About this file
This is a Pricing Sheet for RFP #269.2026.186 for Emergency Mitigation Clean-Up Services issued by the City of Charlotte, North Carolina. The City seeks qualified contractors to provide rapid-response emergency mitigation and cleanup services across its portfolio of approximately 180 buildings, including municipal offices, fire stations, police facilities, equipment shops, and cultural venues. Services encompass containment, demolition, disposal, drying, cleaning, and decontamination for water and smoke damage incidents in compliance with IICRC standards and RIA guidelines. The contract has an initial term of three years, with the contractor required to provide all labor, materials, equipment, and supervision as directed by the City's Project Manager across various City locations, including the Airport and Charlotte Area Transit System facilities.
All pricing must be submitted in United States dollars on an all-inclusive basis covering every aspect of the project. Hourly rates and unit prices must include labor, materials, equipment (owned or rented), overtime, transportation, hand tools, overhead, profit, equipment cleanup and decontamination, with no separate trip charges or fuel surcharges permitted. The pricing sheet establishes unit rates for categories including emergency service calls, water extraction by category and area, equipment rental (air movers, dehumidifiers, negative air fans, PPE), demolition and cleanup (trim removal, ceiling tiles, drywall, carpet), and cleaning services (carpet, vinyl, hardwood, and laminate flooring treatments). Prices must remain unchanged for one year following contract execution, with rates differentiated between regular hours (Monday-Friday, 8 AM-5 PM) and after-hours service. Two sample projects are provided to illustrate pricing application for common scenarios including plumbing overflows and major roof leaks with storm water damage.
