About this file

This is a minimum insurance requirements document for the Utility Bill Collection Services contract issued by Broward County's Water and Wastewater Services Agency in Florida. The contract requires vendors to maintain comprehensive general liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, along with auto liability coverage if driving is required for service performance. Additional mandatory insurance requirements include workers' compensation at statutory limits if vendors provide on-site services, employers' liability coverage with $100,000 minimum per accident, cyber liability with $1,000,000 per claim (maximum $100,000 deductible), professional liability/errors and omissions coverage with $1,000,000 per claim (maximum $100,000 deductible), and crime and employee dishonesty insurance with $500,000 per claim where Broward County is named as loss payee.

The contract stipulates that Broward County must be named as an additional insured on all liability policies, with the vendor's insurance providing primary coverage without requiring contribution from the County. A waiver of subrogation applies in favor of Broward County, and for claims-made policies, insurance must be maintained and evidence provided for a minimum of three years after contract completion. Excess liability or umbrella coverage may be used to supplement minimum liability requirements. The solicitation is being conducted through the BPRO electronic submission system, with vendors required to submit all responses electronically and receive a submission receipt by the specified closing date and time.
