About this file
This is a Software Functionality Matrix for the Incorporated County of Los Alamos Procurement Division in New Mexico, establishing minimum features and functionality requirements for a Clerk Recorder System (RMS) through solicitation RFP27-21. The procurement seeks a comprehensive records management solution that supports the County Clerk's Office operations, including document recording, indexing, searching, and public access capabilities. The system must accommodate approximately 278,000 records and 131,000 historical documents totaling approximately 100GB of data requiring migration from the existing system. Offerors are required to complete the functionality matrix by indicating how their proposed solution meets each requirement using a standardized legend (S for standard functionality, C for customization, M for modification, N for unable to provide, or T for third-party provision) and provide detailed descriptions of their approach. Selected finalists must be prepared to demonstrate all features and functionalities during scheduled presentations. The County reserves the right to award any offeror whose combination of functionality or proposed alternate solutions best meets its needs.
The matrix details fourteen major functional categories encompassing general functionality, core recording operations, electronic recording (eRecording), indexing, searching, redaction and restricted records management, public portal access, marriage records processing, probate records, financial system integration with Tyler Munis, assessor system integration with Tyler Eagle Assessor, reporting and analytics, data migration and disaster recovery, and comprehensive training and support. Key requirements include AI-assisted indexing with accuracy statistics, automatic and manual redaction of personally identifiable information, compliance with PRIA eRecording standards, integration with First Data credit card processing, support for unlimited users with role-based access controls, non-proprietary image storage at 300dpi or higher, and online marriage license application functionality with digital signature capture. The County expects vendors to provide software enhancements, patches, and new versions at no additional cost, unlimited online training resources, advanced system administrator training, and detailed migration services with validation and reconciliation reporting, with no specific pricing information, contract term, or renewal options detailed in this requirements document.
