About this file
This is a specification document from the City of Midland, Texas, for a maintenance project involving the cleaning and disposal of Aqueous Film-Forming Foam (AFFF) from four Oshkosh 1500 Striker trucks and one onsite AFFF storage tank. The project requires a comprehensive service that includes removing AFFF concentrate, cleaning all surfaces that have contacted AFFF using enhanced methodologies such as heat, solvents, or reagents, collecting and disposing of rinsate, and providing a spill prevention plan. The project also mandates PFAS analytical testing to verify effective removal and documentation of all services. A pre-bid conference is scheduled for October 13, 2025, at the Midland International Air & Space Port, and potential bidders are required to contact Josh Batten to confirm their interest.
The specification requires bidders to demonstrate prior experience in cleaning PFAS from Aircraft Rescue and Firefighting (ARFF) trucks, including providing examples of previous work and analytical test results. Contractors must comply with FAA, TSA, and Midland Airport rules and standards. The successful bidder must submit a certificate of product liability insurance and provide technical data covering the proposed service. The document includes extensive waiver provisions that bidders must agree to, including waiving claims against the City of Midland for attorney's fees and other potential legal actions related to the bid process. The delivery address for the project is the City of Midland – Airports at 9506 La Force Boulevard, Midland, TX 79706.
