About this file

This is an Evaluation Panel Report from the Finance Department Purchasing Services of Madison, Wisconsin, documenting the results of RFP 11101-0-2022-BG for Material Compaction Testing, Soils Investigations, Drilling and Well Construction, Asphalt Pavement Testing, and Concrete Testing services. The Request for Proposals was issued on November 15th, 2022, with one addendum containing questions and answers released prior to the December 13th, 2022 proposal deadline. Three proposals were received on time from CGC Inc., GESTRA Engineering, and Soils & Engineering Services Inc. The evaluation panel conducted independent technical evaluations and met via Zoom on December 23rd, 2022 to review both technical and cost components of the submissions.

CGC Inc. was selected as the final award recipient, having achieved the highest technical evaluation score and the lowest total cost for the selected items used most frequently annually by the City. The evaluation determined that significant cost savings would be realized through CGC's services, specifically because the firm does not charge separately for laboratory technician services and offers the ability to utilize a Check Point test at $55 per test instead of a 3 Point Proctor at $165 per test. The local purchasing ordinance did not impact the outcome of this bid evaluation.
