The County is interested in both lease and ownership models. Vendors may include one or both options in their cost proposals.
(G) Terms and Conditions (5 points). Vendors that accept the County’s Professional Services Agreement with no revisions are preferred to vendors that request revisions. Determining whether any proposed revision is acceptable requires judgement. Minor revisions may be accepted without concern, while larger revisions may be grounds to disqualify a response.
10.3 Procedure. Submitted proposals will be reviewed by the Selection Committee. Proposers who are deemed, based on the selection criteria, fully qualified and best suited among those submitting proposals may be requested to participate in discussions regarding their proposals. Discussion will cover cost, methods of operation, and all other relevant factors.

10.5 The Commissioners may request proposers participate in additional discussions regarding their proposals in order to make a decision on which proposer is offered a contract.
10.6 Contract negotiations will be conducted with the proposer chosen by the Commissioners. If a satisfactory agreement can be reached, the contract shall be awarded to the proposer; otherwise, negotiations will be conducted with a subsequent proposer until a satisfactory contract can be established or until the Commissioners determine that rejection of all proposals is in the best interest of the County.
11.0 Method of Award
11.1 The award will be made to the proposer whose proposal is determined to be professionally and technically complete. The selection process may, however, include a request for additional information or an oral presentation to support the written proposal.
