About this file

This is an Addendum #002 issued by the State of Utah Division of Facilities Construction and Management (DFCM) for the Cedar City Salt & Equipment Building project (#27292900), a Stage II invitation to bid for prequalified general contractors. The project involves construction of a new pre-engineered metal building for equipment and salt storage to replace an existing shed structure, with minor site work included in the scope. The addendum, dated September 24, 2026, addresses solicitation schedule changes and clarifications to specifications through public question-and-answer responses covering critical construction details including PEMB roofing and wall panels (26-gauge PBR panels in Dark Blue exterior and White interior), ground snow load requirements (46 psf per IBC 2024), man door canopy specifications (single-slope design, minimum 3 feet from building face and 5 feet wide), site demolition responsibilities, insulation R-values, primer requirements for steel, snowguard specifications, concrete stoop turn-down details, and electrical panel coordination for existing Panels D1, D2, and new Panel D3. The addendum clarifies that the building and slab have been previously removed by UDOT, with site conditions visible during the pre-bid walk, and that Panels D1 and D2 must remain operational during construction.

The construction cost estimate is $423,486.00. The addendum confirms that the substantial completion date will be adjusted based on PEMB procurement requirements, with the initial ordering and engineered drawings designated as the first milestone for the general contractor. Bidders are required to acknowledge receipt of the addendum with their bid submission, with failure to do so subject to disqualification. The final PEMB engineering will be provided by the pre-engineered metal building manufacturer, and structural drawings will be adjusted to meet those requirements. All contractor work must comply with geotechnical report requirements for soil preparation and subgrade conditions, particularly critical given the heavy-duty trucks and salt loads the structure will accommodate. The electrical feeds and temporary power provisions require general contractor coordination with UDOT, the architect, and engineer for approval before construction commences.

UDOT Cedar City Salt and Equipment Storage Addendum #1

September 24, 2026

ADDENDUM #1

Issued: September 24, 2026 Issued by: Galloway & Company, LLC

CR27017 - DFCM Construction - Prequalified General Stage II - Department of Transportation- Cedar City Salt & Equipment Building - Project #27292900

Public Q&A

A. PEMB siding & roofing

1. In reviewing the specification, the walls and roofing are to be 22-gauge steel. Industry standard is 26-gauge steel. Providing 22-gauge steel would most likely result in a special order coil and cost the project extra to have this heavy of a panel. Please confirm this is what is wanted.

2. Regarding the Roof panel. The Specifications are calling for a PBR panel with a weather tightness warranty. Manufacturers will not supply a weather tightness warranty on PBR panel roofing. Other UDOT projects have required a trapezoidal standing seam roof panel that comes in a standard 24-gauge steel and may have the weather tightness warranty. Please clarify what panel is wanted.

3. Would a full cavity simple saver insulation system be acceptable? The roof would have a cavity fill of R- 25 and an R-11 with a thermal block over the purlin, and the walls could have a cavity fill of R-27 with thermal block tape over the girts. Please advise.

Answer:

1. The intent is to match the specifications of the recently completed PEMB north of this project.

Roof to be 26 ga. PBR, Dark Blue Exterior Wall Panels to be 26 ga. PBR, White Interior Liner Sheeting to be 26 ga. PBR, White

2. Please provide the best warranty possible based on the PBR roofing panels.

3. Yes, these R-values and systems are acceptable.

B. Ground snow load

1. On sheet S001 it calls for a ground snow load of 46psf. It has been common practice that the stated building official recognizes the USU Utah Ground Snow Load Map. If we use the snow load calculated by USU it would be a ground snow load of 29psf. This would be a significant cost savings to the project.

May we use 29psf as the ground snow load?

1. Per the structural engineer, the 46psf is required for compliance with the currently adopted IBC 2024.

C. Man door canopy

1. The canopy shown is a double-sloped canopy. Many manufacturers make a single-slope canopy but not a double-sloped canopy as shown. May we use a single-slope canopy that slopes away from the building?

2. What is the size of the canopy?

3. Will the door on the end wall require a canopy as well?

Answer:

1. A single slope is acceptable. It will need to be designed for the snow load requirements.

2. The canopy needs to be a minimum of 3’-0” out from the face of the building is at least 5’-0” wide, allowing for weather protection at the man door.

3. Only this door requires a canopy.

D. Demolition of Existing Structures

1. Sheet C1.0 shows that UDOT will be responsible for the demolition of the existing building and associated concrete/structures. The spec book states that the contractor will be responsible to removing any remaining concrete slabs. Could we get a clearer picture of what will be taken care of by UDOT, and what will be the responsibility of the contractor to demolish?

1. The building and slab have been removed by UDOT already. However, as with any demolition, there will be remains of the existing building as the pad is prepared for the new building. The site was visible at the pre-bid walk to show the current conditions the GC will encounter for their scope. Some of the existing asphalt has also been removed around the new building pad. Demo for the new underground utility installation will be required by the GC.

E. PEMB Roofing Panels

1. The specs require a roof waterproofing warranty. In order to achieve the warranty, standing seam roofing will be necessary. Please clarify whether standing seam roofing is required or warranty requirements can be adjusted.

1. As we are matching the adjacent building with PBR roof panels, please provide the best possible warranty for this type of roofing system.

F. PEMB Roof and Wall Panels

1. The specs are calling for 22-gauge panels on the walls and roof. We can do it in 24 gauge, or 26 gauge

(standard) panels. Please clarify.

Answer:

1. 26-gauge panels are acceptable.

G. Bidders List

1. Will a list of bidders be posted?

Answer:

1. The bidder’s list is available via Bonfire:

H. Soils Report

1. The soils report is a bit vague on how far below the footings we need to excavate and recompact. I interpret it that we can scarify and compact native once we get to bottom of footing/slab.

Answer:

1. Given we need to be down 30” to meet frost depth requirements, the bearing should be below the existing sandy silts, and scarifying should suffice. Should excavations be completed and the material is not suitable for compaction, further review will be required by the engineer. All recommendations would be in accordance with the requirements of the geotechnical report.

I. Depth

1. It mentions an 8” layer of Native sandy silts at a depth of 1.5 feet that are not suitable for use, does this material need to be excavated out if it is under slabs? Can it be mixed in with native material that is suitable and then be used as structural fill?

1. This sandy silt material is not suitable for structural fill and would not be acceptable for any use. Any sandy materials encountered in the building foot print would need to be removed. All structural fill requirements would be in accordance with the requirements of the geotechnical report. Refer to the Floor Slabs section of the report for the subgrade requirements under the slab.

Keep in mind that large heavy-duty trucks will be parked in this structure, as well as heavy salt loads – properly prepared subgrades will be critical for proper placement of the foundation and slab system, as well as longevity of the structure.

J. Primary/Secondary Steel Primer

1. What type of primer is required for the primary and secondary steel?

Answer:

1. Provide the PEMB manufacturer’s standard rust-inhibiting shop primer for primary and shop-primed secondary structural steel, meeting or exceeding the performance requirements of TT-P-664D.

Galvanized secondary framing may be provided in place of shop primer where it is the manufacturer’s standard system.

The shop primer is intended for temporary corrosion protection during fabrication, shipment, erection, and construction and is not intended as a finish coat or for prolonged exposure to the elements.

K. Snowguards

1. What style of snowguards are required?

Answer:

1. Snowguards compatible with the metal building roofing system are required. A particular style is not required, though a continuous snow bar system was intended.

L. Liner Panel

1. The drawings call out metal liner panel, and the specs call out plywood. If it is a metal liner panel, what style, gauge, and paint finish are required?

1. A metal liner panel is required. Use a 26-gauge PBR panel, white, matching the exterior material.

September 24, 2026

M. Completion Time

1. Can additional time be given in the schedule for PEMB procurement?

Answer:

1. Yes, as noted at the pre-bid meeting, the substantial completion date will be adjusted based on the procurement requirements of the PEMB. While the desire is to have the building completed as soon as possible, we realize construction schedules will be scheduled around this milestone. We anticipate the initial ordering, final PEMB engineered drawings, etc. required for the PEMB order will be the first item of business and milestone the general contractor will complete.

N. CO Building - Portal Frame

1. The design did not leave a bay on the FSW to brace with the cable or rod X bracing, and they did not leave enough room to brace the FSW with a portal frame. This building will need to either grow by roughly 3 feet in length or the overhead door openings need to shrink.

1. Noted. The final building engineering will be provided by the PEMB, and the structural drawings will be adjusted to meet the PEMB requirements. The overhead doors are sized to work with the equipment being stored in the space, so these cannot be adjusted. Our desire is for the building to work with the current layout. For bidding purposes, please follow the current approved design. Any adjustments can be reviewed once the PEMP engineering is received.

O. Stoop for man door

1. Are you requiring turn-downs for the stoop at the man door?

1. Yes, please include an 8” wide and 8” deep turn-down on the concrete stoop.

ADDITIONAL ITEM:

ELECTRICAL FEEDS AND TEMP POWER

1. As referenced at the pre-bid site walk, the existing building has been removed, including the existing

Panel D. The general contractor shall provide provisions to feed existing Panels D1 and D2, as well as the new Panel D3, intercepting the existing feed from Panel M. Options could include a new Panel D with pass-through lugs to Panels D1, D2, and D3 (like the On-Line on E401), or provide pass-through lugs in the new Panel D3 that extend to Panels D1 and D2. Regardless of the new distribution direction chosen, field verification of existing Panels D1 and D2 will be required to ensure proper conductors and connections, as well as disconnects per NEC requirements, are provided (see sheet E401).

2. Additionally, Panels D1 and D2 (related to brine storage and production) must be energized during construction to allow UDOT to use these facilities. The GC shall provide provisions to ensure the adjacent buildings are fully operational during construction.

3. The GCs’ and ECs’ final direction shall be reviewed and approved by the owner, architect, and engineer before any work is progressed.
