About this file
This document is a Request for Proposal (RFP) for a Fire Investigation Case Management System issued by Harris County for the Harris County Fire Marshal's Office (HCFMO). The county is seeking proposals from qualified vendors to provide a comprehensive fire investigation case management system for a one-year contract beginning approximately December 1, 2025, with the potential for four additional one-year renewal options. The system must provide a full operational lifecycle of fire investigation case management, including digital tools for documenting fire scenes, multimedia support, integrated auto-fill capabilities, report generation, and advanced features like AI-enabled image analysis and transcription services.
The RFP requires vendors to submit a detailed implementation plan, provide 24/7 technical support, ensure end-to-end encryption, comply with CJIS security protocols, and offer a cloud-based or hybrid deployment model that eliminates the need for internal IT infrastructure. Pricing is expected to be flexible, with anticipated Time and Materials (T&M) pricing for some services and fixed pricing for others, with a total "not-to-exceed" project price. Vendors must provide a comprehensive fee schedule including licensing models, resource classifications, all costs and fees, and a payment schedule. The system must also include a minimum of sixteen hours of initial on-site training for up to fifty users, monthly online training sessions, a video tutorial library, and written documentation.
