About this file
This document is an Input/Output and Control Strategy document from the Eastern Municipal Water District, detailing technical specifications and control strategies for two specific water infrastructure facilities: the B4160 Quail Valley Booster and the L3351 Baxter Lift. The first section provides a detailed input/output matrix for current Kingfisher template programs, mapping various modules including power supply, CPU, communication, digital input, analog input, and output modules across 16 slots with specific channel and voltage configurations.
The control strategies for the two facilities outline their operational parameters and communication protocols. The Quail Valley Booster is a 3-pump tank level controlled booster with two 75 HP pumps and one 40 HP pressure booster pump, controlled via a 4-20 Ma signal and managed through an OIT Log-In screen or IOC interface. It features pump staging control, pump rotation capabilities, and multiple alarm conditions including high discharge pressure, low suction pressure, pump failures, and power failures. The Baxter Lift is a two-pump analog controlled lift station with soft starter submersible pumps, utilizing an analog control system that reads the wet well levels and includes hydro-ranger and high wet well control mechanisms. Both facilities use TS4000 radios for communication with the IOC, with the Quail Valley Booster having additional link radio capabilities.

CONTROL STRATEGY
B4160 Quail Valley Booster Control Strategy
RTU 64 DA
Quail Valley Booster is a 3-pump Tank Level controlled Booster. Pumps 1 & 2 are 75 HP and can be controlled manually or by the IOC via pump rotation. Pump 3 is 40 HP pressure booster pump
Controls
By sending a 4-20 Ma signal from Quail Valley 2 Tank the plant can be set for two independent stages
a) Pump Staging Control, By accessing the OIT Log-In screen or contacting the IOC set points can be entered for each stage. These set points are the on and off level points of the Tank.
b) Pump Rotation, By accessing the OIT Log-In screen or contacting the IOC rotation of the pumps can be changed.
c) High Discharge, By accessing the OIT Log-In Screen or contacting the IOC a set point can be entered to shut off the pumps if the discharge pressure is too great.
d) Low Suction, By accessing the OIT Log-In Screen or contacting the IOC a set point can be entered to shut off the pumps if the suction pressure is to low.
Alarms
a) High Discharge Pressure
b) Low suction Pressure
c) Pump Fails
d) Flow Fails
e) Intrusion
f) AC power Fail
Radio Communications
Quail Valley Booster uses a TS4000 radio to communicate with the IOC. The signal is sent to the IOC. Direct path to FEP 4 DA. It also has link radio to S4160 Quail Valley 2 (Master) to communicate with via L3334 Newport West Lift (Ext)
L3351 Baxter Lift Control Strategy
RTU 181 CA
Baxter Lift is a two-pump analog controlled Lift Station. Pumps # 1 and #2 are Soft Starter controlled submersible pumps.
Controls
An Analog Control System That reads the wet well controls the plant.
e) Pump Staging Control, By entering on and off set points for stages 1and 2 and desired pump rotation at the OIT the RTU will call the pumps.
f) Hydro-Ranger Control, Using the ultrasonic signal a set point has been hard coded in the RTU show low level and/or high level to generate a system fail/alarm.
g) High Wet Well Control, A high wet well alarm is generated by the floats in the wet well. When the level in the wet well raises the float a Warwick relay is tripped. During this period a time-delay relay is energized turning both pumps on for a specified time period.
Alarms

h) Bubbler Fail

j) AC power Fail
k) Generator Run
l) Generator Fail
m) Pump Fail Pumps All Pumps
Radio Communications
Baxter Lift uses a TS4000 radio to communicate with the IOC. The signal is sent via the TS4000 radio to E. Holland Repeater to the IOC.
