in Section C Scope, will receive a more favorable evaluation.

(4) Technical Approach: Technical approach is a matter of the offeror’s understanding of the work. Offeror’s that depict a greater understanding of the requirement based on their responses to the information requested in Exhibit’s L.1 and L.2 will receive a more favorable evaluation. Offeror’s that fail to address issues, biobased products, and compliance with the technical approach will receive a less favorable evaluation. The two sub-factors listed below are approximately equal in determining the overall rating for this evaluation factor.

Subfactor 1: Project Management. (Reference Project Management information requested in Section L). Offerors using all bio-based products will receive a more favorable evaluation than those that use minimal or none.

Subfactor 2: Quality Control Plan/Safety Plan. (Reference Quality Control Plan information requested in Section C.1 (e) (11). Quality Control Plan’s that clearly demonstrate the Offerors ability to perform and handle issues will be more favorably rated than those not providing details. Safety Plans that clearly demonstrates Offerors ability for oversight of operations and monitoring of work/rest guidelines will be more favorably rated than those not providing details.

(b) Price Proposal - Each price proposed shall be evaluated to determine its reasonableness for the effort proposed and to determine the demonstrated understanding of the level of effort and equipment needed to successfully perform these services. Award may not necessarily be made to the offeror submitting the lowest priced offer. Also, the award may not be made for technical capabilities that would appear to exceed those needed for successful performance of the work.

The Government may determine that a proposal is unacceptable if the prices proposed are materially unbalanced between line items or sub line items. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line items is significantly overstated or understated as indicated by the application of cost or price analysis techniques. A proposal may be rejected if the Contracting Officer determines that the lack of balance poses an unacceptable risk to the Government. The Government reserves the right to make price/technical trade-offs that are in the best interest of the Government. The Government will evaluate the evaluated price by multiplying the rate for all items in the Schedule of Items times the estimated units for each year in the schedule of items plus other direct cost as applicable in accordance with the following:

To evaluate offers for award purposes, the Government will apply the offeror's proposed fixed-prices/rates to the estimated quantities included in the solicitation, and will add other direct costs if applicable.

M.5 EVALUATION OF OPTIONS (FAR 52.217-5) (JUL 1990)

Except when it is determined in accordance with FAR 17.206(b) not to be in the Government’s best interest, the Government will evaluate offers for award purposes by adding the total price for all options to the price for the basic requirement. This includes options under FAR clause 52.217-8, Option to Extend Services, which appears in this solicitation. Evaluation of options under FAR 52.217-8 will be accomplished by using prices offered in the last option period, which will be added to the base and other options to arrive at a total price. Evaluation of options will not obligate the Government to exercise the option(s).
