12010920R0010 Thorne Bay Quad 1 Renovations
Pre-Proposal Conference Call August 26, 2020 at 8:00 am
Thorne Bay Quad 1 renovations – renovation of four units in quad 1, in Thorne Bay Alaska. Work includes Architectural Barriers Act updates and garage door replacements.
This is a request for proposals issued under the authority of FAR 15 and it is a small business set aside under NAICS code 236118 Residential Remodelers. The small business size standard is $39.5 million.
The Prime Contractor must meet the requirement to qualify as a small business and be able to comply with 52.219-14 Limitations on Subcontracting clause (By submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contract in the case of a contract for --General construction. The concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees.)
Proposals are due by 10 am Alaska time on September 25, 2020. Proposals shall be emailed or mailed.
A bid bond is required and the original must be mailed and received by the proposal due date and time.
Emailed copies are not acceptable. The addresses for mailing can be found in block 8 on the standard form 1442.
Offerors shall acknowledge all amendments to the solicitation with their proposal. An amendment will be issued documenting this meeting.
What to submit Reference Section L-Instructions, Conditions, and Notices to Offerors or Respondents, 52.215-1 Instructions to Offerors-Competitive Acquisition , Addendum (page 23-24).
How will proposals be evaluated: Proposals will be evaluated based on the evaluation criteria identified in Section M Evaluation Factors for Award (page 26-27).
In order to be eligible for award, contractors shall be registered in the System for Award Management and the certifications and representations need to be filled out. The registration must be active.
The successful contract will be required to submit their invoice electronically through the Invoice Processing Platform (IPP). More information can be found at www.ipp.gov.
This project is subject to Construction Wage rates. The Department of Labor wage rate determination is included with the solicitation package as attachment 5
SOW and Plans set posted are drafts (attachments 1 and 4 respectively) – an amendment will be issued with the final version.

Open discussion about the project.
Sean talked about location of the project: it is in Thorne Bay, Alaska. This project is for one (1) quad remodel. There are three (3) quads in the compound. Two (2) have already been remodeled in 2010.
This one is the last one to be upgraded. The project includes the update of two 2-bedroom apartments, and two 1-bedroom apartments. One lower level apartment will be upgraded to ABA standards.
Options include ramp and garage doors. Timeline is to award end of September. There are people living in the apartments now. All but two of the apartments will be vacated by the end of Sep. Contractor will have to work around tenants. After work in the first two apartments is completed, the tenants will be given two weeks to move in to the newly renovated apartments so work may resume. All apartments will need to be ready for occupancy April/May 20201.
Sean highlighted a few things to consider regarding updates to the apartment being upgraded to Architectural Barriers Act standards:
There is requirement to move a wall in first floor utility room that will require relocation of breaker box; to get appropriate width with doorway—electrician needed.
Also moving walls within the 2-bed apartment for turnaround radius for wheel chair. These are the big things to be aware of.
Denise asked about storage of materials and equipment – Sean stated that contractors will be able to store materials in the vacant units. It is possible that there will be space for storage of truck and materials in the compound.
Question: Is quad 1 the one closest to the bunkhouse/warehouse?
Response: Quad 1 is the furthest away from the warehouse. On uphill side of the compound. Plans have a minor detail, on the front cover, showing the location of the quad to be worked on.
Question: There are multiple garage doors – will the contractor replace all garage doors?
Response: Yes, there are 12 garages, one for each unit of quads. Contractor will replace all of them.
Question: Is exterior painting of this building part of the project?
Response: Exterior painting, of this building, is not part of this project.
Sean stated that the work hours are identified in the specification. Contractor may submit a request to work outside the stated work days and hours for weekend work or later afternoon/evening work.
Forest Service must notify residents when work will be done outside of the agreed hours for work.
Sean stated that Forest Service intent is to copy the 2010 remodel. The exceptions for this project is that flooring will not be carpet, this project uses laminate. Also, this project calls for the ADA apartment to have ADA compliant appliances installed.

Question: Does this project require complete repaint of the interior?
Response: Yes. The interior of each apartment will be completely repainted.
