About this file

This is a Specifications and Requirements document for Utility Bill Collection Services issued by Broward County Water and Wastewater Services (WWS) in Florida. The County seeks a vendor to establish and operate a network of payment collection locations throughout its service territory at no cost to the County. WWS currently serves approximately 60,000 customers across central and eastern Broward County through two customer service payment offices and desires to expand customer payment options through a vendor operating minimum 24 geographically distributed locations, with specific minimum location requirements in 11 cities and towns including Fort Lauderdale (4 locations), Pompano Beach, Deerfield Beach, Davie, Dania Beach, Hollywood, Lauderdale Lakes, Lauderhill, North Lauderdale, Oakland Park, and Pembroke Pines/Weston (each requiring 2 locations). Prior to contract award, vendors must successfully demonstrate automation capabilities through three comprehensive tests within ten business days, including creating and sending test transactions, uploading a compliant CSV file to the WWS SFTP site, and processing a cash-only file to correctly mark restricted accounts within their system.

The vendor shall charge customers a non-refundable administrative fee not to exceed $3.00 per transaction during the initial contract period, with potential increases upon renewal capped at $4.00 per transaction over the agreement term. All services are provided at no cost to the County, including real-time payment processing, secure website access for payment lookup and validation, unique receipt numbers, automated ACH fund transfers within two business days of collection, and daily summary reporting. The vendor must transmit payment data electronically via SFTP in comma-delimited CSV format according to a specified schedule between midnight and 2:00 a.m., provide signage at each location to attract minimum 3,000 monthly customer payments, maintain compliance with Broward County's Standard Service Level Agreement for security, and accept a cash-only negative check file to prevent payments on accounts with two returned checks within a rolling twelve-month period. The County reserves audit rights and will deem any vendor unable to meet pre-award demonstration requirements as non-responsible.
