REQUEST FOR QUALIFICATIONS

RFQ 25-18963-TF

Portable Generators and ATS Design for Emergencies

City of Lubbock, TX

RFQ 25-18963-TF

Portable Generators and ATS Design for Emergencies

1. BACKGROUND

The City of Lubbock is working with the Federal Emergency Management Agency and Texas Division of Emergency Management on a Hazard Mitigation Grant Program. Lubbock has a need for emergency backup power in the case of a power outage at our Southeast Water Reclamation Plant due to severe weather and other emergencies, as well as during an emergency situation requiring the safe housing of citizens at the Lubbock Civic Center. The purpose of this RFQ is to identify and select an engineering consultant to provide professional engineering services for the design of 5 portable diesel generators and automatic transfer switches as needed to be housed in our Southeast Water Reclamation Plant and Lubbock Civic Center.

B. PROJECT SCOPE OF WORK

This process will select a qualified engineering firm for professional engineering services. The scope of work described in this section are neither limited nor comprehensive in nature. The chosen consultant shall, at a minimum, perform or make provisions for the following as applicable.

· Evaluate the Southeast Water Reclamation Plant and Lubbock Civic Center for emergency generator design and procurement.

· Perform a thorough analysis of the Southeast Water Reclamation Plant and Lubbock Civic Center electrical systems, electrical loads, and emergency power needs.

· Determine best design and practices utilizing automatic transfer switches to minimize downtime in emergency power situations.

· Integrate new components with SCADA as needed.

· Develop complete set of sealed contract documents, technical specs, plans and drawings for bidding by the City to install and construct the emergency generators and automatic transfer switches.

· Prepare cost estimates and Engineer’s Opinion of Probable Construction Cost for the project.

· Provide bid phase services including conducting pre bid conference, responding to bidder’s questions and issuing addendums.

· Comply with 2 CFR 200.322 Domestic Preferences for Procurements.

· Comply with 2 CFR 200.323 Procurement of Recovered Materials.

· Follow all state and federal grant rules required by FEMA and TDEM.

2 CFR 200.322 – Domestic Preferences for Procurements is a federal regulation that encourages recipients of federal financial assistance to prioritize American-made goods and materials in their purchasing decisions.

Here’s what it means in practice:

· Preference Requirement: To the greatest extent practicable and consistent with law, entities receiving federal funds (like cities, counties, or school districts) should prefer goods, products, or materials produced in the United States.

· Scope of Materials: This includes items such as iron, aluminum, steel, cement, and other manufactured products like PVC pipe, concrete, glass (including optical fiber), and lumber.

· Definition of “Produced in the U.S.”: For iron and steel, all manufacturing processes—from melting to coating—must occur in the U.S..

· Contractual Obligations: These preferences must be included in all subawards, contracts, and purchase orders under federal awards.

· Buy America Tie-In: Federal agencies funding infrastructure projects must implement Buy America preferences as outlined in 2 CFR Part 184.

This regulation is part of the broader push to support domestic manufacturing and ensure federal dollars stimulate the U.S. economy. If you're drafting procurement policies or federal grant compliance documents, this clause is a must-have.

2 CFR 200.323 – Procurement of Recovered Materials is a federal regulation that promotes environmentally responsible purchasing by recipients of federal financial assistance.

Here’s what it requires:

· Who Must Comply: State agencies, political subdivisions (like cities and counties), and their contractors must follow this rule when using federal funds.

· Key Requirements:

· Purchase items designated by the EPA in 40 CFR Part 247 that contain the highest practicable percentage of recovered materials, especially when:

· The item costs more than $10,000, or

· The total quantity purchased in the previous fiscal year exceeded $10,000.

· Procure solid waste management services in ways that maximize energy and resource recovery.

· Establish an affirmative procurement program to ensure compliance with EPA guidelines.

· Sustainability Goals: Entities should prioritize products and services that:

· Can be reused, refurbished, or recycled

· Contain recycled content

· Are biobased, energy-efficient, or water-efficient

· Reduce reliance on single-use plastics This regulation ties into broader federal sustainability efforts, including Executive Order 14057, which promotes climate-conscious procurement practices.

Follow all state and federal grant rules required by FEMA and TDEM means that any entity receiving federal or state emergency management funding—such as cities, counties, or school districts—must comply with a comprehensive set of regulations and guidelines issued by:

🏛️ FEMA (Federal Emergency Management Agency)

· Federal Procurement Standards: Entities must follow rules in 2 CFR §§ 200.317–200.327, which include:

· Competitive bidding requirements

· Conflict of interest policies

· Contract provisions and cost principles

· Domestic Preferences: Prioritize U.S.-made goods and materials (2 CFR § 200.322)

· Recovered Materials: Purchase EPA-designated items with recycled content (2 CFR § 200.323)

· Emergency Procurement: Special rules apply during exigency or emergency situations (noncompetitive procurement may be allowed) 🛡️ TDEM (Texas Division of Emergency Management)

· State Administrative Plans: Entities must follow Texas-specific grant conditions, such as:

· Procurement policies that meet or exceed federal standards

· Timely reporting and reimbursement procedures

· Compliance with Texas Government Code Chapter 783 (Uniform Grant Management)

· Subrecipient Agreements: Entities must sign formal agreements acknowledging all terms and conditions, including audit and performance requirements
