About this file

This is a Software Functionality Matrix for RFP27-21, a Clerk Recorder System procurement issued by the Incorporated County of Los Alamos, New Mexico Procurement Division. The County seeks to procure a Records Management System that supports recording operations for land, marriage, probate, and government records, with capabilities including high-volume document imaging, AI-assisted indexing, optical character recognition, redaction of protected personal information, and integration with existing county financial and assessor systems. The system must provide a public portal for online record searching and document purchase, subscription-based access for title companies, secure internal employee access, and an online marriage application module with electronic signature capture. The solicitation requires vendors to indicate whether requested functionalities are provided as standard features, require customization, require modification, cannot be provided, or are supplied by third parties, with detailed descriptions of how each feature will be implemented or proposed alternatives that best meet the County's operational needs.

The functionality matrix establishes minimum requirements across fourteen categories: general functionality including unlimited user access with at least twenty full users and five administrators; core recording operations compliant with state and federal requirements; electronic recording with Model 2 eRecording compatibility and PRIA standards; indexing with manual OCR and AI options; advanced searching with Boolean controls; redaction capabilities for personally identifiable information; public access portal functionality; marriage records processing including digital signature capture; probate records management; integration with Tyler Munis financial system and Tyler Eagle Assessor system; comprehensive reporting and analytics; data migration services for approximately 100 gigabytes and 278,000 historical records; and vendor-provided training and support. The solicitation notes that approximately 131,000 historical documents requiring indexing with minimum date, grantor, grantee, and legal description information may be included as an optional service, with prior costs for similar indexing work reported as substantial. Finalists selected for step two must be prepared to demonstrate all requested features during scheduled presentations.

Additional or Optional Features and Technical Specifications

Describe any additional or optional features and technical specifications not already stated that may be relevant or offered to County. Use a separate document if more space is needed.

Describe whether the feature is provided as part of the standard base proposal or if it is offered optionally for free or for a fee. Include all costs for these additional or optional features in the Cost Proposal

Index approximately 131,000 historical documents with, at the minimum, date/time, grantor, grantee, and property legal description Comment by Rodgers, Derrill: Is this a current requirement or a carry over from a prior solicitation (RFP25-32)? I’m guessing that a third party vendor will be required to conduct the indexing work based on a prior solicitation for that service. I’d suggest that if included this items is stated as an optional service, and included as an optional service in the Cost Proposal Worksheet. The costs proposed to index the 142,800 documents at the time of RFP25-32 was very high. Comment by Collins, Allison: Interesting - between this version and what I have, I must have edited this. My version has this item as an optional item.
