About this file
This is a Solicitation Evaluation Criteria document from the Nebraska Department of Administrative Services for RFP 120005 O5 for Consulting and Actuary Services, with responses due January 6, 2025. The evaluation process includes mandatory requirements for a signed Contractual Agreement Form, Corporate Overview, Technical Approach, and Cost Sheet. The evaluation criteria consists of three main components: Corporate Overview (25 points), Technical Approach (55 points), and Cost Sheet (20 points), totaling 100 possible points. An optional oral interview may add up to 20 additional points, bringing the maximum possible score to 120 points.
The cost evaluation methodology uses a formula where the lowest cost submission receives maximum points (20), with other submissions scored proportionally using the formula: (Lowest Cost Submitted / Cost Submitted) x Maximum Possible Cost Points = Cost Points to Award. The document includes example calculations demonstrating how this formula is applied to different cost scenarios.
