About this file
This is a Questions and Answers document related to RFP 10TCA-S3687 for an International Representation Agency for Canada, issued by Nevada's Division of Tourism, known as Travel Nevada. The agency seeks representation services focused on promoting tourism in rural Nevada, defined as communities with populations of 100,000 or less, while maintaining partnerships with major gateways including Reno-Tahoe and Las Vegas. The contract requires the selected agency to engage Canadian travel trade partners using a proposed market approach of 60% Travel Trade, 30% Media, and 10% Social engagement, with a minimum target of 180 Travel Trade Trailblazers annually, averaging 15 per month, including tour operators, travel advisors, and product managers. Success will be measured through monthly reporting from Canadian tour operators on production levels and Nevada product offerings available for sale within their programs, tracked against established key performance indicators to monitor progress in market engagement and product distribution.
The target audience for this representation consists primarily of Canadian leisure travelers seeking unique experiences, outdoor adventure, and road trip opportunities across Nevada, with particular focus on "off-the-beaten-path" experiences beyond major cities. Current data indicates that Canadian visitors average 4-5 nights in Nevada, primarily driven by Las Vegas visits, with the strategic goal of capturing an additional 2-3 nights of spending in rural Nevada destinations. Bidders should provide three (3) references as part of their proposal submission. The document does not specify pricing terms, contract duration, renewal options, set-asides, or funding amounts in the Questions and Answers section provided.

QUESTIONS AND ANSWERS
1. The RFP mentions a “strong emphasis on rural Nevada”, is there a weighting we should bear in mind / specific areas of focus that fall within rural Nevada?
As the state’s Division of Tourism, Travel Nevada’s role is to develop and promote tourism in rural Nevada, and in this case, rural is defined by communities of 100,000 or less. Travel Nevada partners with Reno-Tahoe and Las Vegas as we recognize the importance of working with and leveraging the state’s iconic locations and gateways.
2. What specific annual KPI targets or baseline expectations does Travel Nevada already have in mind for Canada? What is the baseline for Travel Trade currently that you can share with us? Specifically for Trail Blazers
Based on the proposed market approach of 60% Travel Trade, 30% Media, and 10% Social, we recommend the following annual KPI framework for the Canadian market. These targets are designed to support Travel Nevada’s brand visibility, trade engagement, and content amplification and minimum 180 Travel Trade Trailblazers annually (average 15 per month) including tour operators, travel advisors, and product managers.
3. How will “growth in bookable Nevada product” be defined and measured?
Growth in bookable Nevada product within the Canadian market will be measured through a combination of market engagement and partner reporting. Our office will track engagement with Canadian travel trade partners and register activity against established KPIs to ensure consistent monitoring of progress. Key indicators to include monthly reporting from tour operators on production levels, as well as the number of Nevada product offerings available for sale within their programs. This will allow us to measure both the expansion of Nevada itineraries and packages in the market and the level of sales performance associated with those products. Tracking these metrics on a monthly basis will provide clear visibility into the development of bookable Nevada experiences in Canada, the effectiveness of trade engagement initiatives, and overall growth in product distribution through Canadian tour operator partners.
4. Who is the target audience you are looking to reach?
The target audience for Travel Nevada is primarily leisure travelers interested in unique experiences, outdoor adventure, and road trips across Nevada. Their marketing strategy focuses on both consumers and travel trade partners. Travel Nevada mainly targets travelers who are looking for experiential and adventure-based travel rather than traditional resort vacations. Travelers looking for “off-the-beaten-path” experiences and wide-open landscapes beyond major cities like Las Vegas and Reno.
5. What is the current average night stay and spend in Nevada?
The average LOS for Canadians spending in Nevada ranges 4–5 nights (driven largely by Las Vegas visits). Part of the many unique experience offers available, the goal is to capture 2-3 extra nights outside of Las Vegas into Rural Nevada.
6. How many references are you looking to obtain?
Three (3) references
