Executive Summary

Overview: This summary describes a Request for Proposals (RFP) issued by the USDA Forest Service for construction service activities related to Stream Crossing/Aquatic Organism Passage (AOP) located across all Ranger Districts of the Tongass National Forest. These activities include, but are not limited to, work associated with stream dewatering, cofferdam construction, excavation, culvert/bottomless pipe-arch/bridge placement, simulated streambed installation, re-watering, road re-construction, and traffic control. The work will principally focus on restoration of aquatic organism passage or improvement of watershed conditions by replacing undersized and/or deficient culverts. The strategic intent of this work is to award 12-15 projects over a five

(5) year period, each valued at <$500,000.

1. Set Aside: This requirement is set aside for Historically Underutilized Business Zone (HUBZone) small business.

2. Multiple Award Indefinite-Delivery/Indefinite-Quantity (IDIQ) Contracts: The Government anticipates award of multiple Indefinite Delivery/Indefinite Quantity (IDIQ) contract(s) under which individual Task Orders will be issued on a Firm-Fixed-Price (FFP), Time and Materials (T&M), or a hybrid FFP/T&M basis. The awarded contract(s) will have a three (3) year ordering period, with an Option to extend the ordering period for an additional two (2) years. The general work under the IDIQ contract are described in Section C of the solicitation.

3. Scope of Work: The specific work will require complete construction of the projects described in the scope of individual Task Order(s). Unless otherwise provided, the Contractor shall furnish all labor, materials, equipment, tools, personal protective equipment, transportation, and supplies, and perform all work required to complete the project(s) in accordance with (IAW) drawings, specifications, and terms of the contract.

Task Orders will identify any government-furnished material that may include rocks, gravel, and bridge superstructures.

4. Bonding Requirements: The Solicitation process will include bonding requirements IAW Federal Acquisition Regulation (FAR) Part 28 (bonds will be required at the Task Order Level only; however, the ability to obtain bonds will be considered under FAR

9.104 for award of each basic IDIQ contract).

5. System for Award Management (SAM) Registration Requirements: IAW FAR Subpart 4.1102, an active SAM account is required at the date and time set for proposal submissions. Offerors whose SAM account is not active when proposals are due will not be considered.

6. Construction Wage Rates: Adherence to Construction Wage Rate Requirements Statute (formerly known as the Davis-Bacon Act) wage determinations IAW FAR Subpart 22.4.

7. Schedule of Supplies and Services: Within the Schedule of Supplies and Services (Section B of the RFP), offerors will provide fully burdened hourly rates for labor categories that will be used in performance of work as well as hourly equipment (with operator) rental rates. These fully burdened rates will be included in the contractors’ IDIQ contract as not to exceed rates for calculating prices in response to task announcements. The term “fully burdened” means hourly rates that include employee wage rate with fringe benefits; other labor expenses, G&A, overhead and profit. While the solicitation will require submission of hourly rates, Task Orders will – for the most part – require pricing for units of work such as Construction Survey and Staking, Soil Erosion and Pollution Control, Removal of Existing Culvert, Excavation, Seeding, etc., on a lump sum/FFP basis. Materials and Mobilization will be priced at the individual Task Order level.

8. Payment: Payment will be made only for, and under those, Contract Line Items (CLINs) included in the Task Order. All other work and materials will be considered incidental, or indirect to, and included in the payment for items shown.

9. IDIQ Contract Pricing: Hourly rates listed in the schedule will be binding ceiling/not to exceed rates. Contractors will use those hourly rates to price tasks at the individual Task Order level; however, reduced rates may be offered/used when pricing individual task orders.

10. Task Order Pricing: All Items not described as Time & Materials in the individual Task Order Schedule will be Firm Fixed-Price and not subject to adjustment after Task Order award.

11. Minimum Quantity:

(A) Primary Method for Ordering of Minimum Quantity: The minimum quantity for each IDIQ contract is $2,500 (see Section I, FAR 52.216-19 Order Limitations). To satisfy the “minimum quantity” (also called the “minimum guarantee”) associated with the contract(s), the Government anticipates award of Task Order(s) in excess of the stated minimum within the first year.

(B) Subordinate Method for Ordering of Minimum Quantity: In the event an IDIQ Contract holder has not received a Task Order in excess of the minimum quantity within

11.5 months after award of their basic IDIQ contract, the minimum will be satisfied through a Task Order valued at a minimum of $2,500 for work to be performed at one of the Contractor’s selected Forest Service locations identified in the RFP.

At the time proposals are submitted, each offeror will have an opportunity to select a Tongass National Forest Ranger District location where work associated with meeting the $2,500 minimum quantity will be performed. Task Orders issued for the sole purpose of satisfying the minimum quantity will be priced based on the equipment hourly rates in the contractor’s IDIQ contract schedule of items only and will not include reimbursement of mobilization by the Forest Service. For example, if a contractor is located in Juneau, they may select work to be performed only in Juneau for a Task Order awarded to meet the contract’s $2,500 minimum quantity. As another example, if a contractor is located in Ketchikan and is willing to perform work in Ketchikan, Craig, and Thorne Bay (for purposes of meeting the $2,500 minimum quantity), that contractor may select “Ketchikan, Craig and Thorne Bay” (or any other location) from the list provided in the solicitation.

Selection of a work site related to this subordinate process for ordering the minimum quantity does not limit the contractor from competing on any Task Order in any location during the entire contract period.

12. Evaluation: Offerors will provide proposals, adherent to requirements found in Section L of the solicitation, that are valid for a minimum of 120 days. Proposals will be evaluated in accordance with the evaluation criteria and evaluation procedures stated in Sections L (see Section L-11) and M of the solicitation. Base IDIQ contracts will be awarded to all qualified offerors who meet the minimum requirements.
