The certification applies to the Purchase of School Nutrition Food Items and Distribution Services contract opportunity, with an optional pre-proposal conference scheduled for Monday, February 9, 2026. The document establishes compliance requirements for all parties involved in the transaction and mandates that certified language be included in award documents for all covered sub-awards exceeding $100,000 in Federal funds at all appropriate tiers.

The certification requires the submitting official to attest that no Federal appropriated funds have been paid or will be paid to influence any Federal, Congressional, or agency official, or any Fulton County Schools board member, officer, or employee in connection with the awarding of the Federal contract, grant, loan, or cooperative agreement. If any non-Federal funds have been or will be paid for lobbying purposes, the submitter must complete and submit Standard Form-LLL (Disclosure Form to Report Lobbying). All sub-recipients are required to certify and disclose accordingly, with non-compliance subject to civil penalties ranging from $10,000 to $100,000 for each failure to file the required certification.
