About this file

This document is a Request for Proposal (RFP) from Harris County for a comprehensive fire investigation case management system for the Harris County Fire Marshal's Office. The RFP seeks a vendor to develop and implement a sophisticated digital system with core capabilities including initial incident reporting, case lifecycle management, evidence tracking, geographic information system integration, and advanced analytics. The system must support multiple case types such as structure fires, vehicle fires, wildland fires, and arson investigations, with specific requirements for case assignment, evidence management, evidence sharing, incident mapping, and reporting functionalities tailored to Harris County's operational needs.

The evaluation criteria for selecting a vendor is weighted across multiple sections, with Scope of Services (35%), Experience and Qualifications (25%), and Implementation Plan (15%) being the most significant factors. Pricing is allocated 10% of the evaluation. The RFP emphasizes the need for CJIS (Criminal Justice Information Services) compliance, with requirements for background checks, security certifications, and adherence to Texas Department of Public Safety standards. Vendors will be compensated monthly on a milestone or progress-payment basis, and the county anticipates awarding to a single vendor, though they reserve the right to select multiple vendors if deemed appropriate. The successful vendor must provide a payment bond if subcontractors are utilized and have robust policies for managing potential data breaches.
