About this file

This document is an Actuarial Valuation Report for Other Postemployment Benefits (OPEB) prepared by HUB International for the City of Burleson, Texas, as of October 1, 2023, in compliance with Governmental Accounting Standards Board Statement 75 (GASB 75). The report provides a comprehensive analysis of the city's postemployment healthcare benefits for its employees, covering 399 active employees and 8 retirees (with 1 covered spouse) as of the measurement date of September 30, 2024.

The valuation reveals a Net OPEB Liability of $4,541,981, calculated using a discount rate of 4.06%, which represents a decrease from the previous year's rate of 4.87%. The Annual OPEB Expense is $393,408, an 18.6% decrease from the prior year. The report details various actuarial assumptions, including a 2.50% inflation rate, healthcare trend rates starting at 6.21% and decreasing to 4.14% by 2041, and specific eligibility criteria for retiree benefits. To qualify for the employer-provided subsidy, participants must be at least 58 years old and have 20 or more years of service with the city. The valuation highlights the complexity of estimating future healthcare costs and emphasizes that the actual costs may differ from the projections due to various economic and demographic factors.

Certification and Reliance As requested by The City of Burleson, we have performed an actuarial valuation as of October 1, 2023, under Governmental Accounting Standards Board Statement 75, “Accounting and Financial Reporting for Postemployment Benefits Other Than Pensions”. The results of our calculations are detailed within the enclosed report. The data, assumptions, methods, and plan provisions upon which our calculations rely upon are also specified and follow the guidance set for by the American Academy of Actuaries and the Actuarial Standards Board to the best of our knowledge.

The actuarial computations included herein are for The City of Burleson, and their auditor, to be used for fulfilling the accounting requirements for GASB 75 only. Actuarial computations for any other purpose may differ significantly from the results included in this report. As with any similar actuarial study, this valuation attempts to estimate the future behavior of plan participants and the associated costs to the Plan Sponsor of providing these OPEB benefits well into the future. The true cost of the employer sponsored retiree welfare plan will not be known until all eligible participants are exhausted and all benefits due are paid.

We have relied upon, without audit, the employee census data and other information as provided by the City. The census data was collected as of October 1, 2023. If actual employee data deviates from the information the study was based upon, the results included in our report could be materially affected.

On the basis of the preceding, I hereby certify that to the best of my knowledge and belief, this report is complete and accurate and has been prepared in accordance with generally recognized and accepted actuarial principles and practices which are consistent with the applicable Actuarial Standards of Practice.

Exhibit 1 Changes in Net OPEB Liability

The City’s defined benefit plan provides Postemployment Benefits Other Than Pensions (OPEB) for all permanent full-time general and public safety employees. The net OPEB liability was measured as of September 30, 2024, and the total OPEB liability used to calculate the net OPEB liability was determined using a valuation date of October 1, 2023. The following table show the roll forward of the Net OPEB liability for the current fiscal year.

Assumption Changes: Since the prior valuation, the discount rate has decreased to 4.06% from 4.87% Per capita claims costs were also updated

The two tables below show the Net OPEB liability along with the liability if a 100-basis point change was made to the discount rate (below left table) and the healthcare trend rates (below right table) as of September 30, 2024. The purpose of showing the liability sensitivity information below is to help the statement user understand the volatility in the plan liability resulting from changes in these two key assumptions

Marriage Assumptions 80% of participants are assumed to be married at retirement Age difference: Husbands are assumed to be three-years older than their wives

Healthcare Specific Assumptions Per capita costs for Pre-65 retirees were derived based upon the fully insured rates on a retiree only experience basis. Medicare eligible retirees are assumed to rescind the City’s plan and take Medicare coverage. The per capita claims costs adjusted by age are to be used only for the GASB 75 valuation and no other purpose.

Key Assumptions:

Valuation date of October 1, 2023 Trend includes an implicit inflation rate of 2.50%, per annum and includes a provision for

COVID-19 to reflect a temporary increase in costs for the fiscal year ending 2021 Any Medicare Part D subsidy was not reflected in our estimate

Per Capita Benefit Costs Weighted Average of HDHP and PPO Plans

Participation Rate Assumption The participation rate for future retirees is based upon years of service at retirement as shown below:

Retirees Spouses

Participation Rate Assumption (Continued) However, any participant that retires prior to age 50 is assumed to waive the City’s healthcare plan. For any future retiree assumed to elect retiree healthcare, their spouse is assumed to waive coverage.

Lapse Rate Assumption 40% of retirees are assumed to drop coverage at the time the employer subsidy ends.

Administrative Expenses and Stop Loss Premiums The per capita claims costs include a 7% load for administrative expenses and a 10% load for stop loss premiums where both are assumed to escalate with the healthcare trend rates each year.

Medical & Pharmacy Healthcare Trend Rates The trend rates shown below are based upon recent experience and projected future cost increases made of components such as price inflation (CPI-U), utilization, and new treatments and pharmacy offerings. The initial year includes a component for expected increases in costs due to COVID-19.

Year Ending Rate 2023 6.51% 2024 6.21% 2025 5.92% 2026 5.72% 2027 5.42% 2028 5.13% 2029 4.83% 2030 4.63% 2031 4.34%

2032 - 2040 4.24% 2041 + 4.14%

Other Welfare Benefits Since retirees pay the full premium for all other OPEB benefits (dental and vision), no liability is included in this valuation as no implicit subsidy exists for these benefits.

Actuarial Methods

Actuarial Methods The Actuarial Cost Method (ACM) is a particular technique used by the actuary for establishing the amount and incidence of annual actuarial costs. The ACM determines the portion of the ultimate cost of a benefit plan which should be allocated to each hear (known as the normal cost). The cost method is thus a budgeting tool which helps to ensure that the benefit plan will be adequately and systematically funded.

For employer financial reporting purposes, GASB 45 allows six difference funding methods in determining the amount of OPEB funding amounts and benefit liabilities. For this valuation, we have used the Entry Age Normal (EAN) funding method assuming a level salary percentage.

The EAN funding method with a level salary percentage essentially derives the normal cost so it remains a constant percentage of the participant’s salary from their hire age over their entire working lifetime. The Actuarial Accrued Liability (AAL) is the result of subtracting the Present Value of Future Normal Costs (PVFNC) from the Present Value of Future Benefits (PVFB) for each employee.

The Annual Required Contribution (ARC) and benefit liabilities of the Plan are derived making certain specific assumptions as to rates of interest, mortality, turnover, etc. which are assumed to hold for many years into the future. Since actual experience may differ somewhat from the assumptions, the costs determined by the valuation must be regarded as estimates of the true costs of the Plan.

The Actuarial Value of Assets (AVA) is a particular technique used by the actuary for developing the asset value to be used in the derivation of the Unfunded Actuarial Accrued Liability (UAAL). The AVA used for the current valuation is not applicable because the City does not pre-fund OPEB benefits.
