About this file
This document is an Affidavit of Eligibility from the City of Midland, Texas, pertaining to local bidder preferences for municipal contracts. The affidavit allows local businesses whose principal place of business is within Midland city limits to receive special consideration when bidding on contracts valued between $50,000 and $100,000 for services or $500,000 for commodities. Under specific conditions, if a local bidder's bid is within 5% of the lowest bid from a non-Midland bidder, the City may choose to award the contract to the local business, particularly if the City Council determines the local bidder offers the best combination of contract price and potential economic development opportunities for Midland.
The affidavit requires bidders to provide detailed information about their local business, including confirmation of their principal business address within Midland city limits, number of local residents employed, year of establishment, sales tax information, and tax payment history. Businesses must submit this completed form to the Purchasing Manager at the City of Midland to be considered for the local preference. The document includes a penalty of perjury clause stating that intentionally submitting false information will result in a one-year prohibition from bidding on City of Midland products and services, which serves as a deterrent against fraudulent claims.
